Abstract :

This paper presents an emergency communication system based on large ground-tethered airships, capable of operating at low altitudes of 500-1000 m. The system supports the integration of multiple types of communication base stations, enabling public communication services, cluster communication, and ad hoc networking. It can rapidly provide emergency communication capabilities in extreme scenarios such as earthquakes, typhoons, and floods that cause widespread outages of communication networks, transportation infrastructure, and power supply. Furthermore, the system is applicable to communication service provision in remote mountainous areas, deserts, wilderness regions, and maritime environments.
