Prof. Isa Ali Ibrahim (Pantami) is the Minister of Communications and Digital Economy of the Federal Republic of Nigeria. Prior to his appointment as a Minister, he was the Director-General (DG)/Chief Executive Officer (CEO) of the National Information Technology Development Agency (NITDA). He serves as Chairman of several Presidential and Inter-Ministerial Committees. He has received over 150 awards, including the Award of Best Minister on multiple occasions. He lectured at universities for almost two decades and is currently a Professor of Cybersecurity at the Federal University of Technology, Owerri, Imo State. He is a Fellow of the Nigerian and British Computer Societies and is happily married with children.



Through her dedicated 20 years of hard work in the information technology (IT) and e-government sectors, Al Hammadi was distinguished with a high level of knowledge of IT strategies, business models, local culture, latest technical trends, and change in the organizational structure. Al Hammadi graduated from Qatar Leadership Centre (QLC) Program in 2015, and HEC-CTO Program in 2019. She has an MA in Executive Business Administration and a BA in Computer Science from the Arab Academy for Science, Technology and Maritime Transport, and she is currently studying for her PhD on the Impact of the Use of IT in Digital Government (Qatar as a Case). During her career, she held various leadership positions in IT departments across different government agencies, including the Ministry of Labor and the Ministry of Commerce and Industry, and accomplished several strategic projects in the country. Al Hammadi has also been an active board member of Qatar National Broadband Network (Qnbn), in addition to taking part in several high-profile committees, such as the e-Government Steering Committee. She is also a member of other internal ministry-level committees.

His Excellency Engineer Kamal bin Ahmed Mohamed was appointed Minister of Transportation in February 2012 and in December 2014 as Minister of Transportation and Telecommunications. He holds overall responsibility for Bahrain’s transport infrastructure covering policy, regulation and the development and delivery of projects to meet the Kingdom’s future transport needs, as well as the country’s postal services. He is also responsible for implementing policies and developing the telecommunications industry in the Kingdom.
Prior to his appointment as Minister of Transportation and Telecommunications, Kamal bin Ahmed was Minister of Cabinet Affairs from February 2011. He previously spent 8 years at the Economic Development Board leaving his role as Chief Operating Officer to become a Government Minister.

Kamal bin Ahmed holds a Bachelors in Civil Engineering from the University of Bahrain and a Masters Degree in International Project Management from Leeds University.

Mustafa Jabbar is very known to the people of Bangladesh and Bengali speaking people of the world for his milestone works. His Bijoy Bangla Keyboard and Software has become the symbol of success of Software industry of Bangladesh and it has also been the icon of Bangla language in the Digital age. He is the only patent holder in Bangladesh of any ICT related product (Bijoy Keyboard) till now. His works for the transformation of the education system to a digital format is leading the country towards a new era: in a digital education system. Mustafa Jabbar is deeply involved in the advocacy activities for the development of Haor areas of Bangladesh.
Mustafa Jabbar came from a remote village of Bangladesh. He got his higher education (Graduation and Masters) in Bangla Language & Literature from the University of Dhaka. He started his career as a journalist on 16 January 1972. He was a member of Mujib Bahini (Bangladesh Liberation Force) in 1971 and participated in the War Of Liberation of Bangladesh. He was involved in the movement of freedom of press and was actively associated wih the Dhaka Union of Journalists. He was elected as the Organizing Secretary of DUJ.
Mr. Mustafa Jabbar took his oath as the Minister on 7 th January, 2019. He was given the charge of the Ministry of Post, Telecommunication & Information Technology.

As the Land Minister of Bangladesh, Mr. Saifuzzaman Chowdhury, MP is leading the Bangladesh government’s efforts of automating the entire land management system under Prime Minister Sheikh Hasina’s one of the special initiatives ‘Digital Bangladesh’.
Land Management automation not only includes digitization of the resource planning of the oldest continuously functioning public office in Bangladesh, but also includes multifarious reform initiatives in various fields such as law, survey, human resources, and finance. Mr. Saifzzaman Chowdhury is a strong proponent of using blockchain and satellite technology for an array of purposes in cadastre. Field level land offices in Bangladesh dates back to the colonial era to the late 18th century and traces its origin back to the mid-16th century.
Under Mr. Chowdhury’s supervision, the ministry of land is demonstrating excellence in serving the public interest and it is contributing significantly to the improvement of public administration in Bangladesh. The Land Ministry is serving as an inspiration and encouragement for other ministries of Bangladesh working for public service. His vision in land management is citizens would deal with land properties without ever needing to go to land offices. Bangladesh Ministry of Land has won the prestigious UN Public Service Award 2020 and WSIS prize 2022 during his tenure.
Mr. Saifuzzaman Chowdhury was an entrepreneur who worked in the banking, finance and manufacturing sector before joining public service. He is also associated with several social, cultural, and humanitarian organizations.

