Summary: In recent times, there has been an increase in the activity termed SIM-boxing in most developing countries. Subscriber Identification Module Box (SIM-BOX) is a communication equipment with multitudes of SIM cards installed. The SIMBox is sometimes used to divert incoming international voice traffic from conventional routes to grey routes terminating in the country and. This practice is illegal in some countries. Accordingly, it was realised that this phenomenon is having an impact on quality of service (QoS) and quality of experience (QoE) for mobile services. This proposal is for the establishment of a new work item 'E.QSIMbox'. The proposed E.QSIMbox will provide regulatory framework and guidance on the assessment of SIM-Boxing impacts on QoS and QoE. The proposed work item will also identify key strategies to mitigate the effect of the SIM-boxing activity on QoS and QoE.
