Summary: Biometrics is widely used to identify individuals by utilizing characteristics of their biometric traits. These biological characteristics can change over time due to various factors, including aging, illness, and injury, and the variability of this information can affect the utilization of biometric applications. Managing the number of biometric attempts and failures is important in areas where rapid personal identification is critical, such as disasters, emergencies, missing persons, and unconscious patients. Additionally, these considerations are essential for access control systems and personnel attendance management. This draft Recommendation addresses the changes in biometric characteristics of subjects and the associated factors of the variation to reduce failure rates in biometric identification and improve the effectiveness and reliability of systems. This draft Recommendation describes the concept and requirements for biometric variability management for detecting and responding to changes in biometric characteristics. It is expected to be used to recognize biometrics accurately while balancing security and usability.
