

H.E. Dr Pemmasani Chandra Sekhar
Dr. Pemmasani Chandra Sekhar is a graduate of Osmania Medical College in Hyderabad, India. He ranked 27th out of 60,000 students who took the EAMCET medical school entrance examination, one of the most competitive examinations in the country. He completed his residency in internal medicine at Geisinger Medical Center in Danville, Pennsylvania, and obtained the highest percentile scores in most board examinations. During his postgraduate training, he represented the state of Pennsylvania in a national medical knowledge competition for 2 years. He then worked at Johns Hopkins University – Sinai Hospital for about 5 years as an attending physician, teaching residents and medical students.
He is also the founder of UWord, an online learning platform for high stakes competitive exams in the US. In 2020, he won the Ernst and Young Award of “Entrepreneur of the Year” in the US. Also, he is a member of Forbes Business Council.
Dr. Pemmasani has worked in a free medical clinic providing care to uninsured/underinsured patients in the Indian community of Dallas. In India, he helped provide free and clean water to residents of the Palnadu in the Guntur district, for over 10 years, and donated land for a community hall in his father’s village. He has also provided educational funding to a number of children and adults besides giving charitable donations to local community organizations. A seasoned communications and development specialist with over fifteen years of professional experience, she has served in senior roles across the public and private sectors, including consultancy work with international organisations. As Minister, she leads Lesotho’s national digital transformation agenda, overseeing the implementation of the National Digital Transformation Strategy, the revised Digital Policy, and ongoing initiatives on Digital Public Infrastructure, artificial intelligence, e-government services, cybersecurity, and connectivity for schools and rural communities.
Beyond her national leadership, Hon. Moorosi plays an influential role in shaping Africa’s digital future as Chair of AU STC-CICT through active engagement within the African Union’s ICT structures. H.E. Dr Takuo Imagawa
Dr. IMAGAWA Takuo joined Japan’s Ministry of Posts and Telecommunications in 1990 and has since been engaged in various information and communications technology policies at the Ministry of Internal Affairs and Communications (MIC). As Vice-Minister, he has overseen international digital policies, including digital infrastructure, cybersecurity, information integrity, and emerging technologies such as AI. Prior to his current role, he served as Director-General of the Telecommunications Bureau. His career also includes roles as Director-General of the Secretariat, Director-General of the Postal Services Policy Planning Department, and Director-General of the Telecommunications Business Department.
Dr. IMAGAWA holds a B.A.S. and an M.A. in Systems Studies from the University of Tokyo, as well as an M.A. and a Ph.D. in Economics from Harvard University. His academic experience provides a strong theoretical foundation for his policymaking efforts. From 2000 to 2003, he taught economics as an associate professor at Osaka University. He has also served as a visiting scholar at several universities, including the University of Tokyo and Waseda University, and as a research fellow at the Stanford Japan Center-Research. His research interests encompass information economics, industrial organization, and urban economics, and he is the author of numerous books and articles in these fields.

Egypt (Arab Republic of)

Eng. Mohamed Shamroukh
Mohamed Shamroukh is an accomplished telecommunications executive with over 20 years of experience in technical, operational, strategic, and financial management. Currently serving as the Executive President of the National Telecommunications Regulatory Authority (NTRA) in Egypt, he oversees national telecommunications policies and regulatory compliance, leading initiatives to enhance the resilience and integrity of telecommunications infrastructure.
Previously, Mr. Shamroukh held the position of Senior Vice President for Financial Affairs and Chief Financial Officer at Telecom Egypt, where he managed the company’s investment portfolio, procurement, and supply chain operations, and played a key role in business decision-making for new commercial products. His tenure at Telecom Egypt also included roles as Director of Corporate Strategy and Operations General Manager, where he developed corporate strategies, managed customer service processes, and handled various network engineering tasks.
Mr. Shamroukh holds an EMBA from IESE Business School and a Bachelor’s Degree in Electronic Engineering and Electrical Telecommunications from Cairo University. He is fluent in Arabic and English and brings a wealth of expertise in strategic planning, financial management, regulatory compliance, and telecommunications infrastructure.


Ms Lara EL Khateeb
Ms. Lara Mohammad ElKhateeb was appointed Chairperson of the Board of Commissioners at the Telecommunications Regulatory Commission (TRC) by a decision of the Council of Ministers on 21 September 2025.
She holds a Bachelor’s degree in Law from the University of Jordan and a Master’s degree in International Business Law. Ms. ElKhateeb brings extensive experience in legal and regulatory affairs, government relations, policy development, and public–private partnerships. She has served as Chief Executive Officer for Legal, Regulatory, and Government Affairs at Umniah Mobile Company, providing strategic guidance on regulatory compliance, licensing, data protection, and corporate governance.
She has also served as a Board Member of the Jordanian Student Support Fund under the Ministry of Education.
A strong advocate for women’s economic and political empowerment, Ms. ElKhateeb contributes actively through her roles on the boards of several profit and non-profit organizations. She currently serves as a member of the Jordanian Women’s Committees Union and as a Board Member of “Little Curious Minds,” an initiative under Save the Children, demonstrating her commitment to community development and early childhood education.


Mr Omar Abdullah Al-Qatabi
Omar Abdullah Al-Qatabi is a telecommunications and regulatory leader with over 25 years of experience in the banking and telecom sectors. Holding a public Administration degree & Political Science, along with a Master’s in Business Administration (MBA) in Finance from the University of Nottingham, England, He combines academic excellence with extensive practical expertise.
In his role as Vice President of the Telecommunications Regulatory Sector at the Telecommunications Regulatory Authority (TRA) in Oman, Mr. Al-Qatabi has played a pivotal role in shaping the country’s digital landscape.
He has been instrumental in leading initiatives to enhance telecom services provision to underserved areas, including the successful rollout of fiber optic infrastructure, which aligns with Oman Vision 2040’s objectives of fostering a digitally advanced and sustainable economy As a member of various internal and external committees, he has demonstrated a strong commitment to governance and strategic oversight in the communications sector.

