Summary: During an emergency, city governments can use AR (or various xR technologies) to provide real-time guidance to citizens through mobile apps (e.g., identifying safe evacuation routes, locating shelters, avoiding crowdy spaces during outbreaks, etc.). The citiverse can host virtual town halls or press conferences or other virtual rooms where the city officials can provide updates and guidance, discuss strategies, and engage citizens in disaster-related decision-making. Moreover, alternative virtual spaces can offer separate and thematic communication spaces, based on either the target audience (i.e., civil protection stakeholders’ coordination compared to vulnerable communities’ communication etc.) or the guiding material (i.e., how to use equipment, how to navigate to shelters, how to perform vaccination etc.). Furthermore, SSC&C IoT infrastructure can collect real time data and integrate physical and virtual space (i.e., via positioning determination). This draft Recommendation will: 1. Define the appropriate communications framework during emergencies within the citiverse 2. Define the requirements for the digital service (integrated digital ecosystem) that promotes safety, resilience, sustainability, and improves the quality of digital emergency services (i.e., public health services).
