In ID-based applications and services, it is necessary to minimize the length of the OID encoding. This Recommendation | International Standard provides for the registration of OID arcs which enable identification schemes for ID-based applications and services to be identified with an OID that encodes in two octets. This Recommendation | International Standard specifies the information and justification to be provided when requesting an OID for identification schemes for ID-based applications and services, and the procedures for the operation of the Registration Authority.

As the result of the LC process, the title of this Recommendation was changed to: "Information technology - Open Systems Interconnection - Procedures for the operation of OSI Registration Authorities: Registration of object identifier arcs for applications and services using tag-based identification"
