Abstract :

Focusing on the actual demand for emergency communications support during extreme natural disasters, coupled with real-world problems encountered by emergency communications teams, this article explored the role of the initiative of "promoting innovation in emergency communications equipment through an open competition mechanism" in enhancing industrial technologies and equipment. It also shared successful experience in demand-driven technological innovation, cross-departmental collaboration to expand project influence, and supporting policies to guide breakthroughs in equipment. Through this initiative, China explored the positive role of the open competition mechanism in improving emergency communications technologies and equipment.
