Ms Lucienne Abrahams, Director and Senior Lecturer, Link Centre, Wits University

Lucienne Abrahams is Director of the LINK Centre, a public interest research  centre at the University of the Witwatersrand, South Africa. Now in its 20th full year of operation, the theme for the Centre’s work is framed as ‘mapping digital transformation of economy and society’. Her research focus is to create an understanding of institutions and economic sectors in the digital knowledge economy. She has published on topics in the fields of innovation, e-development, ICT policy and regulation; electronic governance; universities in transition; and perspectives on the knowledge economy. The LINK Centre forms part of the Wits ICT research community and is co-located with the Joburg Centre for Software Engineering and Wits Digital Arts at the Tshimologong Digital Innovation Precinct.
 

Dr Ikechukwu Adinde, CEO, Digital Bridge Institute, Nigeria 

Ikechukwu Adinde is currently the Administrator/CEO at the Digital Bridge Institute (DBI), a subsidiary of the Nigerian Communications Commission (NCC). He has more than 25 years cross-sector experience that spans Accounting and Finance, Taxation, Information Technology, Commercial and Investment Banking, Banking Regulation, Advisory/Consulting, Auditing and Public Sector Governance. He stands out with his sound academic and professional qualifications, a strong system and process orientation, thrives on professionalism and integrity and delivering tangible results, profitable growth and operational improvement in diverse organisational spheres. Dr. Adinde is married with children.
 

Mr Jamal Anderson, Curriculum Coordinator, United States Telecommunications Training Institute (USTTI)

Jamal Anderson is a Curriculum Coordinator with the USTTI, a 34 year non-profit, US government-industry joint venture dedicated to providing tuition-free training in the areas of spectrum management, wireless technologies, cybersecurity, emergency communications, Internet, broadcasting, telehealth, regulatory policy, rural connectivity, Internet governance and satellite applications, for women and men from the developing world. Since 1982, the USTTI has trained 9,436 officials from 171 countries.
In his role as Curriculum Coordinator Jamal is responsible for management of the USTTI courses, curriculum review, applicant processing, applicant acceptance and coordination of travel and logistics for USTTI scholars attending training.
Mr. Anderson is a graduate of Saint Joseph’s University where he studied marketing. Jamal currently resides in Washington D.C. and in his free time he serves as a high school rowing coach.
 

Dr Bo Andersson, Chief Economist, The Swedish Post and Telecom Authority (PTS)

Bo Andersson has been the Chief Economist of the Swedish Post and Telecom Authority (PTS) since 2006. Bo Andersson has more than 20 years of experience from infrastructure industries. Bo Andersson has a Ph.D. in economics from Stockholm School of Economics and has a background as a researcher. He has written several papers and journal articles on price formation and competition in deregulated markets. Prior to his current position as Chief Economist he has worked as a market analyst in the power sector and as a consultant, working primarily with infrastructure issues, for different government agencies and industries. 
 

Professor Antoine B. Bagula, Senior Associate, Abdus Salam International Centre for Theoretical Physics (ICTP), Italy 

Professor Bagula obtained his doctoral degree from the KTH-Royal Institute of Technology in Sweden. He held lecturing positions at Stellenbosch University (SUN) and the University of Cape Town (UCT) before joining the Computer Science department of the University of the Western Cape (UWC) in January 2014.  Since 2016, Professor Bagula has consulted for the UNESCO, the World Bank and other international organizations on different communication networking projects.  Professor Bagula is a senior associate of the Abdus Salam International Centre For Theoretical Physics (ICTP). He has been involved in the ICTP training activities on wireless sensor networks and the Internet-of-Things (IoT) in Africa for the last 6 years and recently co-authored the “IoT in 5 Days” book  with colleagues from the ICTP and the Industry. Prof  Bagula has been on the technical programme committees of more than 70 international conferences and on the editorial board of international journals. He has also co-chaired international conferences in the field of communication networks and ICT. Professor Bagula has authored/co-authored more than 100 papers in peer-reviewed conferences, journals and book chapters.  Professor Bagula's current research interest is communication networking with a specific focus on the Internet-of-Things, Cloud Computing, and Big Data Analytics and Technologies. 
 

Dr Saba Bokhari, Education/Programme Specialist, UNESCO Regional Office for Eastern Africa

 
Dr Saba Bokhari, an Education Program Specialist with UNESCO has been based at the UNESCO Regional Office for Eastern Africa for the past 2 years. The main thrust of her work is in ESD/ Education for Sustainable Development – from Policy to Program delivery. She is also the UNESCO focal point for the UN-SDGs group in Kenya.
 
 
 
 

Ms Kerstin Borglin, Director, Swedish Programme for ICT in Developing Regions (Spider), Stockholm University

Kerstin Borglin has been working for Ericsson in management positions both in Sweden and abroad. She has mostly experience within sales and services and has had responsibility of huge contracts and markets.
Her interest is analysing and structuring of companies and organisations in a phase of development, where support is needed to reach expected objectives. She has over the years developed an excellent experience of coaching and development of immature organisations.
Kerstin Borglin has mostly an international experience, working with projects and companies in Sub Saharan Africa, Eastern Europe, The Middle East and North America.
She holds a Master of Science in Mechanical Engineering from Lund University.
 

Mr David Bunei, General Manager for East Africa, Cisco

David Bunei was appointed Country General Manager (GM) at Cisco East Africa and Indian Ocean Islands based in Kenya in August 2015.
His previous role before taking on the Country GM was Territory Manager at Cisco. Prior to this over the 10 years at Cisco he held various roles in technical and sales management covering East, Central and West Africa. As the new General Manager for Cisco East Africa, Bunei is responsible for leading Cisco East Africa and IOI Operations to drive business growth and execute Cisco’s Go To Market strategy. Bunei is an experienced, result oriented business leader with over 15 years’ experience in IT and Telecom industry and has over the last decade engaged with local and global enterprises in both public and private sectors.
With a Bachelor of Science degree in Electrical and Electronics Engineering from the University of Nairobi and a Master’s degree in Business Administration from the United States International University, Bunei led highly successful projects across the region that have transformed businesses and government operations.
Bunei has a strong technology background, the understanding of business outcomes and aligning relevant solutions to solve business challenges and considers these as important elements of success. He is passionate about using technology to solve business problems, motivating/empowering teams to deliver results and engaging with customers/business partners to build relations that deliver mutual business.
Bunei lives in Nairobi and is married with two boys.
 