Mr Fernando Machuca Manevy
Fernando Machuca Manevy, a Paraguayan citizen, has an outstanding professional career in the field of telecommunications.
He is a lawyer, graduated from the Catholic University of Asunción. He has a master’s degree in Administrative Law from the University of Salamanca, Spain. He has taken specialization courses in Paraguay and the United States.
He has been a full member of the National Telecommunications Commission (CONATEL) since 2023.
He chaired the Regional Preparatory Meeting for WTSA-25 for the Americas in Asunción, Paraguay.

Professor Sandra Maximiano
Sandra Maximiano, Chairwoman of ANACOM’s Board of Directors since 15 December 2023, holds a PhD in Economics from the University of Amsterdam. She is an Associate Professor of Economics at ISEG – School of Economics & Management, University of Lisbon, where she is co-coordinator of XLAB – Behavioral Research Lab and of the Master’s Degree in Economics program. She is also a Visiting Associate Professor at the Faculty of Law of the University of Coimbra. She was previously an Assistant Professor at Purdue University and a Research Fellow at the University of Chicago in the United States.
Her academic research spans several areas: experimental and behavioral economics, organizational and labor economics, public policy, and information management. Her research explores issues related to social and moral preferences in individual decision making and in strategic and competitive environments and gender differences in economic decisions. Maximiano primarily uses laboratory and field experiments to study human economic behavior and to collect data. Her work has been published in journals such as Review of Economic Studies

Appointed in October 2023, Engineer Ahmad Abdulla AlMuslemani leads the Communications Regulatory Authority (CRA) in Qatar, bringing over 18 years of expertise in the Information and Communications Technology (ICT) sector to steer regulatory policies and digital infrastructure development. His leadership at CRA strategically aligns Qatar’s digital transformation with the Third National Development Strategy and Digital Agenda 2030.
Before assuming his current role, Engineer Ahmad Abdulla AlMuslemani served as the Chief Executive Officer of MEEZA, a leading Qatari company in the Information Technology sector. Under his leadership, MEEZA experienced substantial growth in revenue and profits, and solidified its status as a premier provider of data centers and managed IT services across the Middle East and North Africa region. AlMuslemani led several strategic initiatives that significantly improved the company’s operational and departmental functions, including sales, marketing, and finance. He played a pivotal role in transitioning MEEZA from a private entity into a publicly traded company on the Qatar Stock Exchange, thereby expanding its market presence and enhancing the quality of its services. H.E. Ms Emily Roper
Ms Roper is a senior career officer with the Department of Foreign Affairs and Trade.
She was most recently Assistant Secretary, Foreign Arrangements Branch. She has held various senior positions in the Australian Government, including on international criminal justice, sanctions, sea law and Antarctic issues and on furthering Australia’s international cooperation against transnational crime. She has previously served overseas at the Australian High Commission in New Delhi.
Ms Roper holds a Master of Laws from the University of Sydney, and a Bachelor of Arts and Bachelor of Laws from the University of Newcastle.


H.E. Ambassador Leon Williams
His Excellency Leon R. Williams is a distinguished telecommunications executive, change-management practitioner, and diplomat with over 25 years of leadership in the information and communications technology (ICT) sector. Appointed in 2021 as The Bahamas’ first Ambassador to the International Telecommunication Union (ITU), he currently serves as a Member of the ITU Council representing The Bahamas and the CARICOM region.
Ambassador Williams is widely recognised for his visionary leadership, innovation, and integrity. He served twice as Chief Executive Officer of the Bahamas Telecommunications Company (BTC) and as Senior Vice President of Cable & Wireless Communications. Under his leadership, BTC underwent major transformation, and the Caribbean Association of National Telecommunications Organisations (CANTO) expanded its membership from 72 to 133 ICT entities across 33 countries and four continents.
Throughout his career, he has represented The Bahamas in numerous international bodies, including the Caribbean Telecommunications Union (CTU), the Commonwealth Telecommunications Organization (CTO), the International Telecommunications Satellite Organization (ITSO), and Inmarsat. A respected thought leader and motivational speaker, he has chaired and presented at major international and national conferences, including the Dr Myles Munroe Leadership Summit.
His exemplary service has earned him multiple national and international awards, including Caribbean CEO of the Year (2016) for Innovation in Telecommunications, the Eagle Award (2015) for Outstanding National Contribution, and Bahamas Person of the Year (2014). In recognition of his enduring contribution to national development and youth empowerment, he was honoured at The Bahamas’ National Heroes Day celebrations.
Ambassador Williams holds a Bachelor of Science in Business Administration from McHari International College and advanced certifications in Telecommunications Policy, Regulation, and Management from institutions in the United Kingdom and Canada. He is married to Mrs. Nancy Carey-Rolle and is the proud father and grandfather of a large and loving family.

Hon. Ioane Naivalurua
The Honorable Major General (Retired) Ioane Naivalurua, Minister for Policing and Communications is originally from the village of Naselesele, Taveuni.
Honorable Naivalurua attended Marist Brothers High School. Apart from the long list of his many academic achievements, locally and overseas, he also attended the Royal Military Academy, Sandhurst, in UK and the Australian Defence College.
Honorable was enlisted to the Fiji Military Forces in December 1977 as Officer Cadet. Hon Naivalurua have made his way through all ranks and was appointed Land Force Commander/Deputy Commander RFMF in 1999. He has a very colourful career in the Military, serving locally and Globally. In 2006, Honorable Minister was appointed Commissioner of Prisons, subsequently in 2010 he was appointed Commissioner of Police and was promoted to Major General in 2013.
Honorable Minister was appointed Ambassador at large in 2014 and in 2015 was appointed Ambassador to the Peoples Republic of China. In 2017, Hon Naivalurua was appointed Permanent Secretary for Foreign Affairs.
Just early this year, Hon Naivalurua was appointed and sworn in as the first ever Minister for Policing on 10 January 2025.

