The 2024 Policy Network on Meaningful Access Output Report of the Internet Governance Forum (IGF), presented at the end of January 2025, underscores the importance of Universal and Meaningful Connectivity (UMC) as a key goal for digital inclusion.

ITU’s collaboration with the European Commission, through the project “Promoting and Measuring UMC”, promotes a holistic approach to digital strategies beyond infrastructure, stressing the importance of affordability, accessibility, and quality.

The project, highlighted in the PNMA report, has increased global advocacy, developed measurement frameworks, and enhanced data collection methods, supported by ITU’s data expertise. It includes guidelines for UMC metrics, online courses on UMC indicators, and regional workshops to build the statistical capacity of both users and producers of digital development data.
