Speakers' biography for Session on modern policies, guidelines, regulations and assessments of human exposure to RF-EMF

​​​​ SPEAKER BIOGRAPHY

​Haim Mazar - ATDI (France)​

Dr. Haim Mazar has been involved in wireless communications and the related regulatory and industrial activities since 1971. He has headed the RF Spectrum management, Licensing and Monitoring Division at the Israeli Ministry of Communications. Haim serves as ATDI spectrum management and licensing expert. Wiley published his book 'Radio Spectrum Management: Policies, Regulations and Techniques'; chapter 9 is dedicated to EMF. Dr Mazar serves as Rapporteur on intersectoral activities for ITU PP Resolution 176 (Rev. 2017) Human exposure to and measurement of EMF'. He contributed to the ITU-R Handbook on Spectrum Monitoring, Chapter 5.6 'Non-ionizing radiation measurements' and conducts the on-going studies within ITU-R Working Party 1C in response to Question ITU-R 239/1 'EMF measurements to assess human exposure'. Dr. Mazar contributed to the 2017 ITU-D Report on Question 7/2: 'Strategies and policies concerning human exposure to EMF'. He submitted ATDI's contribution 'EMF: Revisions of ITU-D Resolution 62 and Question 7/2' to ITU-WTDC 2017 and assisted to revise Question 7/2 and its Resolution 62. He actively participates at ITU-T meetings on Question 3/5 'Human exposure to EMFs from ICTs'. Haim served as the vice chairman of ITU-R Study Group 1 (Spectrum Management); today Haim is vice chairman of ITU Study Group 5 (Terrestrial Services). He contributed more than 240 papers to all ITU-R Study Groups since 1991. He received his BSc in electrical engineering from the Technion, Haifa, Israel in 1971, an MBA from Bar-Ilan University, Israel, in 1988, and a PhD from Middlesex University, London, UK in 2008, specializing in worldwide spectrum management regulations and EMF.

Michael Milligan - Mobile & Wireless Forum

Michael is the Secretary General of the Mobile & Wireless Forum (MWF), an international association of telecommunications equipment manufacturers with offices in Brussels, Hong Kong and São Paulo. He is responsible for representing the association and its members to governments and other stakeholders on a range of issues including health and safety, security and accessibility. Immediately prior to joining the MMF, Michael was the Deputy Executive Officer for the Australian Mobile Telecommunications Association. Michael has also worked within the Australian Government and his forma​l qualifications include a Bachelor of Arts (Hons.), Laws and a Master of Laws.

Emilie Van Deventer - World Health Organization (WHO)

Emilie van Deventer is the Team Leader of the Radiation Programme at the World Health Organization (WHO). This programme covers the public health aspects of ionizing and non-ionizing radiation safety. She is responsible, inter alia, for the WHO International EMF Project which provides information on the health impact of EMF exposure and guidance to national authorities on radiation protection programmes. Before joining WHO, she was a professor of Electrical and Computer Engineering at the University of Toronto, Canada. She holds a PhD from the University of Michigan, USA and received an honorary doctorate (doctor honoris causa) from the University of San Marcos, Lima, Peru in 2014.

Eric Van Rongen - International Commission on Non‐Ionizing Radiation Protection (ICNIRP)

Eric van Rongen graduated in biology at the State University of Leyden, the Netherlands in 1980. Subsequently he performed research on tumour and normal tissue radiobiology at the Radiobiological Institute of the Netherlands Organization for Applied Scientific Research TNO and received his PhD in 1989. Since 1992 he is senior scientific staff member with the Health Council of the Netherlands and primarily involved with non-ionizing radiation. As Scientific Secretary of several Expert Committees he has written many advisory reports on the health effects of low and high frequency electromagnetic fields, UV and ionizing radiation, but also on non-radiation subjects. He is member of the International Advisory Committee of the WHO International EMF Project and cooperates closely with WHO on the development of Environmental Health Criteria monographs on EMF, currently the one on radiofrequency fields. He is member of several national and international organizations and committees in the field of non-ionizing radiation and has been President of the European Bioelectromagnetics Association (EBEA). He has been serving ICNIRP as Consulting Member since May 2001, as member of the former Standing Committee II Biology since November 2006 and has been elected in the Commission in May 2010. He is now serving as the ICNIRP Chair since May 2016. ​​​

Mich​ael Wood - Telstra (Australia)

Mike Wood​ is currently Chairman of the International Electrotechnical Commission (IEC) Technical Committee 106 which has global responsibility for EME testing standards for mobile phones, devices, wireless networks and radio communication systems. The current focus for TC106 is the 2020 strategic business plan and development of standards for the assessment of future 5G mobile technologies. Mike is also active in the ITU standards and in Australia chairs the Australian Mobile Telecommunications Association RF Safety Compliance Program. Mike is a Distinguished Professional with Telstra and the General Manager for Telstra’s Strategy, Governance and Risk Management program and has worked in standards development for over 20 years.

Wu Tongning Tony - ​China Academy of Information and Communications Technology (CAICT), China

Tongning Wu is a senior engineer in China Academy of information and Communications Technology (CAICT), where he acts as the leader of the bioelectromagnetic team. He obtained his Ph.D degree from Université Paris-Est Marne-la-Vallée in 2009. His work focuses on electromagnetic fields dosimetry, numerical modeling and biomedical signal processing. In the past three years, he was responsible for first key national projects on biomedical imaging processing, one Franco-China project on dosimetry with infant models and several key projects from the mobile industry. He is the board member of the China Bioelectromagnetic Association and China Digital Medical Association. He also participated in the IEC/IEEE workgroups on EMF safety.
