on low-cost mobile devices even in challenging network environments. We will also develop a
companion mobile app to provide a more integrated, convenient, and user-centric experience. 4.6: Finance
To bring this to life, we plan to collaborate with international development agencies for funding,
while strengthening local and regional knowledge sharing with other mobile service providers
and fintech innovators. This collaborative approach will enable us to leverage best practices
and implement cutting-edge solutions tailored to the unique needs of our users. Lastly, we
will partner with innovative FinTech startups to keep our platform at the forefront of financial
technology ensuring we remain adaptable, forward-thinking, and directly aligned with the
growing financial empowerment of our communities.
3 Use Case Requirements
REQ-01: It is critical that secure and privacy-preserving data aggregation and anonymization
protocols are implemented in partnership with telecom providers. These protocols must
protect user identity while enabling reliable credit risk analysis.
REQ-02: It is expected that robust AI and machine learning models for credit scoring and fraud
detection are developed and fine-tuned to reflect local behavioral and transactional patterns
in Zambia. This ensures that creditworthiness is assessed fairly and fraud risks are accurately
detected.
REQ-03: It is critical that the AI services are seamlessly integrated into existing Zamtel mobile
money platforms, including USSD and SMS channels. This allows for broad accessibility,
especially for users with limited digital literacy or smartphone access.
REQ-04: It is of added value that localized natural language processing (NLP) modules are
developed to support financial literacy and user interaction in major Zambian languages such as
Bemba, Nyanja, and Lozi. This promotes inclusivity and effective communication with end users.
REQ-05: It is expected that biometric and multi-factor authentication mechanisms are
incorporated to ensure secure and user-friendly access to the platform, reducing the risk of
unauthorized access and identity theft.
REQ-06: It is critical that all system components and data practices comply fully with Zambia’s
Data Protection Act (2021) and regulations established by the Zambia Information and
Communications Technology Authority (ZICTA, 2023).
REQ-07: It is critical that the infrastructure supporting the solution is scalable and low-latency,
leveraging edge AI capabilities where applicable. This ensures real-time responsiveness and
supports national-scale deployment.
REQ-08: It is expected that there is a continuous mechanism for performance monitoring and
impact evaluation, particularly in terms of financial inclusion metrics and the incidence of fraud.
This supports ongoing improvement and accountability.
