Summary: Humanitarian crises continue to intensify, with projections indicating that more than 305 million people will require assistance in 2025, including 57 million in West and Central Africa. In remote regions, delays in humanitarian response often have severe consequences due to limited connectivity and insufficient communication infrastructure. Emerging technologies such as IoT, AI, and geospatial mapping provide new opportunities to improve crisis detection, prioritization, and coordinated response. This draft Technical Report aims to provide guidelines for the design and deployment of AI- and IoT-based humanitarian response systems to ensure rapid, efficient, and sustainable interventions. It addresses guidelines related to real-time collection and transmission of field alerts, integration of AI for prioritization, and secure visualization of crises on an independent mapping platform. The guidelines apply to humanitarian response operations in regions with limited connectivity, and to entities seeking to design resilient, AI-assisted systems for crisis response.
