In the CIS region, the Project aims at bringing into operation a network of excellence amongst potential content providers, like universities, technological institutions, training centres, etc., as well as service and technology providers who will provide on-line solutions together with face-to-face seminars. As well, the realization of the Project results in the implementation of a priority CIS regional initiative on Future Development and Establishment of "Centres of Excellence" and Creation of a Learning Space, which was adopted by the WTDC-06 (Resolution 17, Rev. Doha, 2006).
The experience learnt in Phase I as well as during previous ITU Distance Learning Projects has shown that there is a growing interest from the participating countries. However, this needs to be consolidated to achieve a long-term sustainability in the project.
Cooperation Agreement for the Deployment of Videoconference Systems in Armenia (CIS-11-01)
In the framework of the implementation of CIS- Regional Initiatives, this project (Videoconferencing system) covers the installation of one Multipoint Control Unit (“MCU”), and Endpoint(s) Videoconferencing systems and to provide technical support services for these systems for one year following the installation.
Early Field Trial "Establishing broadband public access points to Internet (PAPI) in rural areas of the Republic of Moldova" (9MOL08001)
The objective of the project is to enable access to internet in selected (pilot) rural areas of the Republic of Moldova by creating public access points with appropriate communications and broadband technology. Under this project ITU will establish in selected rural areas of the Republic of Moldova public access points to Internet, using broadband technologies, for the delivery of a wide spectrum of on-line public services. It is estimated that with the launch of Early Field Trial short name “PAPI”, 20 rural areas in different locations of the Republic of Moldova will be covered. Depending on the results of implementation - this project will serve as a pilot model for developing similar models all over the country. Meanwhile the project will provide the implementation of ICT using broadband in rural areas, installation of required hardware & software, access to Internet for population, training of population in ICT and PC use, and rendering public electronic services as public access points to Internet will be created in the post offices, libraries, schools.

Interactive Multimedia Digital Broadcasting (IMDB) Networks in the Kyrgyz Republic (area with mountainous terrain) (9KYR08001)
Under the umbrella of the CIS Regional Initiatives projects, the ITU in collaboration with the Government of Kyrgyz Republic intends to establish an Interactive Multimedia Digital Broadcasting Networks as a pilot to be replicated in other CIS countries. The main objective of this pilot project is to assess the impact of an IMDB services including digital television, internet and other information society services within an identified area in Kyrgyz Republic.
International Telecommunication Union - Central Science Research Telecommunication Institute: International Telecommunication Testing Centre (7RER07820)
Under this project, ITU and ZNIIS will collaborate to create an International Telecommunication Testing Centre (ITTC) for new technologies and will train telecom specialists from developing countries. Methodical testing on Next Generation Networks (NGN) in particular will be carried out at the ITTC through creating a model network that can simulate different network parameters and use multi-vendor equipment. The results of these tests will be documented and shared. Training material on NGN testing will also be developed together with hands-on laboratories, in order to deliver workshops.
This project has been designed in line with the Recommendation of the World Telecommunication Development Conference (WTDC) 2006 in Qatar to establish International Centres for NGN testing.
ITU virtual Laboratory for remote tests of equipment, new technologies and services (2RER13023)
The ITU and FSUE ZNIIS start collaboration in Virtual laboratory creation on the basis of the ITU – FSUE ZNIIS International Telecommunication Testing Center project.
The project will be realized under existing ITU C&I Programme and will be directed to implementation of goals of PP-10 Res.177, WTSA-12 Res.76, WTDC-10 Res.47 and the objectives of ITU C&I Programme Action plan (Council-12 C-48/12). The Project has been elaborated in compliance with the regional initiative adopted in 2010 in Hyderabad during the World Conference on Telecommunication Development (WCTD-10) aimed at ITU Virtual lab creation.
The major purposes of Project will be: creation of the virtual Laboratory, development of test suites for ITU Recs, performing remote tests on conformity and interoperability of new equipment/technologies, services, testing of end-to-end Internet speed, estimation of Network Performance (NP)/Quality of Service (QoS)/Quality of Experience and conducting remote training of specialists from developing countries in the implementation of ICT and ICT’s testing approaches.
Sustainable supply of electricity to telecommunication facilities in rural and remote areas (2UZB11003)
"Provision of a stable electric power supply for telecommunication/ICT facilities in rural and remote areas" was identified as one of the Regional Initiatives by Resolution 17 adopted during the World Telecommunications Development Conference held in Hyderabad in 2010. Within this framework the project aims to identify effective means of supplying electric power for telecommunication/ICT infrastructure facilities in rural and remote areas using alternative energy sources (solar, wind, etc.).
Translation of ICT terminology into Russian language (9RER09021)
WTDC-06, through adoption of Resolution 17 (Rev.Doha, 2006), called upon BDT to implement regionally approved initiatives at the national, regional, interregional and global levels. One of the five Regional Initiatives that was proposed for the CIS countries has an expected output of “creation of a unified information and educational base in all ITU official languages” For the Russian language this can be achieved by Translation and Russification of ICT Terminology” project. Although there are various dictionaries, glossaries and electronic databases that already exist, additional efforts are needed to harmonize and align the ICT terminology in the Russian language. Three ITU Sectors produce Recommendations, handbooks, guidelines which were and are translated into Russian by companies external to the ITU. Terminology used by these companies sometimes differs to a great extent and therefore there is some confusion or misunderstanding among specialists using such ITU products. Due to the fact that the Russian language is widely used in the CIS countries and in some other countries, it is important to unify, align, harmonize and, if necessary, translate the terminology from the Recommendations and publications from ITU-T, ITU-R, ITU-D that have been produced over the past five years, thus, creating an integrated database that is updated and improved, and which will be used to compile an English-Russian dictionary as an online service, CD and in printed version.