Né le 05 Octobre 1971, le ministre de la Communication chargé des Postes et des Télécommunications est titulaire d’une maîtrise de biochimie de l’Université Louis Pasteur de Strasbourg, en France.
Marié et père de deux enfants, il intègre dés son retour à Djibouti en 2000 la direction de l’assainissement au ministère de l’Habitat de l’Urbanisme de l’Environnement et de l’Aménagement du Territoire.
En 2002, il est nommé adjoint du chef de service de l’exploitation et de l’entretien à la direction de l’assainissement du MHUEAT.
En 2003, il est nommé chef de service de cette direction.
En 2005 il participera à l’étude du plan stratégique de l’assainissement de la ville de Djibouti avec le bureau d’étude BRLi.
En 2007, il est nommé directeur de l’Assainissement au sein du Ministère de l’Agriculture, de l’Eau, de l’Elevage et des ressources Hydraulique avant de devenir l’année suivante directeur de l’exploitation technique de l’assainissement au sein de l’ONEAD.
Poste qu’il occupera jusqu’à sa nomination en qualité de ministre de la communication chargé des Postes et des Télécommunications.

H.E. Dr. Belete Molla Getahun has been appointed by the House of the Ethiopian Peoples Representatives as member of the Administrative Boundary and Identity Issues Commission, established under Proclamation No 1101-2019. He has been actively participating in the Commission’s sessions and perhaps as Vice Chair of the subcommittee for issues of self-administration.

Monsieur Jean Pierre DOUKAGA KASSA est né le 24 juillet 1968 à Tchibanga au Sud du Gabon.
Il est Inspecteur Central du Trésor, diplômé de l’Ecole du Trésor de Noisiel en France, promotion Marie Curie 1994. Il est titulaire d’une Maîtrise en Finance Privée de l’Institut de Gestion, Université Omar BONGO à Libreville et d’un MBA en Finance de l’Université de Québec à Montréal et a été chargé de cours de gestion financière des collectivités locales à l’Institut de l’Economie des finances à Libreville.
Monsieur Jean Pierre DOUKAGA KASSA a occupé plusieurs fonctions dans son corps de métiers :
-Trésorier de l’Assemblée Nationale
-Directeur de la dette Viagère
-Trésorier Provincial du haut-Ogooué
Enfin, avant son entrée au Gouvernement, Monsieur Jean Pierre DOUKAGA KASSA était député du 1er arrondissement de Tchibanga à l’Assemblée Nationale et Député membre de la Commission des finances au Parlement Panafricain en Afrique du Sud.

The Honorable Warren Kwame Eusi Mc Coy was appointed to a ministerial portfolio in the Cabinet of His Excellency, President Mohammed Irfaan Ali on August 5th, 2020, and to a seat in the 12thParliament of Guyana, following the electoral victory of the Peoples Progressive Party-Civic at the March 2nd General and Regional Elections.
Minister Mc Coy, who holds responsibility for Public Affairs, and who’s functions are embedded within the Office of the Prime Minister, brings to the portfolio a wealth of experience in media, strategic communication management, and executive administration; having accumulated more than two decades of professional industry experience.
Mc Coy started his career in broadcast journalism with the Guyana Broadcasting Corporation in 1993, and later moved on to serve as an Information Officer with the Ministry of Information between 1998 and 2001. He would spend another six years honing public relations skills with the Ministry of Health, before being elevated to the prominent senior role of Communication Coordinator/Press Officer within the Office of the President, where he served with distinction until the change of government in 2015.
During the years prior to the reelection of the People’s Progressive Party-Civic to government in 2020, Mc Coy administered the communication and coordination portfolios in his role as Executive Assistant to the then Leader of the Opposition, former President and now Vice President, His Excellency Bharat Jagdeo.