Currently, major reforms for Telecom Sector and IT Sector, led by her office, are underway to attract Foreign Direct Investment in the country and to showcase Pakistan as next Tech Destination in Global arena.

Honourable Agaseata entered national politics in 2021, when he was elected as a Member of Parliament. Dimitar Nedyalkov has over 15 years of experience in the management of private and state-owned companies in the field of transport and logistics.
He was member of the parliament in the 47th and 48th National Assembly. He was elected Deputy Chairman of the Parliamentary Committee on Transport and Communications. He was a member of the Committee on Economic Policy and Innovation; the Committee on labour, social and demographic policy, as well as the Committee on the direct participation of citizens and interaction with civil society.
As executive director of Free Zone – Ruse EAD, specialized in international transport and logistics, he was responsible for the interaction with international clients. He was Deputy Executive Director of “IRIS” AD with the portfolio of international investment management.

She is a Full Professor at the University of Computer Sciences (UCI) and visiting professor at several Cuban and foreign universities.
She began working in 1997 at EMPROY#2 of the Ministry of Construction (MICONS) as a Professional Technician in training in the computer department.
In 2000, she taught at the Faculty of Industrial Engineering in the Center for Software Engineering Studies at the José Antonio Echeverría Polytechnic Institute (CUJAE). During her time at CUJAE, she served as Vice Dean of the Faculty of Industrial Engineering (2003-2005), where she led the process of universalizing the Computer Engineering program in Havana. In 2001, she defended her Master’s thesis in Applied Computer Science.
In 2005, she began working at the University of Computer Sciences (UCI) as Director of Software Quality. She was appointed Director of the National Center for Software Quality, CALISOFT, from its inception until 2012, when she was appointed Vice-Rector of Production at UCI until 2014. She then became Vice-Rector of Research and Postgraduate Studies, a position she held until 2016.
In 2016, she was elected National President of the Union of Computer Scientists of Cuba at its founding assembly, a position she held until 2025, when she was appointed Vice-Minister of Communications (MINCOM).
She has also held other positions, including Member of National Scientific Degree Examination Boards, Member of Teaching Category Examination Boards, Member of the Scientific Council of UCI, of the Faculty of Industrial Engineering at CUJAE, and of various academic committees for master’s and doctoral programs.
She is also a member of the national expert group of the Council for Computerization and Cybersecurity. (2015-2017).

Ângelo João began his career in Portugal, where he worked as an Intern IT Technician at TAP Air Portugal (in 2001). In 2003, he joined the company Cismeios LDA in Portugal as a Junior Programmer. Upon returning to Angola, he joined MSTelcom, where he held several prominent positions, including Manager of the National Passive Optical Systems Network (2011), Head of the Terrestrial Transmission Department (2015), and Team Leader for Wholesale and Strategic Partnerships Management (2019).
He also served in the General Tax Administration as Director of the Support Office to the Board of Directors, a position he held for 3 years. Later, in 2022, he returned to MSTelcom as a Senior Internal Control Technician.
He also worked at the National Communications Institute, where he held the position of Executive Board Member (2023–2025).
Since January 2025, Ângelo João has been serving as Secretary of State for Telecommunications and Information Technologies at the Ministry of Telecommunications, Information Technologies and Social Communication of Angola, demonstrating strong leadership and strategic vision within the sector.

Bahrain (Kingdom of)

Mr Philip Marnick
Philip Marnick is the General Director of the Telecommunications Regulatory Authority (TRA). He was appointed early January 2022 by the Members of the Board, to assume the position, paving the way for a more effective regulatory framework by continuing the evolution of the telecom sector liberalization.
Mr. Marnick leads the TRA, including the development of consumer protection initiatives and resolving disputes. The TRA develops regulatory rules that promote competition, innovation, and investment in broadband services and facilities, as well as developing a more comprehensive and competitive framework that aligns with international best practices. Ensuring that Bahrain remains a center of innovation and that its telecommunications sector serves everyone while supporting Bahrain’s strategic objectives.
Before assuming his role at the TRA, Philip managed and directed at Ofcom in the UK, where he was the Group Director of Spectrum responsible for all aspects of UK national and international spectrum management – from strategy to delivery including awards, clearance and enforcement.
Mr. Marnick has worked in the telecommunications sector for over 30 years. He has served as a senior executive in technology, operations, and strategy. Mr. Marnick has worked in both start-ups (from inception to sale) and major corporations, in firms such as UK Broadband, O2, Orange, BT, J-Phone in Japan (now Softbank Mobile), Extreme Mobile, and SpinVox (now Nuance).
From analogue to 5G, he has engaged across every mobile generation. Throughout his carrier he has been at the forefront of industry developments – in both fixed and mobile. He has collaborated on the first deployments of mobile networks utilizing new technologies and standards, this has also included innovative products such as the first camera phone and photo messaging service, as well as mobile internet and hosted voice services.

