The
Partnership on Measuring ICT for Development is an international,
multi-stakeholder initiative to improve the availability and quality of ICT data
and indicators, particularly in developing countries. Launched in 2004, the
Partnership helps measure the information society by:

Defining a core list of ICT
indicators and methodologies to
collect these indicators;
-
Helping developing countries
collect ICT statistics, particularly through capacity-building and hands-on
training for national statistical offices;

Collecting and disseminating
information society statistics in a number of formats, including a global
report and database.

ITU is an active member of the Partnership on Measuring ICT for Development and
together with UNCTAD and ECLAC, one of the three members of its Steering
Committee.
From the core list of indicators identified by the Partnership on Measuring ICT
for Development, ITU is responsible for collecting the infrastructure and access
indicators (A1-A12) as well as indicators on access to and use of ICTs by
households and individuals (HH1-HH13).
To improve data availability and comparability, ITU works closely with its
member states, particularly the Ministries in charge of telecommunication,
regulatory agencies, and national statistical offices. ITU provides technical
assistance to enhance the capacity of national statistical offices.

UNEP Basel Convention joins the Partnership on
Measuring ICT for Development
NEW
On December 7th, 2011 - the first day of the
ITU's World Telecommunications/ICT Indicators
Meeting in Mauritius, it was announced that the Partnership on
Measuring ICT for Development is expanding with a new member: the
UNEP
Secretariat of the Basel Convention on the Control of Transboundary
Movements of Hazardous Wastes and their Disposals.

One of the key achievements
of the Partnership has been the identification of a core list of indicators.
This list of over 50 indicators, which was agreed upon through a consultation
process involving governments and international organisations, covers basic
infrastructure and access indicators as well as ICTs in households,
enterprises, education and government. The list, which is revised regularly, was
identified to help guide countries in measuring the information society. A
revised and extended core list was endorsed by the UN Statistical Commission
in March 2012. NEW

The Partnership's work is
closely related to the
World Summit on the Information Society
(WSIS), which called upon countries and international organisations to develop
appropriate indicators and produce official statistics to monitor the
Information Society. The
WSIS Tunis Agenda for the Information Society
makes reference to the
Partnership and invites the international community to strengthen the ICT-related
statistical capacity of developing countries, which is also a key objective of
the Partnership.