Mr. Devusinh Chauhan worked as an engineer in Ministry of Broadcasting from 1989-2002. He resigned from the job to work as a social worker and subsequently, joined a political party called Bharatiya Janata Party. In 2007, he got elected in an open election as Member of Legislative Assembly of the State of Gujarat. He again won the same election in the year 2012 for the same Assembly seat.
In year 2014, he got elected as the Member of Parliament from Kheda constituency of Gujarat (India). In 2019, Mr. Devusinh Chauhan was again elected as the Member of Parliament from the same constituency of Gujarat. He took oath as the Union Minister of State in the Ministry of Communications, Government of India on 7th July, 2021. Ministry of Communications comprises Department of Telecommunications and Department of Posts.
Apart from above, Hon’ble Minister of State has been contributing significantly in various Parliamentary Committees. He has worked as Member of Parliamentary Committee of Water Research and Information Technology. He has also worked as Member of Parliamentary Standing Committee for Defence and Consultative Committee of Ministry of Food and Processing Industries.

Since June 2019, B. Mussin is an IT entrepreneur, co-founder of ReKassa, Tastamat and other IT startups.
In March 2020, B.Mussin was appointed Adviser of the President of the Republic of Kazakhstan for digitalization and innovation technologies pursuant to the order of the President.
In July 2020, he was appointed the First Deputy of Minister of Digital Development, Innovations and Aerospace Industry of the Republic of Kazakhstan.
Since September 2020, B.Mussin is Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan.

Mr. Gospel Kazako was appointed as Minister of Information in the Tonse Alliance Government on 8th July 2020 . He is a holder of a Bachelors of Arts Degree in Communication and Cultural Studies from Chancellor College, University of Malawi, a Diploma in Journalism from Malawi Institute of Journalism (MIJ) and numerous certificates in media related studies. Hon Kazako is a media practitioner with 30 years of experience. He is the founder and owner of Zodiak Media Holdings. Zodiak Radio, Zodiak TV, Zodiak Online among others.

Tan Sri Annuar Musa is the current Minister of Communications and Multimedia Malaysia and member of Parliament for Ketereh constituency. Previously he served as the Minister of Federal Territories Malaysia.
Annuar holds a Master’s degree in Construction Management from the University of London as well as Bachelor of Urban and Regional Planning from the University of Technology Malaysia (UTM).
Known for his extensive experience in politics and government administration, Annuar has in the past served as the Minister of Rural Development Malaysia, Minister of Youth and Sports Malaysia, Chairman of MARA Education Council, Chairman of Federal Agriculture Marketing Authority (FAMA), Chairman of Barisan Nasional Negeri Kelantan and Member of the UMNO Supreme Council.
Born in 1956 at Bukit Marak, Kelantan, Annuar studied at Sekolah Tuanku Abdul Rahman (STAR) and Royal Military College (RMC). He is married to Rosniah Abdul Rahman and is blessed with 4 children.

Honourable Deepak Balgobin is an elected member of the constituency No. 9 (Flacq/Bon Accueil) following the general elections held on the 7th November 2019. He is currently the Minister of Information Technology, Communication and Innovation.
Hon. Deepak Balgobin holds an MBA from Anglia Ruskin University, UK, a BSc (Hons) Tourism and Hospitality Management at the University of Technology, Mauritius and a Diploma in Hotel Management at Shatec, Singapore.
Prior to being Minister of ICT, he held key positions in different organisations in the public as well as the private sector including chairman of the Mauritius Housing Company (MHC), director of the National Productivity and Competitiveness Council (NPCC) and a fruitful career in Tourism and Hospitality Management as director of Human Resources both locally and abroad.
As a young Member of Parliament, Deepak Balgobin is also a strong advocate for community awareness. Born in Mare la Chaux, he dedicates most of his time in his constituency, while being active in social and cultural activities, and he is committed to work for a better Mauritius.
The Minister is also a sports fan, in particular football. He speaks fluently Kreol Morisien, English, French, Hindi and Bhojpuri.

In August 2002 he was elected Member of the Central Committee of SWAPO Party, the ruling parry of Namibia, He was re-elected in 2007, 2012 and 2017.
Honourable Dr Mushelenga was elected to the Namibian National Assembly during the 2004 general elections, and re-elected 2009 and 2014 general elections.
He was appointed Deputy Minister of Foreign Affairs, by His Excellency President Hifikepunye Pohamba, on 21 March 2010.
He was appointed Deputy Minister of International Relations and Cooperation by His Excellency President Dr Hage Geingob, on 21 March 2015
Honourable Dr Mushelenga was appointed Minister of Urban and Rural Development by His Excellency President Dr Hage Geingob, on 08 February 2019.

