The Plenipotentiary Conference (Minneapolis, 1998)
invited the Council to establish an open working group
of Member States and Sector Members to review the
management, functioning and structure of the Union as
well as the rights and obligations of Member States and
Sector Members. It also instructed the Secretary-General
and the Directors of the Bureaux to report to Council on
the further changes for improving the organization and
working methods that are necessary to ensure that ITU is
able to meet its objective as set forth in the
Constitution and developed in the strategic plan.

Advisory Panel |

To advise him on how to chart the future of ITU, the
ITU Secretary-General set up a Reform Advisory Panel,
comprised of ministers and other senior government
officials, Industry CEOs, regulators and operators. The
Panel met twice in Geneva and worked collegially by
correspondence in the interval. At its second meeting of
10 March 2000, the Panel approved a set of
wide-ranging recommendations to guide the reform
of ITU.
