If the QoS of web-browsing service drops, ISPs and ICPs hope to be able to immediately find the reasons, fix the faults and improve web-browsing service. To achieve the above aims, this Recommendation specifies parameters for evaluating bottleneck of the web-browsing service. These parameters can be divided into four groups: parameters in the application layer, parameters in the transportation layer, parameters in the network layer and the characteristic parameters. The relationship between these parameters is also introduced in this Recommendation.