Admirim Aliti, MSc, assumes the position Minister of Information Society and Administration on 15th January 2022.
Admirim Aliti, MSc, was born on 23.01.1984 in Kumanovo, where he has completed primary and secondary education.
In the academic year 2001/2002, he enrolled at the Faculty of Contemporary Sciences and Technologies at the South East European University - Tetovo, where he graduated in 2006.
During his studies in 2005, he was a student at the Winter University "High-Tech in Winter and Snow" at the Technical University of Munich (TUM), Germany, and a year prior to this, he has participated in the European Youth Peace Summit, where he was certified for "Youth peace worker”, Sarajevo, Bosnia and Herzegovina.
He finished his post-graduate studies in 2011 at the Department of Informatics at the Linnaeus University, Sweden, and was awarded the academic title – Master of Science in Information Systems (MSIS).
Since 2021 he is a PhD student at the South East European University - Tetovo in the E-technologies program.
As a proven professional in his field, over the years, Admirim Aliti, MSc, has built his professional career and education on numerous positions and experiences in the public and private sector in the field of information technologies and electronic communications.
He demonstrated his managerial skills while successfully managing the Public Enterprise "National Broadcasting of North Macedonia" as General Manager in the period December 2018 - October 2020, which resulted in increased efficiency in its operation. During this period, Admirim Aliti, MSc, represented the company with internal and external parties working in the field of Broadcasting.
During the five-year period (December 2011 - September 2016) he was the founder and director of the Software Development Company, ANT Solution - Skopje.
Since October 2016, Admirim Aliti, MSc, is an assistant lecturer for set of subjects at the Department of Informatics at Mother Teresa University - Skopje.
He began his experience as a Lecturer for a set of computer science courses in 2011 as an Assistant at the Department of Informatics – Dispersed studies in Kumanovo, at the University of Tetova.

Mousa Abu Zaid was born in 1962. He had BA and MA in Political Economy from Bulgaria. Also, he participated in Leadership towards Future Training with Harvard Kennedy School in 2014.
H.E. Abu Zaid is the Chairman of the General Personnel Council in the state of Palestinian since 2011 till today and he is the Head of Board of the Palestinian National School of Administration. Indeed, he was Acting Minister of Youth and Sport from 2006-2011.
Currently, H.E. is member of the High National Reform Committee that been formed in 2022 by the President, also he is the Chairman of the supreme committee for job planning for the civil servants in the state of Palestine from 2014, and Head of the National Team to join Open Government Partnership (OGP) from 2015.
H.E. Abu Zaid has long experience in development of the public administration in Palestine, and member in several public administration networks at the national, regional and international level. H.E. Abu Zaid encourages and support women, youth and marginalized groups.
He is married and has three daughters. He speaks Arabic, English and Bulgarian.

His Excellency, Honourable Toelupe Poumulinuku Onesemo was elected a Member of Parliament in April 2021 from the Territorial Constituency of Falealili #1, and subsequently appointed as the Minister of Communications and Information Technology.
Hon. Toelupe’s Ministerial portfolio includes the Ministry of Communications and Information Technology, Office of the Regulator, Office of the Clerk of the Legislative Assembly and the Samoa Post Office Limited.
He is also the co-chair of the Samoa National Digital ID Steering Committee (NIDSC), and the Digital Transformation Council (DTC). Hon. Toelupe is the Administrator of the Communications Sector Legislative Acts, namely the Telecommunications Act; Postal Services Act; and the Broadcasting Act, which gives directions to the development and future works of Digital, Postal, and Telecommunication elements of the country.
As Minister of Communications and Information Technology, Hon. Toelupe is committed to making access to the benefits of Samoa’s ICT development successes, inclusive to all citizens of Samoa. He is passionate about the integral role the ICT Sector plays, through the development and implementation of Samoa’s National plans and strategies, in the successful realization of all its development goals.

