             Description

Rationale / “Plug-in hybrids, sometimes called Plug-in Hybrid-Electric Vehicles (PHEVs),
Interpretation / are hybrids with high-capacity batteries that can be charged by plugging them into
Benchmarking an electrical outlet or charging station. They can store enough electricity to reduce
their fuel use significantly under typical driving conditions.” (US Department of
                                Energy)
“All-electric vehicles (EVs) run on electricity only. They are propelled by one or
more electric motors powered by rechargeable battery packs. EVs have several
                                advantages over conventional vehicles:
                                • Energy efficient: EVs convert about 59-62 per cent of the electrical energy from
the grid to power at the wheels. Conventional gasoline vehicles only convert
                                  about 17–21 per cent of the energy stored in gasoline to power at the wheels.*;
                                • Environmentally friendly: EVs emit no tailpipe pollutants, although the power
plant producing the electricity may emit them. Electricity from nuclear-, hydro-,
solar-, or wind-powered plants causes no air pollutants; and
                                • Performance benefits: Electric motors provide quiet, smooth operation and
stronger acceleration and require less maintenance than internal combustion
engines (ICEs).” (US Department of Energy)
Cities should count PHEV and EV as low-emission vehicles.
An improving trend and higher values are considered positive.

             Methodology Calculate as:
Numerator: Number of low-emission vehicles registered (PHEV & EV).

                                Denominator: Number of total vehicles.
                                Multiply by 100.
             Unit Percentage

Data Sources Data can be collected from government agencies that register passenger motor
             / Relevant vehicles.
