Summary: Vast amount of socio-economic data is managed by various operation and authority organizations for specific purposes. Additionally, there are limitations in data sharing due to the absence of an unified or centralized data management system with data governance for public sector. Moreover, socio-economic data cannot be managed by centralized manner in the presence of various data stakeholders such as national statistical datacentre, government datacentre, or private enterprise datacentres etc, so that edge centric socio-economic data management should be considered. Therefore, a public decision-making framework supports data governance to collect various socio-economic data, and AI (Artificial Intelligent) and data driven intelligent public policy services that can be utilized by central or local governments, as well as public institutions. For designing the framework, IEC (intelligent edge computing) that Q7/11 has developed Rec. ITU-T Q.5001 which describes the signal requirements and architecture of Intelligent Edge Computing (IEC) becomes a baseline framework and the framework is described as a practically usable application applied in public sector [ITU-T Q.5001]. Especially, the public decision-making framework is considered in data processing capability for intelligent edge analytics. This draft Recommendation defines IEC based a layered architectural model for public decision-making framework with data management interfaces and defines data governance and policy service APIs for intelligent public policy services.
