Abstract :	This document presents the proposed draft ITU strategic plan for 2028-2031, prepared by the Secretariat on the basis of the current text of Annex 1 to Resolution 71 (Rev. Bucharest, 2022) and takes into consideration modifications arising from the discussions and contributions received by the Council Working Group for strategic and financial plans 2028-2031 since its creation under Council Resolution 1428. Information documents have been developed to explain and support the proposed changes relating to targets, outcomes and risks, as well as the link between the strategic and financial plans.