Brazil (Federative Republic of)

Mr Carlos Manuel Baigorri
The National Telecommunication Agency’s (Anatel) Commissioner Carlos Baigorri, currently President of the Board of Directors, the highest official in the Brazilian regulatory authority, has a degree in Economic Sciences from the University of Brasília (UnB), with a Master’s and Doctorate in Economics from the Catholic University of Brasília (UCB).
Acting in the telecommunications area since 2006, he was a consultant and analyst of sector information in an Association of mobile operators. He has also served as an undergraduate professor at the Catholic University of Brasilia (UCB), at the Institute of Higher Education of Brasília (IESB), and the Brazilian Institute of Capital Markets (IBMEC). In addition, he wrote articles and book chapters published in Brazil and abroad.
He has been a permanent career employee at Anatel since 2009, where he has been previously nominated to the highest functions in different departments, occupying the positions of Executive Superintendent, Competition Superintendent, Obligations Control Superintendent, and Head of Technical Assistance.
Regarding international affairs, he coordinates the Brazilian positioning to international fora, specially to the International Telecommunication Union (ITU).
Currently, Mr. Baigorri is the Brazilian candidate to the position of ITU Deputy Secretary General to the elections at the Plenipotentiary Conference 2026.

H.E. Mr Valeriu Zgonea
Valeriu Ștefan ZGONEA has taken the position of president of ANCOM starting 11 May 2023 for a 6 year-term.
Mr. Zgonea has activated within the National Institute for Research and Development in Informatics (ICI Bucharest) during 2018-2023 and has held four mandates of deputy in the Chamber of Deputies of the Romanian Parliament between 2000-2016.
In the 2000-2004 parliamentary term, he was a member of the Committee for Information Technologies and Communications, while from 2006 to 2016 he held the posts of quaestor and secretary of the Chamber of Deputies.
Furthermore, Mr. Zgonea has been Vice-president of the Chamber of Deputies between 2010 and 2012, then President of the Chamber of Deputies in the 2012 – 2016 parliamentary term.
Valeriu Ștefan Zgonea graduated from the National Institute of Constructions and has various specializations in cyber diplomacy and infrastructures in the context of digitalization at education institutions such as European Security and Defence College, King’s College and George Marshall European Center for Security Studies and N.E.S.A.


Ms Olivia Trusty
Olivia Trusty was nominated to serve as a Commissioner of the FCC by President Donald J. Trump. She was confirmed by the United States Senate in June 2025.
Prior to joining the Commission, Commissioner Trusty served as a Professional Staff Member on the U.S. Senate Committee on Armed Services under the leadership of U.S. Senator Roger F. Wicker. She previously served as a Policy Director on the U.S. Senate Committee on Commerce, Science, and Transportation and a Legislative Assistant in the Office of U.S. Senator Roger F. Wicker. Before her tenure as a Senate aide, Commissioner Trusty served as a Professional Staff Member on the U.S. House Committee on Energy and Commerce and a Legislative Assistant to U.S. Congressman Bob Latta. Commissioner Trusty began her career in the private sector.
Commissioner Trusty received her B.A. from the University of North Carolina at Chapel Hill and her M.A. from Georgetown University.


H.E. Mr Tamakolo Ouattara
Monsieur Tamakolo OUATTARA, né le 18 septembre 1966 à Niakaramandougou, de nationalité ivoirienne, est marié et père de trois enfants.
Il a poursuivi des études supérieures en histoire et en diplomatie. En 1995, il obtient un Diplôme d’Études Approfondies d’Histoire à l’Université d’Abidjan ainsi qu’un CAPES d’Histoire à l’École Normale Supérieure. L’année suivante, il intègre l’École Nationale d’Administration d’Abidjan, au cycle supérieur, section diplomatie.
Sa carrière diplomatique débute en 1998 comme Chef de Service des Privilèges et Immunités diplomatiques. De 2000 à 2007, il exerce les fonctions de Premier Conseiller à l’Ambassade de Côte d’Ivoire en Angola, avant de rejoindre le Ministère des Affaires Étrangères où il dirige successivement plusieurs sous-directions : les Ivoiriens de l’Étranger (2007-2008), l’Afrique Centrale et Orientale (2008-2010), puis les Organisations Non Gouvernementales (2010-2016). En 2016, il est nommé Ministre Conseiller à l’Ambassade de Côte d’Ivoire en Iran, puis Chargé d’Affaires a.i. en 2017 et 2019. Le 26 février 2025, par décret de Son Excellence Monsieur Alassane OUATTARA, Président de la République de Côte d’Ivoire, il est élevé à la dignité d’Ambassadeur Extraordinaire et Plénipotentiaire de la République de Côte d’Ivoire près la République Islamique d’Iran, avec résidence à Téhéran.
Parallèlement à ses fonctions, Monsieur OUATTARA poursuit des travaux de recherche. H.E. Mr Sid Ali Zerrouki
H.E. Mr. Sidali Zerrouki is the current Minister of Post and Telecommunications of the People’s Democratic Republic of Algeria. A telecom executive, innovation strategist, and serial entrepreneur, he has held several high-level CxO positions across the ICT and digital sectors, bringing over 20 years of experience at the intersection of technology, entrepreneurship, and public leadership.
Before assuming ministerial responsibilities, Minister Zerrouki was a key architect of Algeria’s startup ecosystem, where he played a transformative role in scaling national innovation platforms, launching funding mechanisms, and boosting regional competitiveness. As a founding force behind several strategic initiatives, he redefined the entrepreneurial landscape in Algeria, paving the way for a generation of innovators and digital creators.
Minister Zerrouki is an IT engineer by training, holding a Master’s degree from Sorbonne University and an MBA from Paris Dauphine University. His academic and operational background allows him to bridge technological insight with policy execution, positioning Algeria as a regional leader in telecom modernization, digital inclusion, and sovereign infrastructure.
Under his leadership, Algeria has accelerated the rollout of national fiber-optic coverage, initiated 5G deployment, established AI and cybersecurity skill centers, and introduced regulatory frameworks for digital trust and data protection. Minister Zerrouki is currently leading Algeria’s strategic engagement in regional and multilateral digital cooperation, including its active contribution to shaping the African Union’s Digital Transformation Agenda and advancing the principles of the WSIS process toward inclusive, secure, and future-ready digital societies.