Dr. Janil Puthucheary concurrently holds the appointment of Senior Minister of State in the Ministry of Communications and Information, and the Ministry of Health. He previously held appointments as Senior Minister of State in the Ministry of Education (2017 – 2018) and the Ministry of Transport (2018 – 2020).
He is also the Chairman of OnePeople.sg, Chair of Young PAP, and Whip.
Dr. Janil Puthucheary became a Member of Parliament (MP) in 2011.
Prior to politics, he was a Senior Consultant Paediatric Intensivist and Department Head for Paediatric Specialties in the KK Women’s and Children’s Hospital, and was also an Associate Professor at Duke-NUS Graduate Medical School.
H.E. Mr. Albert Jubithana is responsible for the development and execution of strategic policies for Transport, Communication and Tourism in order to facilitate, regulate and develop sectors. He is an experienced strategic and operations professional with knowledge about project development, hospitality - and insurance industry and entrepreneurship. An effective leader and communicator who excels in coaching, financial analyses and interpretation, motivating colleagues, change management and customer relations toward accomplishment of collaborative goals. Also, a dedicated professional with a master’s education focused on management accounting.

Mr. Iyad Al Khatib is currently holding the position of the minister of communication and technology in Syrian Arab Republic.
Before his position as the minister of communication and technology, He held several management positions, like the chief executive officer of Syrian Telecom, and the director of the technical administration.
Mr. Al Khatib has B.Sc. in Electronics and Communication Engineering, from Damascus University and MBA. In E-Business Administration, from the Arab Academy for E-Business and Technology.

Dr. Stelios Himonas is the Permanent Secretary of the Deputy Ministry of Research, Innovation and Digital Policy.
He previously served as Permanent Secretary of the Ministry of Justice and Public Order, as well as Director of the Department of Electronic Communications and Director of Telecommunications at the Ministry of Communications and Works.
From 2012 onwards, he has been appointed from the Council of Ministers as Digital Champion of the Republic of Cyprus, while having previously served as member of the Board of Directors of the Research and Innovation Foundation (then called Research Promotion Foundation), and the Cyprus Telecommunications Authority (Cyta).
At European level, he served as Vice-Chairman of the Electronic Communications Committee (ECC) of the European Conference of Postal and Telecommunications Administrations (CEPT), as well as Chairman of the Regulatory Affairs Working Group (WGRA) of the CEPT/ECC.
He is a holder of Bachelor of Engineering, Master of Science and PhD in Electrical Engineering from the State University of New York in Stony Brook. From 1989 until 1997, he was an Associate Professor at the Department of Electrical Engineering at the New York Institute of Technology, USA, having also served as a Professor of Engineering and Informatics of Intercollege, Cyprus. From 1994 until 1997, he was collaborating with the Multimedia Communications Research Group of Bellcore’s Applied Research Division in Morristown, New Jersey, USA. Dr. Himonas has published numerous research papers in scientific journals and conference proceedings in the fields of detection and multimedia communications.
Secretary of State for Technological Innovation of the Public Sector of the Chief of Cabinet of Minister's Office from Argentina.
She has a degree in Communication Sciences from the University of Buenos Aires (UBA), with a postgraduate degree in Design and Evaluation of Public Policies (Pompeu Fabra University). She is also a researcher and teacher.
She coordinated the postgraduate courses “ICT: Internet, policies and society'' (National University of Tres de Febrero) and "Digital platforms and interconnected society" (National University of Avellaneda). She also directed the Workshop on Digital and Political Communication Strategies of the Master's Degree in Political and Institutional Communication of the Ortega y Gasset University Research Institute (Complutense University of Madrid).
In addition, she was in charge of the project on digital signature and digital management of judicial files in the Secretariat of Innovation of the Council of the Magistracy of the City of Buenos Aires, where she also directed the training team of the General Directorate of Informatics and Technology.
In the private sector, she was in charge of the Communication and Development area of the i-ciudad Public Policy Institute and the Intercargo handling company.

Maître en Sciences et Techniques de la Communication, Anicet Niyonkuru a évolué dans le secteur de la Communication depuis les années 2000, d’abord en Côte d’Ivoire, puis en Allemagne pendant dix-neuf ans avant de s’installer au Burundi où il travaille actuellement comme le Vice-Ministre au Ministère de la Communication, des Technologies de l’information et des Médias.
En tant que Vice-Ministre (ou Secrétaire Permanent du Ministre : appellation consacrée au Sein de la Communauté Est-Africaine dont le Burundi est Membre), Monsieur Anicet NIYONKURU est :
- Coordinateur de toutes les activités du Ministère dont les Télécoms, les communications classiques et digitales, les médias et les postes du Burundi.
- Coordinateur et planificateur des politiques et des stratégies TIC au Burundi
- Anicet Niyonkuru coordonne deux projets appuyés par l’UIT au Burundi en l’occurrence : 1) le projet visant à doter le Burundi de la politique de la gestion des Déchets d’Equipements Electriques et Electroniques (Burundi E-waste Policy Management) au Burundi ; 2) le projet visant à « Améliorer l'écosystème numérique et les compétences numériques pour l'autonomisation économique des femmes

