The Korea Information Society Development Institute (KISDI) was established in January 1985 as the only professional research organization specialized in policy studies regarding the information and communications sector. KISDI has conducted extensive research on the trend of IT industry, and the transformation of the traditional economic structure in the emerging information society. KISDI also carried out studies on a regulatory framework for fair competition in the telecommunications service market. Along with development of the information and communications sector in Korea, KISDI has contributed to the overall competitiveness of the nation by providing the vision and policy direction to the government to gear up for the nowledge-based society.

Dr. Seo is the current Director of International Cooperation Division at KISDI. His previous positions include KISDI APIICC Director, DGT-KTC Director, and TEIN (Trans-Eurasia Information Network) Project Manager.
Dr. Bohyun Seo was appointed as the vice chair of the ITU Telecommunication Development Advisory Group (TDAG) at the World Telecommunication Development Conference (WTDC-2010) held from May 24 to June 4 in India. Dr. Seo will accordingly serve the post for the next four years.
