Summary:

This Recommendation provides a comprehensive framework for the secure disposal and environmentally sound recycling of end-of-life storage devices, It aims to address the critical challenges associated with data leakage, inefficient material recovery, and environmental pollution during the lifecycle end of such devices.
The Recommendation outlines a tiered data sanitization model (L1–L3) based on data sensitivity and device characteristics, ensuring that residual information, including firmware and hidden sectors, is irreversibly destroyed. It further specifies best practices for dismantling key components—such as platters, printed circuit boards, rare-earth magnets, and metallic casings—to maximize the recovery of valuable and scarce materials.
In addition, this Recommendation proposes technical measures and compliance indicators for controlling pollution risks posed by hazardous substances released during physical destruction and recycling. It promotes alignment with relevant international regulations including the WEEE Directive, RoHS Directive, and the Basel Convention.
By integrating data security, resource recovery, and environmental protection into a unified operational approach, this Recommendation supports Member States, industry stakeholders, and regulatory bodies in developing sustainable and traceable solutions for managing end-of-file storage media.