H.E. Mr Ahmad Fahmi Mohamed Fadzil
Fahmi Fadzil is a Malaysian leader of the new generation who is currently the Minister of Communications. He is serving his second term as a Member of Parliament for the Lembah Pantai constituency. Born in 1981, Fahmi graduated with a Bachelor of Science in Chemical Engineering (BSChE) from Purdue University in Indiana, USA.
Upon assuming his new role in the Ministry, he faced challenges such as addressing internet coverage issues in rural areas and overseeing the implementation of the 5G network in Malaysia. Additionally, he played a key role in the transition from a Single Wholesale Network to a Dual Network approach for the 5G rollout.
In addition to telecommunications, the Ministry is responsible for postal services, broadcasting, media, and the creative industry. As Communications Minister, Fahmi’s work also focuses on improving media ethics, protecting press freedom, and addressing the welfare of media practitioners, reecting his strong commitment to the media industry.
In February 2025, the Malaysian Media Council Bill, championed by Fahmi, was approved by the lower house of Parliament, marking a signi‑cant milestone in the country’s media governance.
Fahmi played a pivotal role in the installation of His Majesty Sultan Ibrahim as the 17th King of Malaysia. In his capacity as Chairman of the Special Committee for the King’s Installation Events, Fahmi was instrumental in organising and overseeing the ceremonies associated with the King’s ascension. In March 2025, he was conferred the Darjah Kebesaran Panglima Mahkota Wilayah (Commander of The Order of The Territorial Crown), which carries the title “Datuk.”
Fahmi also serves as the government spokesperson.
Before entering politics, he was an award-winning theatre practitioner and writer.


H.E. Mr Yves Iradukunda
Yves is the Minister Of State Minister of State for the Ministry of Innovation and ICT for the Government of Rwanda, after having served in the same ministry as Permanent Secretary for over five years.
Yves holds a Diploma of Public Service Innovation from Cambridge University Judge School of Business. He is an MBA alumnus of the African Leadership University School of Business and holds a Bachelor of Science in Mathematics and Computer Science from Oklahoma Christian University.


H.E. Ms Tatenda Annastacia Mavetera
Hon Dr Tatenda Annastacia Mavetera is Zimbabwe’s Minister of Information Communication Technology, Postal and Courier Services. She is a youthful member of Parliament representing Chikomba West Constituency in Mashonaland East Province, in Zimbabwe.
Since her appointment, as minister in 2023, several projects have been designed to accelerate universal access to Broadband services have been initiated in Zimbabwe.
Before being appointed Minister, Hon Dr Mavetera was a member of the Pan African Parliament, where she was the first Vice President of the Youth Caucus. She is passionate when it comes to youth and women issues in Zimbabwe. She initiated the youth caucus in the 9th Parliament, in a bid to see youth issues being addressed, and was also a member of the Budget and Justice Committees.
In 2021, she initiated a movement dubbed Young Women 4ED, which is designed to ensure that young women are not ignored in all aspects of life. She also spearheaded the She-Tech initiative, which has seen scholarships being awarded to girls studying ICTs in different Zimbabwean Universities.
She holds an Honours Degree in Management and Marketing and a master’s degree in strategic marketing. She was also awarded a Doctorate in Humane Letters from the International Women’s University in Zimbabwe, for the contribution she has made to emancipate women, more importantly, young women in Zimbabwe. She is a strategic marketer and information communication expert, who has been in the Information Communication and Transport industry for the past 12 years.

H.E. Mr Grigoriy Borisenko

In 2007, he completed his postgraduate studies at the Department of Mathematical Physics, Moscow State University. M.V. Lomonosov, and in 2008 he was awarded the academic degree “Candidate of Physical and Mathematical Sciences”.
From 2008 to 2022, he held various positions in the international network of PricewaterhouseCoopers firms, progressing from an IT systems auditor to director of the artificial intelligence and data analytics practice.
On October 31, 2022, by order of the Government of the Russian Federation appointed to the position of Deputy Minister of Digital Development, Communications and Mass Communications of the Russian Federation.


H.E. Mr Mondli Gungubele
Deputy Minister Mondli Gungubele was appointed as the Minister of Communications and Digital Technologies of the Republic of South Africa with effect from 6 March 2023. He previously served as Minister in the Presidency responsible for the Department of Planning, Monitoring and Evaluation (DPME), the National Planning Commission (NPC), Statistics South Africa (StatsSA), the Government Communication Information System (GCIS) and the State Security Agency (SSA).
Deputy Minister Gungubele has extensive experience in local, provincial, and national government and believes in strategic planning and effective monitoring of systems to ensure that government is held accountable to deliver services to the people. He is a political activist who spent much of his youth fighting for a liberated and just South Africa which is united in diversity.
Deputy Minister Gungubele became involved in the trade union movement in the ‘70s and it is this experience that sharpened his political and negotiation skills. In 1982, he became a member of the National Union of Mineworkers (NUM) and would later be elected as a Chairperson of his Local Branch of the Congress of South African Trade Unions (COSATU) in 1989. In 1992, he was elected as the Chairperson of the African National Congress (ANC) Vosloorus Branch, and later became the founding Chairperson of the ANC East Rand Region. In the same year, he was elected to the Provincial Executive Committee (PEC) of the ANC in Gauteng.
In 1994, Deputy Minister Gungubele was deployed as a Member of the Gauteng Provincial Legislature and was subsequently appointed as the MEC of Health in the Gauteng Provincial Government in 1997. He held this position until 1999. He was then deployed to lead Gauteng’s Sports, Recreation and Arts and Culture agenda as its MEC where he worked tirelessly to unite all sporting codes and contributed to the development of grassroots sports in Gauteng. He held the position until 2004 in the year South Africa was awarded the 2010 FIFA Soccer World Cup showpiece.
After the 2004 Provincial and National Elections, Gungubele became the Chairperson of the Economic Affairs Portfolio Committee in the Gauteng Legislature where he was responsible for political oversight and ensuring that the Department of Economic Affairs fulfilled its mandate to the people.
In 2009, he was deployed to the National Assembly as an ANC Member of Parliament, where he served as the Whip of the Justice and Constitutional Development Portfolio Committee. He was later redeployed to the City of Ekurhuleni as the City’s Executive Mayor in 2011. It is during this time where he drove the City’s Governance and Administrative record to clean audits and numerous awards on good governance.
In 2016, he was deployed back to Parliament and served on the Portfolio Committees on Communications and Public Enterprises respectively. Mr Gungubele was part of the collective which led SABC Inquiry and the Eskom Inquiry – both processes which paved the way for the turnaround of these two State Owned Enterprises.
Deputy Minister Gungubele was then appointed as the Deputy Minister of Finance from February 2018 until the general elections in May 2019. After the commencement of the 6th Parliament in June 2019, he was deployed as the Chairperson of the Portfolio Committee of Social Development and the Convener of the Social Transformation Cluster.
Deputy Minister Gungubele holds a B Com (Law) Degree and a National Diploma in Nursing with various certificate courses. He also serves as a member of the National Executive Committee and National Working Committee of the African National Congress as elected in December 2022.


