Summary: This draft Recommendation defines a Trust-Based Consent Management Framework to support user-centric data ownership, dynamic consent processing, and trust-aware policy enforcement. The framework enables personal data to be managed transparently and ethically in accordance with user preferences and evolving trust relationships, while ensuring compliance with trust-based personal data management framework standardized in ITU-T Recommendation Y.3055. By embedding trust principles and runtime consent mechanisms, the framework empowers individuals to retain ownership and control over their personal data at all times; facilitate the ethical and transparent use of data across distributed systems; promote the sharing of high-quality data by reinforcing user confidence; support collaborative, adaptive environments that are responsive to diverse user roles and contextual needs. These enhancements are expected to improve privacy assurance, enable runtime user control based on trust, strengthen system trustworthiness, and promote responsible data exchange among stakeholders in multi-user and multi-device environments.
