                  10�3  Policy Paper: Building trust in multimedia authenticity through
                         international standards

                  The Policy paper is primarily aimed at policymakers and regulators. It seeks to demystify
                  the complexities of regulating the creation, use, and dissemination of synthetic multimedia
                  content through prevention, detection, and response, and to present these issues in a clear and
                  accessible manner for audiences with varying levels of expertise and technical understanding.

                  According to the paper, misinformation and disinformation are being used asalmost
                  interchangeable terms, but actually differ considerably, especially when it comes to their motives
                  and application. Often overlooked in discussions is "malinformation." Malinformation, in the
                  context of fake news for example, can be especially dangerous when used in conjunction with