Monsieur Anicet NIYONKURU coordonne la mise à jour et l’adoption de la Stratégie nationale « BURUNDI LARGE BANDE » qui a été appuyé techniquement et financièrement par l’UIT
A ce jour, Monsieur Anicet NIYONKURU pilote le « Projet d’Appui aux Fondements de l’Economie Numérique au Burundi –PAFEN- » sous l’appui technique et financier de la Banque Mondiale.
Monsieur Anicet NIYONKURU parle couramment le Français, l’allemand et le Kirundi, comprend et parle l’anglais et le swahili.

Mr. Makara Khov graduated Engineer Degree in Electrical Engineering from the Institute of Technology of Cambodia (ITC), Master and Ph.D Degree in Automation and Decisional Computing from the Institut National Polytechnique de Toulouse (INPT). Dr. Athanasios Staveris-Polykalas, completed his Bachelor Degree in Physics from University Of Athens and Masters in Applied Physics and Mathematics from NTUA. He completed his PhD in High Energy Physics.

From July 2019 since November 2020 he worked as Technology Advisor to the Minister of Digital Governance Hellenic Republic. Since November 2020, he holds the position of Secretary General of Telecoms and Posts, under the Ministry of Digital Governance – Hellenic Republic.

Yuji Sasaki is a senior government official of Japan with more than 30 years professional career experience in ICT policy. He was appointed as the Vice-Minister for Policy Coordination of the Ministry of Internal Affairs and Communications (MIC) with full responsibility in international affairs in July 2021. Prior to his current position, he worked in several senior positions in the Government of Japan, including Director-General of the Postal Services Policy Department, Director-General of the KANSAI Regional Bureau of Telecommunications, Director for the General Affairs Division of Telecommunications Bureau and Director for the International Policy Division of Global Strategy Bureau. He has rich experience in coordinating cross-governmental policy issues as a Counsellor of the Cabinet Secretariat. He graduated from the University of Tokyo in 1987.

Eglė Markevičiūtė is Vice-Minister of the Economy and Innovation since December 2020 overseeing such areas of activities as the state information resources, the development of information society, metrology, standardisation, the technology, innovation and space policy, the cooperation of business and science, and industrial development.
Before joining the Ministry of the Economy and Innovation, she was engaged in individual activities as a lobbyist, was a Policy and Public Relations Consultant, worked as Chief Official of the Economics and Investment at the Vilnius City Municipality Administration, was a Project Manager at the Lithuanian Free Market institute.

Ms. Bolor-Erdene is the first State Secretary of the newly established Ministry of Mongolian Government, responsible for ICT policy development and implementation. She has been working on efforts to implement widespread digital governance in Mongolia, as part of the E-Mongolia project.
Economist by education, Mr. Baikuntha Aryal has been serving for the Government of Nepal since January 1990. Since August 2021, he is serving as a Secretary at the Ministry of Communication and Information Technology. Prior to this he had served as the Secretary of Office of the Prime Minister and Council of Ministers, Ministry of Commerce and Supplies and Secretary of National Natural Resources and Fiscal Commission. In the Commerce and Supplies Secretary, he was instrumental in managing the supply system during the strict lockdown caused by COVID-19 pandemic. In his 18 months tenure in the Ministry, he initiated to rewrite the existing Transit Treaty between Nepal and India, facilitated export of Nepali products to the international markets, led development of trade infrastructure as well as led the bilateral trade negotiations with India, Bangladesh, Bhutan and the United States.
Working in the Commission for nearly 20 months, he led the entire process of devising formula for fiscal transfers to province and local levels. Further he played a lead role to assist the Commission to devise the formula for distribution of royalties from natural resources to the province and local level.
After becoming the Joint Secretary in September 2009, he was deputed at the Ministry of Home Affairs for few weeks and then transferred to Office of the Prime Minister and Council of Ministers. While working in the Prime Minister's Office for nearly 20 months, he was instrumental to digitizing the official communication and document management. He was then transferred to Ministry of Finance, where he worked for six and half years with the responsibility of Economic Affairs and Policy Analysis Division, Economic Policy Analysis Division, Budget and Program Division and International Economic Cooperation Coordination Division. He was involved in various system reforms in the Ministry of Finance including introducing Line Ministry Budgetary Information System, Document Management System and Data Management for Public Expenditure Review.
As an Under Secretary, he served at the National Planning Commission for ten years from July 1999 to September 2009. He was heavily involved in Economic Analysis and responsible for sectors as Industry, Commerce, Supplies, Tourism and Water Resources among others. Prior to this, he was Section Officer in the various offices under Postal Services Department.
Mr. Aryal has completed his PhD studies from Norwegian University of Life Sciences and Masters of Economics and Masters of Public Administration from Tribhuvan University and Masters of Development and Resource Economics from Agricultural University of Norway.
In addition to his official responsibility, he has keen interests in the area of macroeconomics and resource economics.

