Summary: Fixed, mobile and satellite convergence (FMSC) is the capability that provides services and applications to end users regardless of the fixed, mobile or satellite access technologies being used. The functions of user equipment (UE) group communication can be integrated into IMT-2020 networks and beyond to support UE group communication services. On the basis of the standardization progress of the FMSC, this Recommendation provides a solution for supporting UE group communication in FMSC network for IMT-2020 and beyond, and it can reduce UE-to-Network connection amount and alleviate UE-Network-UE transmission load. This Recommendation specifies the UE group communication for FMSC for IMT-2020 networks and beyond, in the aspects of overview, requirements, framework, network function enhancements, procedures and security considerations.
