GENIE.AI stands for Global Empowerment through Intelligence and Equity. It is a purpose-built framework designed to bridge the digital divide in access to generative AI technology. The platform enables public institutions to rapidly design, deploy, and manage custom generative AI solutions—such as chatbots, digital assistants, and content-generation tools—at low cost, with full control, and without external dependency. By democratizing access to AI, GENIE.AI advances both technological sovereignty and inclusive development, aligning with the latest WTDC resolutions that call for harnessing AI for human development, with a particular focus on developing countries.

The GENIE.AI framework has already been adopted by several projects and pilot initiatives focused on implementing Generative AI solutions for public services. With 100+ active early adaptors, 10 countries engaged, and 30 real-world use cases, the framework is already being applied to design AI solutions for health, education, climate, agriculture and digital public goods implementation. AI for Good
GENIE.AI is part of the AI for Good track on Open Source AI for Digital Public Goods. The framework has benefited from inputs gathered through expert workshops and webinars hosted at the AI for Good and was also featured in a number of sessions, including the high-level workshop on Open Source AI for Public Services Innovation at the AI for Good Global Summit 2025. Ongoing collaborations with global partners continue to refine the framework, ensuring that it remains aligned with emerging needs and best practices in digital public infrastructure.
GovStack and OSEE
GovStack aims to break down the barriers to building sustainable digital infrastructure and help governments create human-centered digital services that empower individuals and improve well-being. Learn more on the GovStack About Page.
The Open Source Ecosystem Enabler (OSEE) project seeks to empower local and regional public and private actors to effectively adopt open source technologies for delivering digital government services. OSEE helps countries strengthen their digital ecosystems, enabling them to become active contributors to and users of Digital Public Goods (DPGs). Open Source United
Genie.ai is developed following the Open Source United common policy framework on open source best practices, ensuring disciplined governance, transparent processes, and a development model rooted in global community standards. This approach significantly reduces operational and legal risks while positioning the work under the protection and accountability of the UN ecosystem, offering governments and partners long-term confidence in its sustainability and trustworthiness.
OSI OSAID
Genie.ai aligns with the OSI OSAID definition by providing transparent, inspectable, and modifiable AI components that support open governance and community-driven evolution. It also meets the responsible AI expectations of the Digital Public Goods Alliance (DPGA) standard through clear documentation, safeguards for ethical use, and design choices that prioritize accountability, inclusiveness, and long-term societal benefit.
