Summary: IMT-2020 and beyond network has key architectural changes in a field of integrity and heterogeneity, such as a deep integrated space (LEO satellites) segment to terrestrial network with air and sea sub-segment. In order to achieve characteristics of IMT-2020 and beyond network and in particular to enhance the rural networks capabilities and scenario implementation of remote settlements, it's important to consider the architectural concepts with related issues of distributed orchestrators based on STIN (Space-terrestrial integrated network). In order to provide necessary requirements for rural smart communities and erasing the digital divides it is recommended to use the satellite links, which could spread ICT service opportunities to rurals using distributed orchestrators. This Recommendation covers the framework of distributed orchestrators and related requirements for rural and remote settlements based on the STIN scenario.
