This Recommendation describes a multicast control protocol which constructs multicast tree for data delivery from a sender to multiple receivers over overlay multicast network. This specification describes detailed functions and procedures of the control protocol for applications that require one-to-many data delivery service over fixed and mobile converged network environment.

There was a plan to submit this text to ISO/IEC JTC1 through fast track procedure after approval in ITU-T. However ISO/IEC JTC 1 have later cancelled this project. Consequently prior to 23 May 2012, the posted file incorrectly indicated that this text was produced through a joint activity with ISO and IEC. The file was subsequently replaced on 23 May 2012 to show the correct template for ITU-T Recommendation.
