The ITU-T Conformity Database
The ITU-T Conformity Database is an informative, voluntary tool permitting companies (vendors, manufacturers, service providers) to make a public declaration that their products conform to ITU-T Recommendations.
A declaration of conformity with an ITU-T Recommendation may refer also to standards produced by other SDOs, Forums and Consortia qualified in accordance with Recommendation ITU-T A.5, or by Organizations that signed a Memorandum of Understanding with the ITU, that are included in ITU-T Recommendations as normative references.
Tests can be performed for all or part of the parameters considered in ITU-T Recommendations and/or in their normative references. Details on testing results and certifications have to be requested directly from the vendor as this kind of information is outside the scope of the database.

The ITU-T Conformity Database for all: ITU and non-ITU members
The ITU-T Conformity Database can be accessed and populated both by ITU and non-ITU members. It contains only information submitted directly by companies. Information and details not available in the Conformity Database (e.g. options implemented, test suites, results and others) should be requested directly from the participating companies.
The ITU-T is not a Certifier - Disclaimer
The ITU-T is not participating in any aspects of the accreditation, testing or certification processes. The ITU-T Conformity Database is not certified to be either accurate or complete, but only reflects the information that has been communicated to the ITU secretariat. The ITU secretariat has not verified the veracity or accuracy of such information, nor the relevance of the products to ITU Recommendations. However, the criteria put in place to populate a credible Conformity Database give reasonable credentials to the information provided. ITU shall not be held liable or bear any responsibility with regard to the contents and to the use of the Conformity Database but reserves the right to reject or to remove any submission it deems to be false.
Populating the ITU-T conformity database
Companies will directly populate the conformity database by duly filling in and submitting a Supplier’s Declaration of Conformity (SDoC)
(one per each product). Submissions shall be based on one of the following four testing “Routes”:
- Route 1: testing performed by a laboratory accredited as per ISO/IEC 17025 (Rec. ITU-T X.290 applies). A Supplier’s Declaration of Conformity (SDoC) prepared according to ISO/IEC 17050 (17050-1 and 17050-2) standard has to be submitted to ITU to populate the ITU conformity database;
- Route 2: testing performed according to procedures adopted by a Certification Body accredited as per ISO/IEC Guide 65 (Rec. ITU-T X.290 applies) which issues a Certificate of Conformity. The Certification Body is fully responsible for the certification process that may include tests performed in a non accredited Lab. An SDoC (ISO/IEC 17050) is submitted to ITU to populate the ITU database.
- Route 3: Testing performed in laboratories recognized by an SDO or Forum or Consortium qualified as per Recommendation ITU-T A.5 or by an Organization signatory of an MoU with the ITU. (Rec. ITU-T X.290 applies). A Conformity Statement is issued by the Laboratory and an SDoC is submitted to ITU to populate the ITU database.
- Route 4: For ITU members only. Self-assessment procedure directly performed by the vendor. A Conformity Declaration is submitted by the vendor to populate the ITU database. Please note that criteria to populate the database under Route 4 are under review. Should the criteria be changed, entries already posted in the database introduced using Route 4 would be tagged as such and all future entries would be required to comply with the revised criteria.
Note 1: Route 1 - To populate the database according to Route 1, laboratories have to be accredited for those test suites adopted to verify conformance to the ITU-T Recommendation(s), including the normative references, if any, implemented in the product. Products for which conformity has been assessed based on a mix of test suites both within the scope and outside of the scope of accreditation of test labs have to declare their conformity using Route 3.
Note 2: By default it is assumed that the ITU-T Recommendation(s) selected in Section 3 item 3.1 of the SDoC is the one currently in force. If not, the effective edition in the ITU “MM/YYYY” format will be provided in item 3.2 “comments/remarks”.
Note 3: In the case where conformity tests are performed against national/regional standards “equivalent” to ITU-T Recommendations, it is requested that:
a) the relevant ITU-T Recommendation be listed as usual in Section 3 under 3.1, and
b) the correspondence to the “equivalent” national standard(s) may be reported in Section 3 item “3.2 comments/remarks”
