The ICTs and Older Persons special track addresses the role and use of information and communication technologies in several areas, including healthy ageing through remote care and artificial intelligence, age-friendly environments, digital skills for older adults, digital financing and protection of older persons online.

In support of the United Nations Decade of Healthy Ageing (2021-2030), this special track highlights the benefits of information and communication technologies (ICTs) as powerful enablers to ensure that older people can live a fuller life with dignity and equality – and in a healthy environment. 

This opening session will discuss stakeholders' contributions towards healthy ageing and strengthen collaborations to the creation of age-friendly digital environments for all.


Mr. Malcolm Johnson
Mr. Malcolm Johnson Deputy Secretary-General International Telecommunication Union (ITU)

Malcolm Johnson is a seasoned information and communication technology (ICT) executive who has served in senior management positions at the International Telecommunication Union (ITU) since 2007. Prior to his election as Deputy Secretary-General, he was Director of ITU’s Telecommunication Standardization Bureau. 

Earlier, he served as International Coordinator at the United Kingdom’s Office of Communications (Ofcom), with chief responsibility for UK engagement with ITU and international regulators. As Director of the UK Radiocommunications Agency until 2003, he also acted as the European Coordinator for several World Radiocommunication Conferences.

Cynthia Stuen, PhD
Dr. Cynthia Stuen, PhD Chair; UN Main Representative NGO Committee on Ageing/NY; International Federation on Ageing

Cynthia Stuen is the Main Representative to the United Nations on behalf of the International Federation on Ageing and is Chair of the NGO Committee on Ageing/NY.  Dr. Stuen is active in advocacy for the protection of the human rights of older persons and monitoring of inclusion of older persons in the UN’s Agenda 2030 and support of the UN Decade of Healthy Ageing.

Serving in various capacities at Lighthouse International during her 24 year tenure.  She was Director of its National Center for Vision and Aging developing public and professional education on age-related vision and  hearing  loss for older persons. Her last position was as Senior Vice President, Chief Professional Affairs Officer that involved advocating for policies to support older sensory impaired persons at the national, state and local level while also maintaining involvement and education in international environments to preserve sight and prevent excess disability resulting from vision and other sensory impairments.   

Her numerous publications, presentations and research endeavors cover topics of age-related sensory loss, evidence-based electronic records, access to environments for older adults with impaired vision and contributions older persons make to society.

Dr. Stuen is a past Chair of the American Society on Aging (ASA) She is a Fellow of the Gerontological Society of America and also the NY Academy of Medicine.  Her entire professional career has been in the field of aging.

Dr. Stuen received her Bachelor’s Degree from Valparaiso University, her Master’s Degree from the University of Chicago and her doctorate from Columbia University School of Social Work.  


Michael W. Hodin, Ph.D.
Michael W. Hodin, Ph.D. CEO Global Coalition on Aging (GCOA)

Michael W. Hodin, Ph.D. is CEO of the Global Coalition on Aging, Managing Partner at High Lantern Group, and a Fellow at Oxford University’s Harris Manchester College. He has spoken internationally on the topic of aging, including at G20, APEC, Davos, and the World Knowledge Forum (WKF). He is also a blogger on Medium.

From 1976-80, Mike was Legislative Assistant to Senator Daniel Patrick Moynihan. During this period he was also a Visiting Scholar at Brookings Institution, on U.S. Foreign Economic Policy. He was a senior executive at Pfizer, Inc. for 30 years, where he created and then led its International Public Affairs and Public Policy operations and served on Management Boards for a number of its businesses.

Mike is a Member of the Council on Foreign Relations, and from 2010-2013, was Adjunct Senior Fellow with a focus on population aging. Mike was also the recipient of the 2012 Fred D. Thompson Award from the American Federation for Aging Research. He sits on the Boards of the Foreign Policy Association, Business Council for International Understanding, American Skin Association, American Federation for Aging Research and Emigrant Savings Bank. Mike was a member of the World Economic Forum’s Global Agenda Council on Ageing. And he sits on the Advisory Board for the Milken Institute Center for the Future of Aging.

Mike holds a BA, cum laude, Cornell University, M.Sc.in International Relations from The London School of Economics and Political Science, and M.Phil and Ph.D. in Political Science from Columbia University.

Thomas Kamber
Thomas Kamber Founder and Executive Director Older Adults Technology Services (OATS)

Tom Kamber is the founder and executive director of Older Adults Technology Services (OATS) and Senior Planet. He is a leading expert on aging and technology and is regularly featured in national media. Under his leadership, OATS and Senior Planet have developed award-winning programs for older adults across America and are now charitable affiliates of AARP. Tom has taught courses on technology, urban studies, and philanthropy at Columbia University, is widely published in professional and academic journals, and has presented his work on five continents. He is also a co-founder of the Afro-Latin Jazz Alliance (which has won multiple Grammy awards) and serves on several nonprofit boards of directors and public commissions.

Prof Raymond Saner
Prof Raymond Saner Titular Professor, International Management & Organisation; Director, Diplomacy Dialogue Centre for Socio-Eco-Nomic Development (Switzerland)

Prof Saner is a member of the UN HLPF Stakeholder Group on Ageing and the NGO Committee on Ageing in Geneva.  He initiated the first workshop on ICT and Ageing during the 2019 WSIS and continues to work for the economic rights of the older persons.  Currently, he participates in the ISO Technical Committee 314 on Ageing Societies to prepare a new ISO Standard on Age Inclusive Workforce.  Prof Saner is a prolific writer and researcher covering human rights, the responsible business conducts, organisational theory, behaviour science, psychology, negotiations, SDGs and arts.  He served in the PPP Bureau of CICPPP UNECE from 2017-2021 and contributed to the development of the UNECE People-First Public-Private Partnership Standard and promoted the participation of older persons in major infrastructure investment projects.

Miri Yaacobi Horowitz
Miri Yaacobi Horowitz Director - Collective Impact Initiative, Quality of Life and Loneliness of the elderly population Sheatufim, Civil Society Organization, Israel

Miri’s expertise lies in leading cross-sectoral processes and research development agendas for over a decade. Before establishing Sheatufim's Collective Impact initiative, she managed the division of Public Participation Processes within the government ministries and led many cross-sectoral & participatory processes, and served as the head of research development. 

From 2006 to 2011, she served as co-editor of the Journal of 'Civil Society and the Third Sector in Israel', and worked as a researcher at the Israel Center for Third Sector Research at Ben-Gurion University of the Negev. 

As of 2021 Miri is a member of the Advising Committee for Elderly Citizens of the Minister for Social Equality. She holds a B.Ed. from Beit Berl Academic College and an M.A. with honors in Public Policy and Administration from Ben-Gurion University of the Negev.