Dr Jaroslav Burčík, Head, Centre of Excellence for cybersecurity, Czech Technical University in Prague (CTU)  

Jaroslav Burčík graduated from the Faculty of Electrical Engineering at the Czech Technical University in Prague (CTU). Later he obtained there his PhD. in optoelectronics. Jaroslav has been working on senior positions since 2008. He gained a lot of experience as founder and director of the Centre for cooperation with industry and Inovacentrum  - main technology transfer body of the CTU  (2008 –2015). He has a wide experience in international cooperation both with businesses and non-profit sectors. Currently he is building ITU centre of excellence for cyber security and motivating high school students to study engineering disciplines.
 

Dr Olga Cavalli, Co-founder and Academic Director, South School on Internet Governance (SSIG)

Olga Cavalli is an Internet leader whose work has been fundamental for enhancing a relevant participation of Latin America and the Caribbean in Internet Governance.
Olga has recently been appointed as Member of the ISOC Board of Trustees. In 2007 she co-founded the South School on Internet Governance and in 2012 she co-founded Dominios Latinoamerica. During 2007- 2014 she was distinguished by the United Nations Secretary General, being chosen to be a part of the Internet Governance Forum's Multistakeholder Advisory Group, MAG.
Olga works towards the inclusion of girls and women in ICTs and the Internet. She has been appointed by the ITU as rapporteur of theStudy Group 20 on Internet of Things and Smart Cities.
In ICANN, she was GNSO Council Member and GNSO vice chair. Presently she is the GAC vice chair.
Olga was the Argentina representative in WSIS (Tunis 2005), a Member of the National Commission on Cybercrime that defined the Argentina Cybercrime Law and a Member of the Commission that created the National Digital Agenda.
Olga is a Teacher at the University of Buenos Aires, President of the ISOC Argentina Chapter and she is  involved in the development of wireless connectivity projects in rural areas.
Her education includes a PhD in Business Direction, an MBA, a Master degree in Telecommunications Regulation, and Electronic and Electric Engineer.
She is fluent in Spanish, English, Portuguese and German, and can understand French and Italian. Olga lives in Buenos Aires and is the mother of Juana and Federico.  
 

Ms Kalaya Chinatiworn, Director of International Organizations Group, Ministry of ICT, Thailand

Ms. Kalaya CHINATIWORN is presently the Director of International Organizations Group at the Ministry of Information and Communication Technology, Thailand and also the focal point of Thailand at the ITU. She is responsible for strengthening international cooperation of the Government of Thailand in Asia-Pacific region and worldwide.
In the area of human capacity building, Ms. Chinatiworn has been instrumental in the establishment and operations of the ITU Asia-Pacific Centre of Excellence hosted by the Ministry of ICT, Thailand in the previous and current phase.
She was also the first Chairman of the ITU ASP CoE Steering Committee under the new strategy and has been instrumental in managing the transition to the new framework with support of other CoE Steering Committee Members, Centres and Partners. Ms. CHINATIWORN currently is an active Member of the ITU ASP CoE.
 

Ms Nadine Chorão, Executive Secretary, ARCTEL 

Nadine Andrade Chorão was born in 1988 in Lisbon, Portugal.
Since 2012, Ms Chorão has been Assessor to the Secretary General of ARCTEL-CPLP, the Association of Communications and Telecommunications Regulators of the Community of Portuguese Speaking Countries. The Association aims for the development of the communications sector in the CPLP countries, thus promoting Capacity Building workshops, Seminars, Forums and Technological Exhibitions, as well as several Studies targeting the main challenges of the sector such as Universal Service, e-commerce and Smart Harbors.
Since 2012, Ms  Chorão has been responsible for the coordination of the Training Center of ARCTEL, which to date has  six universities and several major industry players, and  has  more than 50 training programs on offer.
Prior to joining ARCTEL, Ms Chorao was an expert at the Cooperation and Development Division, External Affairs Department, of the Portuguese Communications Regulator – ANACOM.
She completed her post-graduate studies in Corporate Sciences at Instituto Superior de Economia e Gestão – ISEG in 2013 and obtained a degree in International Affairs at Universidade Católica Portuguesa in 2010.  
 

Professor Umar Danbatta, Executive Vice Chairman, Nigerian Communications Commission, Nigeria

Prof. Umar Garba Danbatta is the Executive Vice Chairman and Chief Executive Office (EVC/CEO) of the Nigerian Communications Commission.
Born in Danbatta Local Government Council of Kano State, Prof. Danbatta obtained his BEng, MSc degrees from the Technical University of Wroclaw in Poland and his PhD from the University of Manchester Institute of Science and Technology (UMIST) UK respectively.
He has served as a lecturer in the Department of Electrical Engineering, Faculty of Technology of Bayero University Kano for 28 years, where he taught courses in telecommunications engineering and electronics and held academic positions of Dean of the Faculty and Head of Department at different times. In administrative and other responsibilities outside the university, he has served on over 20 committees, prominent among which was his Chairmanship of the Implementation Committee of Kano State University of Science & Technology, after which he became its pioneer Deputy and Acting Vice-Chancellor when it took off in 2001.
He  was  the  Vice  President  of  the  Digital  Bridge  Institute  (DBI), International Centre for Advanced Communications Studies. While at DBI he has developed expertise in major areas of ICT implementation, policy and regulation.
 

Mr Jaco du Toit, Adviser for Communication and Information, UNESCO Regional Office for Eastern Africa

Jaco du Toit has been working with UNESCO since 1998 and worked in North Africa, Southern Africa, Eastern Africa and the Arab States.  Work in these countries focused among other thematic themes on Information and Communication Technologies (ICT) in the field of Education, Science and Culture and media development.  Mr Jaco du Toit is currently the Regional Adviser for Communication and Information for Eastern Africa at the UNESCO Office in Nairobi.  He is implementing several projects related to ICT in Education in Kenya, Rwanda and Uganda.  An article on Teacher Training and Usage of ICT in Education was published by UIS in 2015 and he contributed to publications on Media and Information Literacy.
 