Mr George Michaelides
George Michaelides has over 25 years of experience in the ICT sector. He holds a B.Eng. in Computer Engineering and an MSc in Communication Systems. For more than 14 years, he served in senior regional ICT roles within multinational organizations, where he led major reorganizations, outsourcing initiatives, and the implementation of IT best practices, consistently ensuring the delivering of high-quality ICT services.
Since 2014, he has been heading the Cyprus National Regulatory Authority (OCECPR) for Electronic Communications and Postal Services. In 2018, he additionally assumed leadership of the national regulatory authority for Network and Information Security (NIS), responsible for Critical Information Infrastructures (CIIs), including the establishment and operation of the National CSIRT.
Under his leadership, the authority also oversees the National Coordination Center, enhancing cybersecurity research excellence and competitiveness, and the National Cybersecurity Certification Authority, responsible for supervising and certifying EU cybersecurity schemes for ICT products, services, and processes. He has also established a national ICT Academy focused on skilling, upskilling, and reskilling initiatives at both national and regional levels, offered through both in-person and virtual formats.
His office also serves as the coordinating body for implementing Cyprus’ Cybersecurity Strategy.
As part of his regulatory duties, Mr. Michaelides represents Cyprus as a board member of the Body of European Regulators for Electronic Communications (BEREC) and the European Cybersecurity Competence Centre (ECCC).


Mr Lume Polume
Mr. Lume Polume is a distinguish economist with 20+ years of experience delivering driving strategic high-impact outcomes in economic regulation, competition policy and ICT policy development.
He currently serves as the Executive Director for Papua New Guinea National Information and Communication Technology Authority for 13 years- a role he has held for 13 years. With over 16 years in the ICT sector, Mr. Polume has been instrumental in shaping PNG’s digital regulatory landscape and advancing national ICT reforms.
Prior to his leadership at NICTA, Mr. Polume held senior positions in the public and private sectors. Notably, he served as Group Product Manager at Telikom PNG from 2009 – 2012. He also served as Acting Head of Commercial for Telikom PNG driving commercial strategy and operational leadership for the mobile network operator.
With a strong record of executive leadership and policy innovation, Mr. Polume is deeply committed to promoting ICT development regulatory modernization, and competitive markets in Papua New Guinea. His insights reflect extensive experience at the intersection of economics, technology and national development.


Professor Sarana Boonbaichaiyapruck
Dr.Sarana Boonbaichaiyapruck currently serves as the chairman of National Broadcasting & Telecommunications Commissioner of Thailand.
He has a strong background as a cardiologist in Academic Medicine.
His most recent post was the deputy dean at Ramathibodi Hospital, Mahidol University.
Sarana was born and raised in Bangkok. He went to Assumption College for secondary school. He got his medical degree from Chulalongkorn University. After medical school he enrolled in the Residency Training in Internal Medicine at LA county/USC medical center and Fellowship in Cardiology at Kaiser Parmanente Hospital, both of which were in Los Angles. He got additional years of training in interventional cardiology at the Hospital of the Good Samaritan Los Angeles.
He returned to Thailand in 1993 and has established cardiac intervention services at Ramathibodi Hospital where he has worked until April 2022. He has a passion in teaching medicine and challenging young physicians, from students to fellows, is part of his art. He worked his way up in Academia and proudly received his Clinical Professorship in 2018.
Apart from medicine and cardiology he was selected to enact new and revise old laws at the National legislative Assembly. Because of his experience in Science, Legislation and in consumer protection such as medical device suitability and his study work on hospital expenses he was picked by the selection committee to be NBTC commissioner and later received the royal endorsement to be NBTC Chair

