Executive summary of the SG 13 meeting of 18 February - 1 March 2013, Geneva, Switzerland

This SG 13 meeting was the first in the 2013 - 2016 Study Period, the mandate and the list of Questions under study as approved by the WTSA-12 is found in COM 13 - C 1. The meeting agreed on the SG structure to organize the work and on nomination of  SG13 Working Parties Chairmen, Vice-Chairmen, Rapporteurs and Associate Rapporteurs.
It attracted 194 delegates and 230 contributions.

Organization of the work - brainstorming session
SG13 has convened a one day brainstorming on SDN with presentations by Rapporteurs of Questions involved and live discussions (report in TD 45 (PLEN/13)).

Review of Questions of SG13
As part of implementation of WTSA-12 Resolution 77 SG13 undertook an inspection of its Questions and agreed on a number of small modifications to the titles and descriptions of Questions involved into the SDN studies:

  • Q.2/13 "Requirements for NGN evolution (NGN-e) and its capabilities including support of IoT and use of software-defined networking" as in TD 31 (PLEN/13)
  • Q.3/13 "Functional architecture for NGN evolution (NGN-e) including support of IoT and use of software-defined networking" as in TD 31 (PLEN/13)
  • Q.6/13 "Requirements and mechanisms for network QoS enablement (including support for software-defined networking)" as in Annex 1 of TD 18 (PLEN/13)
  • Q.8/13 "Security and identity management in evolving managed networks (including software-defined networking)" as in Annex 2 of TD 18 (PLEN/13)
  • Q.9/19 "Mobility management (including support for software-defined networking)"as in Annex 3 of TD 18 (PLEN/13)
  • Q.11/13 "Evolution of user centric networking, services, and interworking with networks of the future including Software-Defined Networking"as in TD 26 (PLEN/13)
  • Q.14/13 "Software-Defined Networking and Service aware networking of future networks"as in TD 26 (PLEN/13)

Coordination activities

  • The proposal for establishing the JCA-SDN was referred to TSAG. SG13 is proposed as a parent group for new JCA-SDN (TD 45 (PLEN/13)).
  • Joint meeting with Q.8/17 was convened in three steps with the goal to clarify the relationships in the area of cloud computing security work to avoid overlap. This task was assigned to SGs 13 and 17 by WTSA-12. The meeting reached agreement on some points (distribution of some deliverables between SG13 and SG17 to develop), agreed to the compromise solution to use the common projects for development of some other deliverables (joint development, approval in each SG and publication with dual numbers) and left some unresolved issued for further discussions (TD 44 Rev.1 (PLEN/13) and its Add1).
     

Important decisions (apart of Rec approvals)

  • in response to the WTSA-12 Resolution 77 (SDN) established the action plan (TDs 24, 45 (PLEN/13)) and structure to foster the development of SDN in SG13. As part of this task and in order to give more visibility to SDN work, included the mentioning of SDN into the mandate of seven SG13 Questions.
  • agreed on continuation of JCA-Cloud with the revised ToR (TD 42 (PLEN/13)) and the same chairman Ms Monique Morrow, Cisco Systems, USA
  • revised ToR for two collaborative teams with ISO/IEC JTC1 SC38/WG3 CT-CCRA and CT-CCVOCAB (TD 23 Rev.2 (PLEN/13))
  • agreed that all the SG13 Questions (except Q.8/13 on security and identity management, which will follow TAP path) will follow the AAP path

External cooperation- two roadmaps going live
Progressed Service Delivery Platforms roadmap to the level of publication on SG13 homepage;
JCA-Cloud progressed the Cloud Computing Roadmap to the level of web availability on its homepage.
Both roadmaps will have free access. They contain the direct links to the deliverables listed.

Nominations

  • Nominated Mr. Simon Bugaba (SG13 Vice-Chairman) as a chairman for the SG13 Regional Group for Africa (SG13RG-AFR).
  • Nominated first SG13 Mentor, Mr Naotaka Morita, NTT Japan (SG13 Vice-Chairman in 2005 - 2012).
  • Agreed to replace an ITU-T Co-Editor for Collaborative Team (CT) on vocabulary Mr Olivier Colas (Microsoft, France) by Mr. Mark Jeffrey (Microsoft, USA).
     

Workshops
Agreed to have a one day workshop on IMT, M2M, IoT and SDN at the end of August in Algeria back to back with the inaugural meeting of SG13RG-AFR and Q.5/13 Rapporteur group meeting.
Also, as part of implementation of WTSA-12 Resolution 77, agreed to convene a half day workshop on SDN in the evening of 4 June 2013, Geneva.

Bridging Standardization Gap
A first meeting of the SG13 Regional Group for Africa will take place late August in Algeria. It will be 3 days activity.

Innovation - meeting logistics
SG13 management team introduced the concept of tracks to manage the meeting (details are inTD 6 (PLEN/13) and TD 28 (PLEN/13). It will be tried at the next collocated Rapporteur groups meetings and SG13 meeting.

Future plans
17 SG13 Questions will meet as Rapporteur groups in Geneva on 17 - 28 June 2013 in Geneva, Switzerland.

Next meetings
The Working Parties 1, 2 and 3/13 plenary meetings will be convened in on 28 June 2013 in Geneva, Switzerland in order to give consent to the following draft Recommendations and agree on the Supplement, new work items, future plans:

WP 1/13:

  • Y.miptv-reqts, Functional requirements of mobile IPTV
  • Y.NICE-reqts, Requirements and capabilities for Network Intelligence Capability Enhancement (NICE)
  • Supplement Y.gms, GHG monitoring services provided over an NGN

WP 2/13 will review and agree the new work items, plan future activities and continue discussion about the cloud security work distribution between SGs 13 and 17
