World Radiocommunication Conference (Istanbul, 2000)

The 2000 World Radiocommunication Conference (WRC-2000) was the first WRC held outside of Geneva. It was also the first ITU conference hosted by Turkey and was soon followed by the 2002 World Telecommunications Development Conference (WTDC-02), which was also held in Istanbul, and the 2006 Plenipotentiary Conference (PP-06).

One of the most remarkable memories of the WRC-2000 was the construction of a new conference centre in Istanbul. The 3000-person capacity conference centre was to be built in the six months preceding the conference with its sole purpose of hosting the WRC-2000. Many people questioned whether it would be complete right up until the day before the Radiocommunication Assembly started.

As it was one of the most well attended conferences, it was not easy to obtain consensus on a number of issues. Re-Planning of the Broadcasting-Satellite Service for Regions 1 and 3 was an important milestone to achieve. In spite of a number of difficulties and different approaches by different regions and different countries, the conference was able to agree on the BSS re-Planning successfully.

Searching for additional frequency bands for IMT-2000, third generation mobile systems, was another important and complex issue. The existing spectrum identified in 1992 at WARC-92, was not sufficient. It was also not possible to harmonize sufficient spectrum for global roaming of IMT-2000 terminals. Forecasted growth in the number of users in coming years and possible implementation of new innovative services over the IMT-2000 system necessitated the search for additional spectrum. Besides diverging desires of the countries for additional frequencies, three common bands, available on a global basis for countries wishing to implement the terrestrial component of IMT-2000, were agreed upon by the Conference. These bands were: 806-960 MHz (http://www.itu.int/newsarchive/wrc2000/IMT-2000/806-960MHz.html), 1 710-1 885 MHz and 2 500-2 690 MHz.

By agreeing on power limits for the earth stations of Geostationary-Satellite Orbit (GSO) networks and Non-Geostationary-Satellite Orbit (NGSO) networks, the WRC-2000 provided regulatory provisions for sharing between the two systems.

The additional spectrum made available for radionavigation-satellite service by the conference made it possible for Russia’s Global Navigation Satellite System (GLONASS) and the US Global Positioning System (GPS) to develop into second-generation systems. Europe’s new radionavigation-satellite system (Galileo) was also provided with the opportunity to use necessary spectrum to ensure its proper operation.

Another important issue was the new allocations made for the use of high density fixed service (HDFS), which was particularly important for the developing countries as a tool to bridge the digital divide. Fixed wireless access technology (FWA) was considered a promising technology for this purpose because of the simplicity of installation and lower cost. WRC-2000 succeeded to make allocations to HDFS in the 31.8 – 33.4 GHz, 37 – 40 GHz, 40.5 – 43.5 GHz, 51.4 – 52.6 GHz, 55.78 – 59 GHz and 64 – 66 GHz bands.
