The contribution is proposes improvement on measure proposed in Document CWG-FHR-22/2 to ensure free entitlement is applied to complete satellite network or system, and excludes filings or modifications that do not, on their own, constitute a complete network and may not be applied to multiple filings supporting the same global or regional commercial satellite system across different notifying administrations
