Summary:

When emergency occurs, there are always two critical things to consider: to find the survivors and to reduce the loss, but it's dangerous and difficult for human beings to observe or enter the scene in time. With CUAVs which carry base stations or observation equipment (such as cameras, sensors), administrators can easily analyse the situation and make decisions. This Recommendation provides the framework and requirements for emergency services using civilian unmanned aerial vehicle, which meets the need of emergency use cases.