Ambassador Ogando Lora (April 13, 1963, Santo Domingo, Dominican Republic) holds a Bachelor’s degree in Economics and Social Sciences (Universidad Autónoma de Santo Domingo, Dominican Republic); a Master’s degree in Economic Policy with emphasis in International Relations (Universidad Nacional, Costa Rica), as well as postgraduate studies in Development Cooperation and Management of Development Projects (Institut d’Administration Publique de Paris, France; ILPES, Chile). He has more than thirty years of experience in the areas of Trade Negotiations and Regional Integration and Cooperation in the Caribbean and Latin America.
He has held various technical positions in regional and international organizations, as well as at the diplomatic level. From 1995 to 1999 he headed the CARIFORUM Programming Unit in Georgetown, Guyana, for the coordination of regional projects financed through the European Development Fund of the European Union. In September 1999, he was appointed to open the first permanent diplomatic mission of the Dominican Republic in Trinidad and Tobago as Minister Counselor Ad-Hoc. At the end of 2000 he was selected as Executive Director of the Administrative Secretariat of the Free Trade Area of the Americas (FTAA) in Miami, Florida (USA), Panama City (Panama) and Puebla (Mexico). From 2005 to 2007 he was with the Caribbean Regional Negotiating Machinery (CRMN) based in Barbados, as coordinator of the negotiations of the Economic Partnership Agreement between the CARIFORUM countries and the European Union. He returned to Santo Domingo in 2007 to assume the position of General Manager of the Foreign Trade Management Strengthening Project financed by the Inter-American Development Bank (IDB). Between 2010 and 2011 he served as Trade Specialist for the USAID-funded “DR-CAFTA implementation project”. He returned to Georgetown, Guyana from 2011 to 2013, appointed as the first Director General of CARIFORO.
After completing his term at CARIFORO, at the end of 2013, he rejoined the Ministry of Foreign Affairs, serving as Director of the Caribbean Directorate in the Ministry of Foreign Affairs from 2015 to 2017. Then, he was advisor for trade and general cooperation issues at the Vice Ministry of Negotiations and International Cooperation until November 2020 when he was appointed Ambassador to the Kingdom of Belgium, to the Grand Duchy of Luxembourg, as well as Head of the Mission of the Dominican Republic to the European Union. In December 2024, he was appointed as ambassador, permanent representative to the United Nations organizations based in Geneva, Switzerland.
Ambassador Ogando Lora has extensive academic experience. He was a professor in graduate programs at universities such as the Pontificia Universidad Católica Madre y Maestra (PUCMM) and the Instituto Tecnológico de Santo Domingo (INTEC), as well as at the Instituto de Formación Diplomática y Consular (INESDyC) of the Ministry of Foreign Affairs in the Dominican Republic. Hon. Godfrey Baluku Kabbyanga
Hon. Godfrey Baluku Kabbyanga is the Minister of State for Information, Communications Technology and National Guidance of the Republic of Uganda. An economist and seasoned public administrator, he brings extensive experience from both the public and private sectors. His leadership spans corporate management, municipal governance, and entrepreneurship in key industries.
As Minister of State, he plays a central role in steering Uganda’s digital transformation agenda—advancing affordable connectivity, digital innovation, and inclusive ICT-enabled development. He continues to advocate for ICT as an enabler of economic growth, inclusion, and resilience—both nationally and across the broader global digital community. H.E. Mr Isfandiyori Sadullo
Isfandiyori Sadullo was born on May 15, 1990, in the Republic of Tajikistan.
After graduating from secondary school, he enrolled in the full-time program at the Odesa National Academy of Telecommunications named after A.S. Popov, which he completed in 2012.
From 2012 to 2014, he worked as an engineer in the radio relay lines workshop at the Radio and Television Signal Transmission Center of OJSC “Teleradiocom” in Dushanbe. From 2014 to 2015, he served as a first-category engineer in the same workshop.
In June 2015, he was appointed First Deputy General Director of OJSC “Teleradiocom” under the Committee for Television and Radio Broadcasting of the Government of the Republic of Tajikistan.
On January 23, 2025, by decision of the Government of the Republic of Tajikistan, he was appointed as the Head of the Communications Service under the Government of the Republic of Tajikistan.

H.E. Mr Puthyvuth Sok
H.E. SOK Puthyvuth, born in 1980 in Phnom Penh, Cambodia, is a prominent leader in Cambodia’s development. He studied in the United States, earning a BA in Economics and Business with a minor in Computer Science. After working in banking in London, he returned to Cambodia in 2005, where he joined Kampuchea Tela Co. Ltd. and later founded SOMA Group in 2007, focusing on agriculture, education, and infrastructure.
He became president of the Cambodia Rice Federation (CRF) in 2014, uniting rice industry stakeholders to improve the sector and the livelihoods of farmers. He was re-elected in 2016 and contributed to drafting the 2017-2025 rice policy. In 2014, he also became president of the ICT Federation of Cambodia, aiming to advance the nation’s digital transformation.
He served as Under Secretary of State and later Secretary of State at the Ministry of Posts and Telecommunications. In 2018, he became Chairman of Telecom Cambodia, and later contributed to Cambodia’s Digital Government Policy, which was approved in 2022. His leadership helped Cambodia become the first nation to promote the digital revolution with support from the International Telecommunication Union (ITU), aligning with the UN’s Sustainable Development Goals (SDGs).

H.E. Ms Naama Henig
Ms. Henig has been working at the Israeli Ministry of Communications (MoC) since 1988 and was appointed the Head of the International Affairs Department in 1993. She has had a long career in the public sector as a spokesperson and Public Relations Officer in both the MoC (1988-1992) and the Ministry of Economy and Planning (1984-1988), following a career at the Government Press Office, the PM’s Office, as a coordinator for the foreign press and national media events (1981-1984).
During her tenure at the MoC, Ms. Henig was a board member of the Israeli Postal Authority (2000-2003; 2005-2006); the Israeli National Film Council (2009-2015); and the Israeli Cable and Satellite Broadcasting Council (2000-2008), where she also served as the acting chair during 2007.
Naama Henig is responsible for the MoC’s international relations involving global telecom, internet governance and postal related issues, as well as regional and bilateral matters. She represents the State of Israel in various world and regional organizations and bilateral working groups.
She has a Master’s degree in public policy (2012) and mass communications (1992) from the Hebrew University in Jerusalem, as well as a B.A in international relations and general history from the same institution. Ms. Henig was born in Israel, lives in Tel Aviv and is mother to Eylon.