Ms Anriette Esterhuysen, Executive Director, Association for Progressive Communications (APC) 

Anriette Esterhuysen is the executive director of the Association for Progressive Communications (APC), an international network of organizations working with Information and Communications Technologies (ICT) to support social justice and development. Prior to joining APC, Anriette was executive director of SANGONeT, an internet service provider and training institution for civil society, labour and community organizations. She was active in the struggle against Apartheid from 1980 onwards. From 1987 to 1992 she did information and communication work in development and human rights organizations in South Africa and Zimbabwe.  Esterhuysen, with many others, helped establish email and internet connectivity in Southern Africa. SANGONeT hosted a Fidonet hub that provided universities and nongovernmental organizations in, among other places, Malawi, Zambia and Zimbabwe, with email links to global networks as part of a collaboration between the APC and the United Nations Development Programme. Anriette has served on the African Technical Advisory Committee of the UN's Economic Commission for Africa's African Information Society Initiative and was a member of the United Nations ICT Task Force from 2002 to 2005, the World Summit on the Information Society (WSIS) Task Working Group on Financing Mechanisms, and the Commission for Science and Technology for Development Working Group on Internet Governance Forum (IGF) Improvements. She was a member of the Multistakeholder Advisory Group of the Internet Governance Forum from 2012-14. Anriette was one of five finalists for IT Personality of the Year in South Africa in 2012, an award which recognises a person who has made an outstanding impact on the South African ICT industry. She was the only female and only civil society finalist. Esterhuysen was inducted into the Internet Hall of Fame as a global connecter in 2013. Currently Anriette is a member of the Global Commission on Internet Governance and the Council of the NETmundial Initiative. Esterhuysen has published extensively on ICTs for development and social justice. She holds a BA in social sciences and postgraduate qualifications in history of music and information sciences from the University of the Witwatersrand in Johannesburg, South Africa.
 

Ms Belinda Exelby, Head of International Relations, GSMA

Belinda leads the GSMA’s relationships with international intergovernmental institutions, including the ITU, the World Bank and the OECD. She is responsible for the GSMA’s Capacity Building programme, working with institutional partners to deliver face-to-face and online training courses for telecoms and ICT regulators worldwide. Belinda is a Director of the US Telecommunications Training Institute (USTTI) and the UK Telecommunications Academy (UKTA).
Previously, Belinda was Marketing Director for the Government and Regulatory Affairs team at the GSMA, a role to which she brought more than 15 years’ experience of marketing within the telecoms/ICT industry.
 

Mr Mario Ferreira, Continuing Education Associate Manager, Instituto Nacional de Telecomunicações, Brazil

Mario Ferreira was born in 1984 in Vitoria, Brazil.  He is graduate in Electrical, Electronics and Telecommunication Engineering at Inatel (National Institute of Telecommunications) in Santa Rita do Sapucaí, Brazil and in 2012 received the title of Specialist in Network Engineering and Telecommunication Systems from the same institute. He is the Continuing Education Manager at Inatel Competence Center, being responsible for Extension Courses, Distance Learning, Corporate Training Programs, and Preparatory Courses for Certifications. Mr Ferreira also teaches in Network Engineering and Telecommunication Systems Specialization course and is specialist in  Data Networks, TCP/IP, NGN, Voice and Video over IP, Access Networks, Convergent Networks and Smart Cities.
 

Dr Maria Garrido, Research Assistant Professor, Technology & Social Change Group (TASCHA), University of Washington

Maria Garrido is a Research Assistant Professor at the University of Washington’s Information School. Her research explores how people, in communities facing social and economic challenges, use information and communication technologies to promote social change. Much of her work focuses on technology appropriation in the context of social movements and in international migration. Maria holds a Ph.D. in Communications from the University of Washington and a master’s degree in International Relations from the University of Chicago.
 
 

Ms Annie Gladding, Global Education Specialist,  INTEL Corporation

Annie Gladding is a Global Education Specialist and Program Manager for Intel Corporation. In this capacity, she works with governments and education partners around the world to bring technology to children in Kindergarten – 12th grade and higher education.  She believes that technology is a critical enabler for children to learn at their own pace; leveling the playing field of economics, gender, and disability.
A 17-year veteran of Intel Corporation, Annie spent the first 14 years of her career in Information Technology (IT) where she shared strategies for best practices of Service Management to run a more efficient and effective organization. 
A teacher at heart, Annie has led workshops and courses around the world and has been speaker for global women in computing and education initiatives for the past several years.
 

Dr Oliver Holland, Research Fellow, Centre for Telecommunications Research, King’s College London

Dr. Oliver Holland works at the forefront of a number of areas of wireless communications innovation. His interests include topics such as spectrum sharing and spectrum usage optimization, and 5G mobile communications systems and networks, among others. He heavily contributes to several standardization efforts, and actively collaborates with regulators. For example, he recently led a major trial of TV white space technology for the UK regulator Ofcom, and frequently works with Ofcom, the CEPT, the ITU and others on a number of other regulatory-driven activities. Among his standards work, Oliver recently spearheaded the establishment of the new IEEE P1918.1 standards working group on the “Tactile Internet”, which he Chairs. Oliver also undertakes considerable academic work; he has co-authored over 150 academic publications, and has co-edited two books, published by Springer and Wiley. He is actively involved in the tutoring and supervision of a number of students, generally at postgraduate level.
 

Dr Katharina Hone, Project Manager and Researcher for Online Learning, DiploFoundation

Dr Katharina Höne is Project Manager and Researcher for Online Learning with DiploFoundation (diplomacy.edu). In her role, she focuses on best practices and lessons learned from online and blended learning programmes. She also coordinates and teaches courses on diplomatic theory and practice, multilateral diplomacy, development diplomacy, and education diplomacy. In 2014-2016 she consulted with the Association of Childhood Education International (Washington, DC) on global education governance and education diplomacy. She completed her doctorate in international relations at the Department of International Politics, Aberystwyth University, UK, and obtained a Master in Diplomatic Studies from the University of Leicester, UK. Her research interests include online learning, multilateral diplomacy, non-state actors in diplomacy, and education diplomacy.
 

Dr Kemal Huseinovic, Chief, Department of Infrastructure, Enabling Environment and E-Applications, ITU

Dr Kemal Huseinovic is the Chief of the Infrastructure, Enabling Environment and E-Applications Department at ITU’s Telecommunication Development Bureau (BDT).  His Department is promoting the use of ICT-based networks, services and applications, while ensuring the use of appropriate technologies to build or extend their information and communication infrastructure and adapt to the rapidly changing telecommunication/ICT environment. This includes the provision of guidelines and tools for the development of policy and regulatory frameworks, financing policies and strategies, development of telecommunication and IP-based networks, promotion of pervasive broadband deployment, digital broadcasting and spectrum management, and the use of reliable and cost-effective ICT applications while enhancing cyber-security. It covers also the promotion of access and use of telecommunications and ICTs for groups that have been marginalized in their access to current mainstream ICT services, including women, youth, indigenous people, persons with disabilities and people living in remote communities.
Before joining ITU in 2014, Dr Huseinovic was  Director General of the Communications Regulatory Agency of Bosnia and Herzegovina. He holds two Master Degrees and a PhD on “Competition Enlargement through Establishment and Development of Regulatory Authorities of Communication Market”.
 

