All elements present in a URL should be accessible: from web page architecture, to its design, and its content. Navigation should be possible to all people, and specially people with disabilities, the aged, and those with any specific needs.
It is crucial we raise awareness and train, at a very general level, of the easy solutions available to make Internet as much accessible as possible to all. ITU URL perhaps could be in itself a showcase of accessibility, and also offer a tool to evaluate webpages for accessibility.
