It is recommended that Riyadh collects data for, and reports, the KPIs in this category. The role of
e-governance as a building block to a true smart sustainable city has been emphasized by the UN
and the OECD. E-governance builds trust between the governments and citizens by involving citizens
in the policy process. It makes public services delivery more effective, accessible and responsive to
people’s needs. Open data and public sector e-procurement help establish government transparency
and accountability. E-processes facilitate sharing of information and ideas among various government
agencies and departments, leading to higher operational efficiency. Lastly, they save not only resources,
effort and money, but also increase service quality levels and reduce the time citizens need to spend
dealing with government departments.
Optimizing open data availability: Riyadh may find Recommendations such as ITU-T Y.3600: ‘Big
data standardization roadmap’ particularly helpful when scaling the backend of its e-services and
e-processes, along with ITU-T Y.4461: ‘Framework of open data in smart cities’ when expanding its
open data offerings.
