The UMC Project

To accelerate progress towards universal and meaningful connectivity, ITU and the European Commission (EC) joined forces in the context of a €3-million project “Promoting and Measuring Universal and Meaningful Digital Connectivity, “funded by the European Union. The project officially started in May 2023 and is expected to run until 2027.

Intended impact: Universal and meaningful connectivity narrative is mainstreamed, and significant progress towards 2030 UMC targets achieved globally.

∙ Awareness of UMC is increased by presentations about the concept and its statistical measurement before diverse audiences, including ICT policymakers, diplomatic representatives, official statisticians, as well as the civil society.

∙ ITU supports high-level forums such as G20, Internet Governance Forum, BRICS, etc. acting as knowledge partner, providing technical expertise and data on progress towards UMC and advocating for stronger statistical systems on ICT.

∙ Statistical capacity is enhanced through workshops, online courses, manuals on different domains of ICT statistics (measuring access and use of ICT, digital skills, ICT service prices, etc.)

∙ UMC data dissemination is improved through new digital tools integrated in the ITU DataHub.

∙ New pathways to UMC are identified, shared, and promoted globally, including through empirical research, case studies, etc. The Global Connectivity Report aims at presenting examples of policies aligned with the principle of UMC as well as the statistical challenges for monitoring the progress.
