Project Summary

Problem:
ARIA-Lex is a starting point for structured dialogue with sector specialists, duty-holders and authorities, and domain experts. It is not intended to replace, presuppose, or predetermine what actions are appropriate in any given context, jurisdiction, or operational setting. All 1671 pre-loaded messages carry provisional validation status to be reviewed, adapted, and validated by appropriate authorities before use in live alerting systems.

ARIA-Lex organises messages into 17 action themes across two registers. Each sector–hazard–severity combination draws from a subset of these themes, but not every theme applies to every situation.

Register A – Operational Actions: Protective, logistical, and public-facing messages. Guidance that directly enables protective action by individuals, communities, or operational responders.

Register B – Systemic / Institutional Actions: Coordination, infrastructure, policy, and institutional messages. Guidance for authorities and institutions managing systems rather than direct public protection.

A sector-specific, severity-tiered early action messages for national authorities, UN agencies, and EWS implementers. Grounded in IFRC, WHO, WMO, FAO/WFP, UNICEF, OCHA, ITU, and UNDRR frameworks.