Mr. Amir Azeem Bajwa is a telecom professional with experience of over 36 years in ICT development, spectrum management, digital inclusion, policy-making, and regulatory modernization. Mr. Bajwa holds BE (Telecom), MSc Electronics and Systems Engineering, MSc Security, and Strategic Studies degrees. He has served at key leadership positions in the Pakistan Army dealing with ICTs strategy and digital transformation. He is currently serving as Chairman, Pakistan Telecommunication Authority (PTA) since 22nd January 2019. In addition to PTA, he is also a board member of the Pakistan Electronic Media Regulatory Authority (PEMRA), Frequency Allocation Board (FAB), Universal Service Fund Company (USFco), and IGNITE (National Technology Fund).
During his career, Mr. Bajwa held various strategic and leadership positions spearheading the design, deployment, and management of ICT and digital connectivity projects.
In recognition of his outstanding services for the country, Mr. Bajwa has been conferred with ‘Hilal-e-Imtiaz Military”.

Leading expert in corporate finance and fund management. Having previously worked in consulting, in 2016 she became an advisor to the Minister of Economic Development. Responsible for management of the State's innovative projects portfolio, she spearheaded the
MinFinTech programme as well as digital initiatives in the fields such as education or finance. In 2017 appointed an Advisor to the Prime Minister on Innovation Policy and Finance. Since the GovTech Polska Programme’s establishment in April 2018, she is serving as Head of the GovTech Polska Programme - Poland's largest initiative aimed at bringing and implementing the innovation and digital revolution to the Public Sector. She was appointed the
Prime Minister’s High Representative for Government Technology in March 2020 and currently serving as Head of the GovTech Centre in the Chancellery of the Prime Minister. For her actions, she has received multiple awards, including Forbes 30 under 30, Digital Shape, the Digital Eagle award and the Innovation Eagle award.

Bogdan Dumea, State Secretary at the Ministry of Research, Innovation and Digitalization, former IT entrepreneur, who chose to promote future technologies in Romania. He is 36 years old and has a long experience in the IT&C area.
By profession, developer and integrator of IT, software and hardware solutions, Bogdan Dumea has extensive experience in the development, administration and cloud hosting of software solutions, database design and data modeling, as well as in the integration of artificial intelligence (machine learning) in operational processes for forecasting and automating transactions.
He has a degree in management and a dissertation in strategic management of the company. He is a connoisseur of the Romanian business environment, both as part of it and as a representative of public institutions.”

Mohlopi Phillemon “Philly” Mapulane was appointed by the President of the Republic of South Africa, His Excellency President Cyril Ramaphosa, on the 05th of August 2021 as the Deputy Minister of Communications and Digital Technologies.
In June 2012 he was sworn in as the Deputy Speaker of the North West Provincial Legislature. He occupied this position until the general elections in May 2014 when he was elected as a member of the National Assembly in the Parliament of the Republic of South Africa.
He was deployed by the ANC in Parliament in May 2016 to become the Chairperson of the Portfolio Committee on Environmental Affairs in the Fifth Parliament.
After the election of the Sixth Parliament which took place on the 08 May 2019, Cde Philly was deployed as the Chairperson of the Portfolio Committee on Higher Education, Science and Technology. He served in this position for two (2) years until he was appointed as the Deputy Minister of Communications and Digital Technologies by His Excellency President Cyril Ramaphosa on the 05 August 2021.
