The International Telecommunication Union (ITU) is organizing the ITU Regional Radiocommunication Seminar 2025 for Asia and the Pacific (RRS-25-Asia&Pacific), followed by the ITU Workshop on Modern Spectrum Management 2025 for Region 3 (WS-MSS-25-R3). Both events will be kindly hosted by the
Ministry of Industry and Information Technology (MIIT) of China, in cooperation with the
Asia-Pacific Telecommunity (APT).
These events will be held in Chengdu, China, over the period 20-29 October 2025 (please see the Draft Programmes, on Tab:
Information).
Their contents will be organized as follows:
RRS-25-Asia&Pacific
- A pre-seminar web tutorial will be available on this website (please see Tab: Download Resources). This tutorial will provide the basic concepts of spectrum management at national and international levels, their links with ITU Radio Regulations (RR), ITU and ITU-R structures and functions, including the study groups and BR departments, and ITU basic texts, with emphasis on the RR and their associated Rules of Procedure (RoP). A good understanding of the pre-seminar web tutorial concepts is required in order to be able to participate actively in the Seminar.
- The first part of the Seminar will cover concepts related to international spectrum management and the procedures for recording of frequency assignments in the Master International Frequency Register (MIFR). This will be followed by a review of the Agenda of the next WRC-27. This part will also cover the current regulatory framework for international frequency management of spectrum for both terrestrial and space services. This will include basic training on ICT tools developed by ITU for frequency notifications for those services and for the technical examinations. In addition, information on BR and BDT spectrum management activities will be provided.
- During the second part, hands-on workshops will be carried out on the use of these tools for terrestrial and space stations. These workshops will enable the participants to get experience with ITU notification procedures as well as with the software and electronic publications made available by the Radiocommunication Bureau to the Administrations of Member States and to the ITU-R Sector Members.
- The Seminar will continue with a Forum on:
“Modern Radiocommunication Systems”. The sessions of this Forum are indicated on the Draft Programmes (please see on Tab: Information).

Seminar will conclude with Round Tables on WRC-27 Agenda.
WS-MSS-25-R3
- This Workshop will start on Saturday 25/10, with a Field Visit to a Spectrum Management Research Organization and Monitoring Enterprise.
- It will continue on Monday 27/10 sessions on International Spectrum Management, including the works of ITU-R SGs and ITU-R Recommendations and best practices, in particular Study Group 1 (Spectrum Management), and Tutorials on ITU RR Browser and ITU Art 5 Analyzer Tools, helping administrations to align their National Tables of Frequency Allocations’, NTFA, with the Radio Regulations and incorporate (on a voluntary basis) relevant ITU-R Publications.
- Next day sessions will be devoted to National Spectrum Management, and its layers: Planning, Licensing (including Spectrum Valuation and Pricing), Enforcement and Monitoring. The Spectrum Management for non-commercial telecom services (e.g.: Aeronautical, Maritime, Amateur Radio) will be also tackled.
- The Workshop will conclude with sessions on Modern Spectrum Management and Monitoring Systems, illustrated both by Specialized Enterprises and Country Cases within the Region.

Documentation
The Seminar and Workshop documentation will be available on this page (please see Tab: Download Resources). Given the amount of practical work expected during the workshops, participants are required to install the necessary tools on their laptops in advance; laptops should be able to perform the set of minimal specifications.
Registration
ITU Member States and Academia as well as ITU-R Sector Members and Associates from the Region are invited to attend the RRS-25-Asia&Pacific and the ITU Workshop on Modern Spectrum Management 2025 for Region 3 (WS-MSS-25-R3). Attendance is free-of-charge for their representatives.
Advance registration of all participants is required. Registration will be carried out exclusively online and will require the approval of the corresponding Designated Focal Point (DFP) for ITU-R event registration. Participants will find the necessary information on registration at: www.itu.int/en/ITU-R/information/events. Please note that Registration for each event shall be made separately.

Fellowships
To encourage participation of developing countries and subject to availability of funds, the MIIT of China kindly offers one full (or two partial) fellowship per eligible Member in the Region. Fellowship will cover both:
- The air ticket (one return economy class ticket by the most direct/economical route from the country of origin to the meeting venue).
- Appropriate subsistence allowance intended to cover accommodation, meals and incidental expenses.
- Partial Fellowship will cover only one of the above, to be chosen out by the participant.
Member States shall cover the remainder of the cost of participation.
Member States are encouraged to select their candidates taking into consideration the inclusion of persons with disabilities and persons with specific needs, bearing in mind gender balance.
The duly validated fellowship request form (please see Fellowships on Tab: Information) and its annexes, if any, must be returned to the Fellowships Service by e-mail to fellowships@itu.int or by fax: +41 22 730 57 78, by 7 September 2025 (23H59 Geneva time) at the very latest.
Registration prior to submitting the fellowship request is mandatory. Please note that fellowships will be offered to participants registered and attending both events.