Ms Mavis A. Ampah
Ms. Mavis A. Ampah is a distinguished ICT and Public Policy Specialist with over three decades of professional experience in technology, infrastructure, and international development. She has made significant contributions to policy reform, private sector growth, and digital inclusion across Africa and the Caribbean.
Over the years, Ms. Ampah has leveraged her expertise in digital technologies to promote inclusive development in rural and underserved communities. She has over 20 years of experience working with the World Bank, where she has served as a ICT Policy Specialist and Consultant, playing a pivotal role in the design and coordination of the Digital Economy for Africa agenda. Her technical advisory work has supported the implementation of digital development and identification programmes in Ghana, Nigeria, and Sierra Leone. During this period, she also led the design and execution of complex regional broadband and ICT investments that improved connectivity, reduced broadband costs, and strengthened innovation ecosystems across Africa.
Earlier in her career, Ms. Ampah played a pioneering role in Ghana’s telecommunications sector reform programme, which introduced competition and private sector investment into the industry. Additionally, she has founded and led STINSAD Consult, a firm dedicated to expanding internet access, supporting policy reforms, and empowering young people with digital skills for employability and entrepreneurship.
Ms. Ampah holds a Master of Public Policy (MPP) degree from Harvard University’s Kennedy School of Government and a Bachelor of Arts degree in Economics from the University of Massachusetts, Amherst.
She was appointed the first female Board Chairperson of the National Communications Authority, the Ghanaian regulator in 2025. As a visionary leader and advocate for digital inclusion, she brings to the NCA Board, a unique blend of strategic foresight, policy expertise, and international development experience.


H.E. Dr Khaled Mohammed Al-Zamel
Dr. Khaled Mohammed Al-Zamel was appointed Chairman of the Board of Directors of the Communications and Information Technology Regulatory Authority (CITRA) by Amiri Decree in September 2025. He oversees a range of responsibilities related to the telecommunications and information technology sector in Kuwait, focusing on regulatory frameworks that ensure a fair and competitive environment within the State of Kuwait.
Dr. Al-Zamel brings over 30 years of academic and professional experience in the fields of computer science, artificial intelligence, technological infrastructure, and digital transformation. He has held several academic positions at Kuwait University – College of Engineering and Petroleum, where he played a pivotal role in developing information systems and e-learning programs, in addition to supervising leading research and technological projects in Arabic language processing and artificial intelligence.
He has also served in advisory and technical roles across various government entities, including the Ministry of Defense, Ministry of Commerce and Industry, Ministry of Social Affairs, the Public Authority for Applied Education and Training, and the National Bureau for Academic Accreditation and Education Quality Assurance. His contributions include the development of enterprise resource planning (ERP) systems and digital transformation strategies in both the public and private sectors.
Dr. Al-Zamel holds a Ph.D. and M.Sc. in Computer Science from Rensselaer Polytechnic Institute, New York, USA, and a B.Sc. in Electrical Engineering from Kuwait University.
Throughout his career, he has received numerous academic awards and honors, most notably the Kuwait Foundation for the Advancement of Sciences (KFAS) Award in 2022 for supervising an innovative artificial intelligence project designed to assist diabetic patients, and the Distinguished Teaching Award from Kuwait University in 2003.


Mr Slavisa Antic
Slaviša Antić holds the title of Professional Master – Specialist in Economic Sciences. He has over 25 years of professional experience gained at the Public Enterprise for PTT Traffic “Serbia” and “Telekom Srbija AD,” where he held managerial positions for more than 15 years.
For eight years, he served as Assistant Director of the Office for IT and eGovernment, in charge of General Affairs, Finance, and HR, where his responsibilities included communication with telecom operators and monitoring projects such as the construction of the State Data Center and the Innovation District.
At Telekom Srbija, he managed departments responsible for business clients, investment construction, and digital content sales, overseeing cooperation with state institutions, public enterprises, and major investors, as well as the development of ICT infrastructure and mobile payment services (mPayment, mParking, mMembership, mReceipt, video streaming).
By decree of the President of the Republic of Serbia, he was awarded the Order of Labour. He is married, a proud father of two daughters and one son, and speaks English.

H.E. Eng. Majed Sultan Al Mesmar
H.E. Majed Sultan Al Mesmar is the Director General of the Telecommunications and Digital Government Regulatory Authority and a member of the UAE Higher Committee for Government Digital Transformation. He oversees TDRA’s mandates under Federal Decree No. 3 of 2003, fostering a competitive telecom market and advancing digital government initiatives.
With over 3 decades of experience, he held leadership roles at TDRA, Etisalat Group, and Mobily, KSA. Since 2017, H.E. chaired the ICT Fund, driving investments in education and innovation to prepare national talent for the digital future.
H.E. contributes to key committees, including the UAE Council for Artificial Intelligence and Blockchain, Policies and Legislation Committee of Fourth Industrial Revolution Council, Special Steering Committee for 5G and Higher Committee of the Mohammed bin Rashid Smart Education Program. Mr Ömer Abdullah Karagözoğlu
Mr. Ömer Abdullah Karagözoğlu has been the Chairman of the Board and President of the Information and Communication Technologies Authority (BTK) of the Republic of Türkiye since August 2018. He was re-appointed for a second term in August 2022 after completing his first 4-year term in this position.
He was born in Glasgow, Scotland in 1975. He is an Electrical and Electronic Engineer graduated from Eastern Mediterranean University.
Mr. Karagözoğlu worked as a software engineer at Istanbul Water and Sewerage Administration (ISKI) of Istanbul Metropolitan Municipality (IMM) from 2002 to 2004. Between 2004 and 2016, he held various managerial positions at BELBIM, a technology company of IMM.
He served as the Adviser to the Chairman and Board Member of BTK before his appointment.