Ms Anne-Rachel Inné, Vice-President Government Engagement, Internet Corporation for Assigned Names and Numbers (ICANN)

Anne-Rachel is a long time participant/actor of ICANN and Internet Governance at the international level.  She is Vice-President Government Engagement at the ICANN office in Geneva, Switzerland and supports ICANN’s Governmental Advisory Committee (GAC) at ICANN. She has 17 years of experience in International relations and Internet Governance.
She joined ICANN’s team based in Africa in 2000 as a consultant and then joined the LA based team as policy Analyst/Liaison (DNSO policies, ccTLDs capacity building, and government issues). Anne-Rachel helped open the ICANN Brussels Office where she also took care of ICANN’s external relationships in Europe. She was Manager Regional Relations, Africa until June 2012.
Ms. Inné also worked as COO of the African RIR, AFRINIC, where she supervised the Member Services, the Communications and the IT teams. She oversaw the AFRINIC strategic planning process and implemented new programmes and strategic initiatives.  She is a founding member of AFNOG, AFRINIC, AfricaCERT, AfrISPa, AIS, etc.
 

Mr Ulf Larsson, Programme Manager, Swedish Programme for ICT in Developing Regions (Spider), Stockholm University

Ulf Larsson has background in Informatics, business development, information modelling and systems development with more than 15 years of lecturing and management of bachelor and master programmes. He has a long expertise in ICT and Pedagogical Development including baseline situation analysis, defining indicators as well as preparing for training programme. Ulf Larsson is currently the Programme Manager for the Capacity Building Programme for ICT Regulatory Work, jointly developed by Spider and the Swedish Post and Telecom Authority (PTS). He holds a Licenciate of Philosophy in Information Systems Development (Linköping University) and a Bachelor of Science in Informatics.
 

Mr Aldo Mareuse, Chief Executive Officer, Telkom Kenya

Aldo Mareuse is the CEO at Telkom Kenya. An Engineer by profession, with 26 years’ experience in the telecommunications sector, Aldo was Managing Partner of Accelero Capital, a telecoms fund management group he co-founded to invest in the telecommunications sector with particular focus on turnaround situations. Prior to Accelero Capital, Aldo was the Group CFO of Orascom Telecom Holding (OTH) and Wind Telecom Group.
While at OTH, he was instrumental in its growth from a mid-sized regional mobile operator with 4 million subscribers in 2002 into a global operator with 100 million subscribers across 4 continents that ultimately merged with VimpelCom Ltd, to create one of the world’s largest telecommunications carriers.
Before joining OTH, Aldo was Managing Director at the Investment Banking Division of Credit Suisse First Boston (CSFB) and also held other senior management positions in Paris, New York and London. In 2011, he was nominated as the “Telecom CFO of the Year” by World Finance.
Aldo holds an Engineering degree from École Centrale de Lyon in France.
 

Professor Juan Pablo Martín, Facultad Regional San Nicolás, Universidad Tecnológica Nacional, Argentina

Juan Pablo Martín is Electronic Engineer from “Universidad de Buenos Aires”, and currently a PhD student. He is professor of “Communications Systems I and II” at Facultad Regional San Nicolás (FRSN) of Universidad Tecnológica Nacional from Argentina. He is director of the research project “Realtime Global Flight Tracking” of “Communications Research Group”. He is coordinator for FRSN of Ministry of Communications’ project “Universidades Argentinas en la UIT”. He is an active member of Working Party 5B of ITU-R, ITU-T Study Group 20 and formerly member of Aviation Cloud Focus Group of ITU-T. Co-author of three telecommunications papers, “Fast-Trilateration + CellID Method for Mobile Phones Location Estimation”, “Teleoperation through Ethernet” and “Satellite ADSB Messages Collision Simulation”. He has more than 10 years working in the telecommunications field specialized on radio-frequency system, data networks, and satellite systems.
 

Mr Pratik Marwah, Co-Founder and COO, iAugmentor Labs

Pratik has been working at the interface of technology & innovation for the last 7 years. His forte has been Sales & Marketing efforts required to lead any business to its logical conclusion i.e. reaching the right target audience and building a sustainable & successful organization.
He has worked extensively with multiple startups in the e-learning and recruitment space while interacting with Colleges and Universities across the Indian subcontinent, Europe and African countries. As part of his efforts he helped various colleges and universities to implement cutting edge innovations such as Microsoft Innovation Centers, Start-up Incubator hubs & collaboration with international universities in setting up Innovation Labs. These efforts have helped these colleges reach the next level, reflecting Pratik’s acumen in building a successful brand.
Pratik co-founded iAugmentor Labs Pvt. Ltd, a unique learning & assessment platform leveraging mobility and artificial intelligence, which provides a personalized learning roadmap for learners, leveraging a whole gamut of learning media. As C.O.O, he heads operations, partnerships and alliances across India and MENA focusing on colleges as well as individuals. 
 

H.E. Dr Fred Matiang'i, Cabinet Secretary, Ministry of Education, Science and Technology, Republic of Kenya

Dr. Fred Okeng’o Matiang’i is the Cabinet Secretary, Ministry of Education, Science and Technology.  He is the immediate past Cabinet Secretary, Ministry of Information, Communication and Technology.
Before his appointment, Dr. Matiang’i was the Centre for International Development, Rockefeller College of Public Affairs and Policy, the State University of New York SUNY/CID Liaison in East Africa. He formerly served as Chief of Party for Kenya's Parliamentary Strengthening Program.
Dr. Matiang’i held research and program implementation positions in various civil society organizations in Kenya and conducted research and training for the Commonwealth Parliamentary Association, the parliaments of Ethiopia, Uganda, and the East African Legislative Assembly. He has also been a columnist for the Daily Nation, Kenya’s leading newspaper, and has consulted extensively with USAID, the Canadian Development Agency (CIDA), the World Bank, and Transparency International.
He taught at Egerton University and the University of Nairobi.
Dr. Matiangi’s education includes a Ph.D. in communication and comparative literature from the University of Nairobi, an a M.A. in English from the University of Nairobi, and a B.A. in education from Kenyatta University. He speaks Swahili, English, and has a working knowledge of French.

Mr Duncan Mochama, Business Development Manager, BRCK Education

Mr Duncan Mochama is the Business Development Manager of BRCK, a team of software developers, engineers and technologists who are building rugged solutions for African problems.
Prior to BRCK, Mr Mochama worked at Techno Brain Group, as a Management Trainee in 2013, as a Pre-sales executive in 2014 and finally as a sales manager in 2015, providing innovative IT solutions, IT training, and BPO/IT-enabled services to NGOs, governmental, and private organisations globally.
Mr Mochama graduated from Strathmore University in 2013, with a Bachelor in Business and Information Technology. In Strathmore, Mr Mochama served in the students’ council as the student president, establishing a student lead endowment fund, leading the Technology Students Association and the basketball teams. Mr. Mochama is currently pursuing a Master of Business Administration (MBA) degree with specialization in Strategic Management and Finance from Daystar University, Kenya. 
 

