Council 2023 concluded that remote participation is an invaluable tool for Member States and instructed the Secretary-General to prepare a roadmap for the harmonization and the development of facilities and capabilities to organize and conduct fully virtual meetings and physical meetings with remote participation by electronic means for the meetings of the Union, for submission to the 2024 session of the Council. The 16th and 17th meetings of the Council Working Group on Financial and Human Resources (CWG-FHR) discussed the benefits of remote participation in increasing inclusivity, diversity and engagement in the work of the Union whilst reducing costs of Member State participation. It was agreed that clear guidelines on the status and rights of remote participants, including meeting chairs, should be coordinated for all meeting and conference types across the bureaux and General Secretariat. This document provides a report on the status and role of participants in physical meetings with remote participation and in fully virtual meetings at ITU.
