This draft Recommendation defines a standards-based framework for enabling personalized accessibility in public transport systems for persons with disabilities, using user-controlled metadata and on-device personalization. Transport services dynamically adapt to individual needs based on secure, consent-based credentials presented by the user at the point of service.
The framework supports smart city transit modes including buses, metro and railways, and promotes interoperability across transport systems without relying on centralized registries or persistent databases. It builds upon the foundational accessibility requirements defined in ITU-T Y.4211, particularly Clauses 6–8, by specifying privacy-preserving mechanisms for metadata-driven service adaptation.