H.E. Mr Joseph Mucheru, MBS, Cabinet Secretary, Ministry of Information, Communications and Technology, Republic of Kenya

Mr. Joseph Mucheru is the Cabinet Secretary, Ministry of Information, Communications and Technology, Republic of Kenya. Mr. Mucheru is formerly the Google Sub-Saharan Africa Ambassador & Energy Access and Investment Regional Lead at Google Inc. He held many positions in Google Inc., between 2007 and 2015.  He was Google's first Sub-Saharan employee and was key in setting up Google’s presence in Africa from 2007. Prior to joining Google, Mr. Mucheru worked at Wananchi Online, a company he co-founded in 1999.  He served in various roles at Wananchi Online, including Chief Technology Officer and Chief Executive Officer. He also served as the Chairman/Director of the Telecommunications Service Providers Association of Kenya (TESPOK) between 1998 and 2007. 
Mr. Mucheru attended the Business Executive Programme at Stanford University Graduate School of Business in 2008. He holds a BSc. (Hons) in Economics & Computer Science from City University London. He was decorated the Moran of the Order of the Burning Spear (MBS) in December 2010 by the President of the Republic of Kenya, Hon. Mwai Kibaki.
 

Ms Alice Munyua, Board Member, Internet Society (ISOC)

Alice Munyua is an accomplished ICT policy and internet governance professional with substantial leadership experience in high-level multi-stakeholder ICT policy, regulation and internet governance. She is the founder of the Kenya ICT Action Network, an interdependent multi-stakeholder network working with government on ICT policy formulation and implementation. She convened and chaired the Kenya and East Africa Internet Governance Forums (IGFs) and the global UN IGF held in Nairobi in 2011.
Ms. Munyua is a former member of the board of directors of the Communications Commission of Kenya and chaired the board of the Kenya Network Information Centre (KeNIC). She is currently leading several initiatives, including the African Union Commission and ZACR Dot Africa government outreach. She chairs the Public safety working of ICANN’s Government Advisory Committee. She is a board member of the Internet Society (ISOC) and the Global Partners Digital.
 

Dr Andres Navarro Cadavid, Professor, Universidad Icesi, Colombia

Dr Andres Navarro is Electronic Engineer (1993), and has a Master on Technology Management (1999), both from Universidad Pontificia Bolivariana in Medellín. Dr Navarro obtained his PhD in Telecommunications from Universitat Politécnica de Valencia in 2003. He is IEEE Senior Member, Advisor of the National Innovation Program on Electronics, Telecommunications and Informatics from Colombian R&D+I system, and advisor of the Spectrum Management Committee for Colombian Spectrum Agency. He is ITU expert number 05228. Dr Navarro is a participant on COST Action CA15104 IRACON and former actions COST IC1004 and COST 2100.
Dr Navarro is director of the i2t research group at Universidad Icesi since 1999. His research interests are Spectrum Management, mobile radio planning, radio propagation and m-health.
 

Eng Martin Obuya, Ambassador, Government Affairs, iHub

Martin Obuya is the Founder and Chairman of LiJoMe Group Incorporation. He is the Ambassador, Government Affairs and Member of the Policy Formulation Team for iHub. He is the Projects Director and Chief Expansion Strategist for DEMO Africa. He is a Member of the Technical Committees of International Telecommunications Union, African Telecommunications Union, Forum of International Independent Association and Southern African Telecommunications Association. He is the President and Chairman of Internet Society Kenya Chapter. He is an Advisor for Euro Africa ICT, TechSoup Global, BusinessCom Networks and Xprize. He is a Board Member of Tech Executive Council, Pro Sports East Africa, Konfidants, Drones Systems East Africa and Aero Dimensions Africa. He has been a Judge/Chief Judge in various Hackathons held locally, regionally and internationally during the past eight years.
 

Dr Julius Ogony, Senior Council Member, Computer Society of Kenya (CSK) and World Information Technology and Services Alliance (WITSA)

Dr Julius Ogony is an Information Communication Technology (ICT), capacity building and disaster management expert of over 25 years’ experience. He is also a researcher, trainer and curricula developer. Dr. Ogony has vast knowledge and experience in ICT, capacity building and disaster management having worked in several multinational organizations such as Welcome (K) Limited, Colgate Palmolive (EA), Kenya Reinsurance Corporation (KenyaRe), Barclays Bank of Kenya Limited (BBK) and Standard Chartered Bank. He has been a visiting lecturer for academic institutions such as Edith Cowan University (ECU), Australia, University of Science and Technology (UST), Yemen, Maastricht University, The Netherlands, University of Istanbul, Turkey and University of Jordan. He has authored several scientific and technology papers. Dr. Ogony has been part of consultancies in major ICT and disaster management assignments in several countries. He has also served as an ICT expert to the Kenyan Parliamentary Joint Select Committee on Matters Relating to Independent Electoral and Boundaries Commission (IEBC). Dr. Ogony is a member of several professional bodies including Senior Council Member of Computer Society of Kenya (CSK), World Information Technology and Services Alliance (WITSA), Certified Information Systems Auditor (CISA), Kenya Education Promotion Council, Kenya Institute of Bankers (KIB), Professional Trainers Association of Kenya (PTAK) and also sits in ICT Standards Technical Committee on biometrics, cards and identification at Kenya Bureau of Standards (KEBS).
 

Dr Piotr Pluta, Director Corporate Affairs - EMEA, Cisco

Piotr has started his career in Cisco twelve years ago by joining the European leadership team in CEE region. Since 2012 he has been leading Cisco Corporate Affairs in Europe, Middle East, Africa and Russia with broad responsibility for Cisco Corporate Social Responsibility Programs in the region. Piotr is a board member of E-Skills Association and Academy Cube gGmbH, the NGO co-founded by Cisco.
Between 2008 and 2012 Piotr has been leading the Public Sector Business Development Practice in Central Europe, Emerging Markets, EMEA and Global Public Sector. In those years the Public Sector department reached a new level of cooperation with Central Government organizations and Government Enterprises. Business Development, Marketing, Government Informatization, E-Society Development, Transformation of Healthcare and Education are main areas of Piotr’s competence and experience. He has lead Cisco’s Sales Organisation and close cooperation with governments of Lithuania, Latvia and Estonia as Cisco General Manager in the Baltic States region in 2005-2008. 
Before Cisco Piotr built his experience in different leadership roles. In Ford Motor Company he was Sales Director of Polish Operations and lead HR in CEE. He spent his first years of career in Coca-Cola and Eli Lilly where he gained international experience. He was in management roles in four different industries – pharmaceuticals, FMCG, automotive and high-tech.
Piotr is a Harvard University Alumni concluding Innovation for Economic Development program, and a Stanford University Alumni - Leading Growth – Executives Education. He graduated as a Medical Doctor in Poland. This background enables him to be trusted advisor to government and enterprise leaders.

