Abstract :

This informational document presents the ongoing Libyan experience in integrating numbering policies with licensing frameworks to enhance regulatory oversight and promote digital inclusion. It describes the National Numbering Plan, currently under development to accommodate M2M/IoT numbering ranges in alignment with ITU-T Recommendations E.164 and E.192, within the broader efforts to support the sustainable deployment of smart cities and communities (Question 1/2). The document also reviews the role of the Regulatory Sandbox initiative in exploring licensing approaches for smart services, as well as the ongoing efforts towards IPv6 adoption and the initial deployment of 5G infrastructure.
