Mesdames et Messieurs

Au nom de Malcolm Johnson, Directeur du Bureau de Normalisation des Télécommunications, c’est un grand honneur et plaisir pour moi de vous accueillir à cet atelier très important sur la mesure pratique des paramètres de qualité de service pour la conformité réglementaire.

Je tiens aussi à transmettre les remerciements de M. Johnson, au nom de l'UIT à l'Autorité Transitoire de Régulation des Postes et Télécommunications du Bénin (ATRPT) pour accueillir cet événement et pour l'hospitalité reçue dans ce merveilleux pays.

Le Directeur du TSB voudrais également saisir cette occasion pour souhaiter aux réunions des deux groupes d'étude régionaux africains tout le succès possible, et encore une fois remercier l'administration du Bénin pour accueillir ces réunions. Les tenant dos à dos, il est plus facile pour l’UIT de soutenir et permettre aux participants d'assister aux deux réunions. Le Directeur du TSB tiens à remercier les deux présidents des Groupes Regionaux des Commissions d’Etudes 5 et 12 pour leur collaboration et leur souhaite tout le succès possible. En outre, le Directeur du TSB tiens à remercier l'administration du Bénin pour leur collaboration à faire traduire les documents au Bénin, à un coût à peine un dixième du coût de la traduction à Genève.

Cet événement a deux objectifs: répondre à la forte demande régionale sur des sujets très chauds tels que la qualité de service et de la sécurité et de répondre aux demandes des groupes de l'UIT-T d'étendre leurs études pour prendre en compte et trouver des solutions aux problèmes régionaux.

The Workshop is aimed at aligning the various interests in technical measurement of Quality of Service/ Experience obligations in African countries. The main objectives are this workshop are to provide an understanding of the regulatory principles of ensuring quality of service as well as the regulatory tools for enforcing quality of service obligations. The workshop will also provide examples of measurement methods that regulatory authorities could use to assess the quality of service of telecom operators whether they are in compliance with their QoS obligations.

ITU is also considering the publication of a manual QoS for ITU-T SG12 and this could better help developing countries to implement ITU-T Recommendations related to QoS.

The event is a unique opportunity to enhance cooperation among regulators, operators and civil society to learn from and contribute to the work of ITU-T Study Group 12.

As you are aware, the World Telecommunication Standardization Assembly (WTSA) will take place in Dubai, at the Dubai World Trade Centre, from 20 to 29 November 2012. WTSA is the highest decision making organ of ITU’s Standardization Sector and meets every four years. WTSA-12 will be preceded on 19 November 2012 by a one-day Global Standards Symposium. GSS is a high level event bringing together all major ICT standards makers to discuss bridging the standardization gap between developed and developing countries, and improving collaboration to achieve this objective. The conclusions of GSS will be presented to WTSA-12.

I would like to draw your attention in particular to the following events:

• The ITU-T and academia event on 20 November 2012 during lunch time will focus on the new academia membership category as well as other initiatives to engage academia including the ITU Kaleidoscope academic conferences, and international events bringing together universities, industry and research institutions to share knowledge and identify emerging ICT developments.
• A series of side events will be held covering key topics in global standardization:
  • e-health (21 November)
  • ICT innovation in developing countries (22 November)
  • Resilience of networks to disasters (23 November)

These one-hour workshops will offer a unique opportunity to discuss these topics among academia, member states and key players from industry.

Your active participation in the WTSA-12, academia event and the side events are more than welcome and would significantly contribute to stimulating discussion. Fellowships are available for attending WTSA-12 and more information are available on the WTSA-12 website.

I would like to thank the speakers, session chairs as well as all colleagues - from the host country and from ITU - involved in the organization of this event as well as the interpreters who will make it possible to understand each other.