Mr Santiago Reyes-Borda, Senior Policy Advisor, Department of Innovation, Science and Economic Development, Canada

Mr Reyes-Borda studied Law, Political Science and International Affairs. He is currently a Senior Policy Advisor on International Telecommunications Policy at the Department of Innovation, Science and Economic Development of Canada (ISED). He is Canada’s Councillor to the ITU and Chairman of the Global Capacity Building Initiative (GCBI). His responsibilities with the Canadian Department of Innovation, Science and Economic Development (ISED) include the ITU Development Sector, Council, World Telecommunications Policy Forum (WTPF) and the World Conference on International Telecommunications (WCIT). He also represents Canada at the Inter-American Telecommunication Commission (CITEL), the Asia-Pacific Telecommunications and Information Working Group (APEC Tel), the International Telecommunications Satellite Organization (ITSO), and the International Mobile Satellite Organization (IMSO). He is the Chairman of CITEL's Working Group on Conference Preparations for the ITU Plenipotentiary Conference.
Prior to joining the International Telecommunications Policy Directorate in 2003, Mr. Reyes-Borda was the Associate Director of the Office of International Partnerships (OIP) at the Information Highway Applications Branch of the Department of Industry of Canada, responsible for the promotion of the "Connecting Canadians" strategy in Latin America and the Caribbean. Mr. Reyes-Borda is co-author of the Agenda for Connectivity in the Americas and Plan of Action of Quito (ACAPAC) and a former member of the Institute for Connectivity in the Americas (ICA).
 

Mr Andrew Rugege, Regional Director for Africa, ITU

Andrew Rugege, a veteran in the Information Technology field is currently the International Telecommunication Union (ITU) Regional Director for Africa, based in Addis Ababa. He is also the ITU Representative to the African Union Commission (AUC) and the UN Economic Commission for Africa (UNECA) both in Ethiopia. He is responsible for collaboration with and technical assistance to ITU Members in Africa and believes that by putting ITU’s resources and expertise at the disposal of its Members, Telecommunications/ICT can become the backbone of Africa’s knowledge-based socio-economic development. Andrew’s broad experience in the Telecommunications/ICT sector spans over private and public sectors as well as Academia.
 

Professor Roberto Rossi, Academic Vice Rector, Universidad Blas Pascal, Argentina

Professor Roberto Rossi was born in Trenque Lauquen, Argentina. He graduated as Electronic Engineer in 1985, and as Master in Electronic Engineer in 1987 at Netherlands University Foundation For International Cooperation (NUFFIC) and the Philips International Institute. He graduated as Master in University Politics and Management at Barcelona University in 2016.  He is currently  Academic Vice-Rector at Blas Pascal University (UBP), where he previously served as Director of the Telecommunication Engineering career. He acts as undergraduate level Professor at UBP and at Cordoba National University (UNC). He is also a Professor at the MBA program of UBP.
Professor Rossi was previously owner and Director of Pincen S.A., a software IT company, Director of APEX S.A. and owner and Director of Siscard S.A., a credit-card transaction company. He also acted as Design Group Leader at Austria Microsysteme, Austria, and as Technical Leader at Philips, in the Netherlands.
He participated on several on-line ITU educational programs through CEAms and on ITU missions in different countries. Professor Rossi holds two international patents and several technical papers.
 

Dr Gilbert Saggia, Country Managing Direcor, Oracle Kenya

In his role as managing director for Oracle Kenya, Dr Saggia is responsible for the office and operations, and is accountable for supporting the achievement of all business and functional objectives within the country.
Multi-disciplined and widely read, Gilbert has spent over 15 years in the ICT Industry in various capacities both in technical and sales leadership. Before joining Oracle in 2013, he was the Regional Manager for Cisco Systems responsible for the East African operation since 2007. Prior to Cisco, Gilbert held various regional management positions at Siemens.
Dr. Saggia holds a degree in Medicine and Surgery from the University of Nairobi, a Masters MBA Certification from Tulane University, USA, and other strategic leadership and business qualifications. He is a member of various regional and international ICT forums, and writes in regional periodicals and books particularly around “ICT in Healthcare”. He recently was listed in the top 40 under 40 Men in Kenya.
 

Mr Mohamadou Arabani Saibou, Director General, Ecole Supérieure des Télécommunications de Dakar (ESMT)

Mohamadou Arabani Saibou is the Director General of ESMT (L’Ecole Supérieure des télécommunications), Dakar, ITU Centre of Excellence.
He is holder of a Diploma in Telecommunication Policy and Regulation (University of the west Indies), a D.E.S.S – Telecommunication Management, Telematics and Audiovisual (University of Paris Dauphine, France), and a Diploma of Senior Telecommunication Management Studies (National Telecommunications Institute, France).
Concurrently to his activities as Director General, he remains an expert and is personally involved in advisory missions on Regulating and Regulation, Telecoms and Teleinformatic networks. As ITU expert, he led a few advisory missions for the ITU (Mali, Burundi, Guinée, Comores, etc.) He contributed to the implementation of regulatory procedures in accordance with ECOWAS guidelines for the harmonization of regional policies. Before joining the ESMT in 1994, Mohamadou worked for the OPT of Niger.
 

Mr Brahima Sanou, Director, Telecommunication Development Bureau, ITU

Photo of Mr Sanou Mr Brahima Sanou has been Director of the ITU Telecommunication Development Bureau (BDT) since 2011. In October 2014 he was elected to a second four-year term. As BDT Director, he has led key initiatives, like for instance the m-Powering Development Initiative, to deliver improved services such as healthcare, education and business over mobile platforms; and the Smart Sustainable Development Model initiative, focused on optimizing resources for sustainable development and disaster management. Mr Sanou draws on over thirty years of experience in the ICT sector at national and international level. As Head of ITU Regional Office for Africa and Liaison Officer to the African Union and the United Nations Economic Commission for Africa (UNECA) from 2000 - 2010, he worked to foster the growth of mobile telecommunications across the continent. From 1997 to 2000, he worked as coordinator of the African regional project on telecommunications reform and the General Agreement on Trade in Services (GATS). He began his professional career in his native Burkina Faso, where he held several high-level positions in the Posts and Telecommunications services. Mr Sanou holds a degree in Engineering from the Ecole Nationale Supérieure des Télécommunications (ENST) in Paris, and a post-graduate diploma from the Centre for Financial, Economic and Banking Studies in Paris.
 

Dr Ismail Shah Syed, Chairman, Pakistan Telecommunications Authority, Pakistan

With an extensive background in technology implementation and telecommunications policy making & regulations, Dr. Syed Ismail Shah is serving as the Chairman of the Pakistan Telecommunication Authority (PTA) since 2013 and also holds the charge of CEO, National ICT R&D Fund Company since January 2016.  Prior to becoming the Chairman of PTA, he served at the highest technical management position in the Pakistan's Ministry of IT & Telecommunications as Member Telecom.
Dr. Shah has led some of the most high profile undertakings in Pakistan's telecommunications industry, including the undertaking of the PTA regarding spectrum auction and subsequent launch of 3G/4G and growth. Dr. Shah is a strong proponent of using ICT to create smarter societies. Combination of his very strong intellectual and technical rigor with his leadership roles, has given him unique and un-paralleled perspective to become a global ambassador for unleashing the power of ICTs. 
 

Mr Gabriel Solomon, Chairman, United Kingdom Telecommunication Academy (UKTA)

Gabriel has more than 25 years international experience of communications led development. He spent the last decade working with the GSMA developing and promoting policies that support sustainable and affordable connectivity solutions. As Vice President, Public Policy at the GSMA, he developed a comprehensive portfolio of policy and regulatory strategies and led advocacy initiatives partnering with key multilateral institutions.Earlier in his career, Gabriel established commercial technology ventures to meet public policy goals in Africa and Asia. His experience spans management consulting, finance and business development for high growth ventures. Gabriel has a MBA from INSEAD.
 

Dr David Souter, Managing Director, ICT Development Associates

David Souter is Managing Director of ict Development Associates, which provides expertise at the interface between ICTs and public policy, particularly development, environment and governance, and on Internet governance.  He has worked extensively for UN agencies and was lead consultant for UN CSTD’s five and ten year reviews of the outcomes of WSIS.  He has worked on many projects for the ITU, including the Final WSIS Targets Review, Measuring the Information Society reports, and the review of Centres of Excellence.  David retires in September as a Senior Visiting Fellow in the Department of Media and Communications at the London School of Economics, and was Visiting Professor in Communications Management at the University of Strathclyde in Scotland from 2001 until 2012.  From 1995 to 2003 he was Chief Executive of the Commonwealth Telecommunications Organisation.
 

Ms Katarina Stensson, Team leader, L:ara

Katarina Stensson is the initiator and team leader at L:ara (laralearning.org), an organization building open source digital learning solutions for children who canno’t access traditional education. With a MSc in Engineering physics, and currently pursuing a PhD in optics and photonics at KTH Royal Institute of Technology in Stockholm, she has a strong interest and understanding of technology and the digital transformation. She has experience from leveraging technology to drive social change initiatives, especially in the education sector, notably as board member at Swedish EdTech non-profit Mattecentrum, reaching 60% of Swedish high school students with its online math tool matteboken.se. Also a driving force in girls education and especially the representation of women in technology, as former project manager for Womengineer and initiator of Introduce a Girl to Engineering day Sweden. 
 

Mr Troy Tanner, Deputy Chief of the International Bureau, Federal Communications Commission (FCC), United States 

Troy F. Tanner is a member of the U.S. Government’s Senior Executive Service, and was appointed Deputy Chief of the Federal Communications Commission’s International Bureau in August 2010. He is responsible for helping shape the Bureau’s policies and strategy in fulfilling the FCC’s international agenda to promote sound ICT and broadcast policies globally, and represents U.S. interests internationally. Prior to this appointment, Mr. Tanner worked from 1999 -2010 at Bingham McCutchen, a major international law firm. He represented many in the ICT field, including communications providers and equipment manufacturers, on licensing and compliance matters before the FCC, state public utilities commissions and foreign regulators.  Prior to joining Bingham, Mr. Tanner was at the FCC from 1991-1999, and served as Chief of the Policy and Facilities Branch in the International Bureau.  Mr. Tanner received a B.A. in International Relations from Brigham Young University and a J.D. from George Washington University.
 

Dr Susan Teltscher, Head, Human Capacity Building Division and Head, a.i., ICT Data and Statistics Division, ITU

Dr Susan Teltscher is Head of the Human Capacity Building Division (since March 2016) and Head, a.i., of the ICT Data and Statistics Division of the International Telecommunication Union’s Telecommunication Development Bureau. In this context, she is responsible for ensuring the delivery of ICT-related capacity building activities and projects, with the objective to enhance knowledge and capabilities in the field of ICT, in particular in developing countries. This includes the direction and coordination of the ITU Academy and of the ITU Centers of Excellence network, working in partnership with Government, industry and academic institutions. She is also responsible for ITU’s work on the collection, harmonization, analysis and dissemination of ICT statistics worldwide, and for the production of analytical reports on global and regional trends in ICT, including the annual ITU Measuring the Information Society Report and the ICT Development Index.
Before joining ITU in July 2008, she was Chief of the ICT Policy and Analysis Unit, ICT and E-Business Branch, of the United Nations Conference on Trade and Development, Geneva. Dr Teltscher received her Ph.D. in Economic Geography in 1992 from the University of Washington (Seattle, United States).

Mr Wikus Van der Merwe, Managing Director, HCBS ICT Learning Academy, South Africa

Wikus has professional experience of more than 30 years in the field of ICT Human Capital Development. Wikus holds a Masters in Human Capital Development and various other Leadership and Technical qualifications.
He has lead the ICT Training Centre for one of South Africa’s largest ICT’s, Telkom SA. A wealth of experience was gained servicing Telkom SA through the various stages of technology and capability transition. Involvement with the Government’s Department of Communication and leading the Joint Initiative for Priority Skills Acquisition project (JIPSA), resulted in more than one thousand unemployed ICT graduates obtaining permanent employment in the private sector in South Africa.  He also participated as part of the South African National workgroup to establish the National e-Skills Institute of South Africa, a special project within the Department of Communications.
His international experience is as a registered consultant for the ITU and the CTO.  He has delivered various papers on Human Capacity Building projects in South Korea, UK, Canada, Botswana, Zambia, to name a few.  He is currently the lead training consultant for a pilot program in Telemedicine for the Minsitry of Health and Childcare in Zimbabwe.
He established a recognized ICT Learning Academy in South Africa, HCBS ICT Learning Academy www.icta.co.za in 2012 and is currently the Managing Director of this organisation. 
 

Mr Cornelius Wafula, Lead Developer, Easyprep

Cornelius Wafula is a software developer at LetiArts, a tech company that helps other companies and individuals actualize their ideas and solutions using web and interactive mobile technologies.
He is currently involved in the implementation of Easyprep as a lead developer. Easyprep is an internet based educational platform which aims at providing an ecosystem where students have access to all their educational needs in a structured format while at the same time being able to connect with friends to socialize. The aim of blending these two aspects is to ensure that students will not have the need to exit the platform to visit other websites in order to have social interactions with friends. Being a tech enthusiast, Cornelius has been a member of the Nairobi’s tech community since 2011 from which he has found great support, formed great networks, and benefitted and contributed in equal measure. He is currently a member of the iHub Community and Nairobi SharePoint User Group.
Cornelius graduated from the University of Nairobi with a Bachelors in Micro-processing and Technology in August 2013, before resolving to pursue software development full time.
 

Mr Francis W. Wangusi, MBS, Director General, Communications Authority of Kenya

Mr. Francis W. Wangusi is the Director-General of the Communications Authority of Kenya (CA).
Prior to his appointment in 2012, Mr. Wangusi had previously served in various capacities at the then Communications Commission of Kenya (CCK). He joined the Authority in 2000 at the level of Assistant Director and rose through the ranks to his current position. He served as the Director in charge of Broadcasting and Special Projects as well as the Director in charge of Licensing, Compliance and Standards (LCS).
Prior to joining the Authority, Mr. Wangusi worked at the defunct Kenya Posts and Telecommunications Corporation (KP&TC). He also served as a Senior Lecturer at the former Kenya College for Communications Technology (KCCT), now Multimedia University College.
Mr. Wangusi holds a Masters degree in Space Sciences with specialization in Satellite Communications from the International Space University, France; a BSc in Telecommunications Engineering from the University of Rome, Italy and a Charted Engineer Part II Certificate from the Institute of Electronics Engineering, UK. He is also a holder of Global Executive Masters Degree in Business Administration (GEMBA) from the United States International University (USIU).
 

Ms Liu Xiaohong, Department Manager of China Telecommunication Technology Labs, China Academy of Information and Communications Technology (CAICT)

Xiaohong Liu has been working at China Telecommunication Technology Labs(CTTL) subjected to China Academy of Information and Communications Technology (CAICT), Ministry of Industry and Information Technology (MIIT). As the Department Manager of CTTL, Liu engages in the research of communication policies, supervision support, standardization development, product testing and certification in the field of ICT including broadband communication. Meanwhile, she is also responsible for organizing activities of ITU Asia-Pacific CoE Training on Conformity and Interoperability. This CoE has carried out a series of trainings to experts from government, vendors, and consulting company in the area of ICT services and applications since 2015.
 

Dr Liu Yan, Director General, State Radio Monitoring Center, MIIT, China

Professor Liu Yan received his B.Eng. from Beijing University of Posts and Telecommunications in Computer and Communication in 1982, M.Eng. and D.Eng. degree in 1992 and 1999 respectively, in Computer Application and Communication and Electronic System from Jilin University of Technology in China.
From December 1999 to June 2000, Professor Liu Yan was with the Changchun Institute of Posts and Telecommunications as Vice-Chancellor and professor. From 2001 to 2008, sequentially, he was promoted to Deputy Director-General of Department of Policy and Regulations and Radio Regulatory Bureau of the Ministry of Industry and Information Technology (MIIT). Since August 2004, he worked as the Director-General of the State Radio Monitoring Center (SRMC) of MIIT.
Professor Liu Yan is a member of the China Institute of Communication and the Chinese Institute of Electronics. He led dozens of national research projects and his work is documented in more than 60 papers and eight books. He was rated as the National Excellent Scientist in China and enjoys State Council Expert for Special Allowance. 
 

Dr Cosmas Zavazava, Chief of Department, Project Support and Knowledge Management, ITU

Photo of Mr Zavazava Cosmas Zavazava works in the Telecommunication Development Bureau of the ITU. Since 2001, Cosmas Zavazava has been passionately designing and implementing ICT projects for both sustainable development and public safety of ITU Member States. He has a track record in high-level negotiations, resource mobilization and publishing. He writes of the use of ICT to address the unique needs of least developed countries, landlocked developing countries, Small Island Developing States, developing countries in general, and disaster risk reduction and management. He is currently working on solutions to mitigate the Ebola disease and epidemics in general through ICT including harvesting big data. He taught MBA classes with a focus on strategic management, management information systems and other related topics. 
He has spoken at many international conferences to include the Fourth United Nations Conference on Least Developed Countries that was held in Istanbul, Turkey in May 2011, the Third United Nations Conference on Small Island Developing States held in Apia, Samoa in August 2014, the Third United Nations Conference on Disaster Risk Reduction held in Sendai, Japan from 14 to 18 March 2015.

Ms Ronda Zelezny Green, Visiting Tutor, Royal Holloway, University of London

Ronda Zelezny-Green, a 2013-2014 US Fulbright Scholar and 2015 Outstanding Young American, is in the final month of a PhD in Information and Communication Technologies for Development in the Geography Department at Royal Holloway, University of London. She has served as an educator for more than a decade on five continents. At Royal Holloway, Ronda instructs courses on the use of mobiles for development for undergraduate and graduate students. Presently, she also works in a capacity building role for the GSMA as the Senior Digital Learning & Training Manager, teaching mobile telecommunications policy in-market and through an eLearning platform. Ronda's trainees include senior policymakers and regulators working for more than 100 governments around the world. Ms Zelezny-Green was educated in and has worked for women’s tertiary education institutions. Girls’ and women’s empowerment through creative, sustainable use of mobile technology is one of her passions.
 

Mr Houlin Zhao, Secretary-General, ITU

Photo of Mr Zhao Houlin Zhao was elected ITU Secretary-General at the 19TH Plenipotentiary Conference in Busan, Korea, in October 2014. He took up his post on 1 January, 2015.
Prior to his election, he served two terms of office as ITU Deputy Secretary-General (2007-2014), as well as two terms as elected Director of ITU's Telecommunication Standardization Bureau (1999-2006).
A graduate of China's Nanjing University of Posts and Telecommunications, with an MSc from the UK's University of Essex, Mr Zhao has spent most of his career working in the international arena. His leadership has been characterized by a tireless commitment to further streamlining ITU's efficiency and enhancing strategic partnership between Member States and Sector Members. He has boosted ITU's level of international cooperation with other international organizations, and is dedicated to harnessing technology to bridge the gap between developing and developed countries.
As Secretary-General, Mr Zhao is committed to further extending ITU's community to include academia from around the world, as well as promoting the greater involvement of small- and medium-sized enterprises in the work of the Union. 
He is married with one son and two grandchildren, and is fluent in three official ITU languages: English, French and Chinese.
