Peter was born on Acklins and received his early education at the North Andros and Grays, Long Island all age schools and at Hawksbill High School, Freeport.

He earned his Bachelor of Business Administration from Prairie View A&M University, Prairie View, Texas and his MBA from Nova Southeastern University in South Florida. Peter is licensed as a Certified Public Accountant in the State of Texas and has a Chartered Accountant in the Bahamas. He has been and involved in many professional and civic organizations.

In May 2017, Mr. Turnquest was elected to the House of Assembly as the FNM representative for East Grand Bahama Constituency. He was appointed Deputy Prime Minister and Minister of Finance in Ministry of Finance.

Mr Brahima Sanou has been Director of the ITU Telecommunication Development Bureau (BDT) since January 2011. Mr Sanou was elected, on 24 October 2014, to a second four-year term.

He draws on over thirty years of experience in the ICT sector at national and international level. 

A national of Burkina Faso, Mr Sanou is committed to promoting ICT as a major driving force for sustainable socio-economic development, in particular in least developed countries, remote and rural regions and amongst persons with special needs. His focus is on sharing knowledge and coordinated resources through multi-stakeholder, cross-sector platforms such as the m-Powering Development Initiative, the Smart Sustainable Development Model initiative and the ITU Academy.

Prof. Dr. Marco Gercke is an international expert in the field of Cybersecurity and Cybercrime and for more than fifteen years advises governments, international organizations and large enterprises on those matters. He is director of the Cybercrime Research Institute - an independent global think tank dealing with legal aspects of Cybercrime and Cybersecurity. Holding a PhD in criminal law with a focus on Cybercrime he is for several years teaching law related to Cybercrime, International Criminal Law and European Criminal Law at the University of Cologne. The focus of his research is on international aspects of strategy/policy/law/regulations related to Cybersecurity and Cybercrime. In this respect he was and is working as an expert for several international organizations among them the Council of Europe, the European Union, the United Nations and the International Telecommunication Union.

Mr. R.S.Sharma joined as Chairman, Telecom Regulatory Authority of India (TRAI) on 10th of August, 2015. Prior to joining TRAI Mr. R.S.Sharma was working as Secretary to Government of India in the Department of Electronics and Information Technology. He has also worked as Chief Secretary to the State Government of Jharkhand (India). His other assignments include Director General & Mission Director of the Unique Identification Authority of India (UIDAI) where he was responsible for over-all implementation of this ambitious and challenging project undertaken by the Government of India for providing Unique Identification (christened as Äadhaar”) to all its Residents.

Before his posting at UIDAI, Mr. Sharma worked with the Government of Jharkhand as Principal Secretary of the Departments of Science and Technology, Drinking Water & Sanitation, Information Technology (IT), Rural Development and Human Resources Development. As Principal Secretary of the IT Department, Mr. Sharma was responsible for formulation of State policies in the IT and e-Governance areas. He also over-saw the implementation of various e-Governance Projects in all the Departments of the State Government.

Mr. Sharma has held important positions both in the Government of India and State Governments in the past and has been deeply involved in the administrative reforms and leveraging IT to simplify the administrative processes. During his posting in Government of India, he has worked in the Department of Economic Affairs and has dealt with bilateral and multilateral development agencies like World Bank, ADB, MIGA and GEF. He was also in-charge of Financing of Infrastructure projects in the Highways, Ports, Airports and Telecom sectors. Mr. Sharma's contributions to the IT and e-Governance have been widely recognized both within India and outside. He has been responsible for implementing a number of Projects relating to ICT Infrastructure, Process Re-engineering and Service Delivery in Public Private Partnership (PPP) mode. Mr. Sharma holds a Masters Degree in Mathematics from IIT, Kanpur (India) and another Masters in Computer Science from the University of California (USA).

Dr. Mark Jamison is the director and Gunter Professor of the Public Utility Research Center (PURC) at the University of Florida and also serves as its Director of Telecommunications Studies. He provides international training and research on business and government policy, focusing primarily on utilities and network industries. He directs the PURC/World Bank International Training Program on Utility Regulation and Strategy.

Dr. Jamison’s current research topics include leadership and institutional development in regulation, competition in telecommunications, and regulation for next generation networks. He has conducted education programs in numerous countries in Asia, Africa, Europe, the Caribbean, and North, South, and Central America. Dr. Jamison is also a research associate with the UF Center for Public Policy Research. He blogs for the American Enterprise Institute and for The World Bank.

Dr. Jamison served on the US Presidential Transition Team in 2015-2016, focusing on the Federal Communications Commission. He is the former associate director of Business and Economic Studies for the UF Center for International Business Education and Research and has served as special academic advisor to the chair of the Florida Governor's Internet task force and as president of the Transportation and Public Utilities Group. Previously, Dr. Jamison was manager of regulatory policy at Sprint, head of research for the Iowa Utilities Board, and communications economist for the Kansas Corporation Commission. He has served as chairperson of the National Association of Regulatory Utility Commissioners (NARUC) Staff Subcommittee on Communications, chairperson of the State Staff for the Federal/State Joint Conference on Open Network Architecture, and member of the State Staff for the Federal/State Joint Board on Separations. Dr. Jamison was also on the faculty of the NARUC Annual Regulatory Studies Program and other education programs.  Dr. Jamison serves on the editorial board of Utilities Policy. He is also a referee/reviewer for theInternational Journal of Industrial Organization,The Information Society, Telecommunications Policy, and Utilities Policy.

5G roadmap: challenges and opportunities ahead
  
The 5th generation of mobile technology — "5G" —will enable a seamlessly connected society in the 2020 timeframe and beyond (ITU standards IMT2020) bringing together people along with things, data, applications, transport systems and cities in a smart networked communications environment, driven by 3 cornerstones: 1. Enhanced mobile broadband; 2. Ultra-reliable low latency communications; 3. Massive machine type communications. These drivers entail a set of mutual synergies but also trade-offs that need to be dealt. This session will address the present and future activities and outcomes performed by the ITU community in that regard, and share the views of regulators, operators and vendors on the development of 5G systems.

​Mr. Mario Maniewicz is the Deputy-Director of the International Telecommunication Union’s Radiocommunication Bureau, which plays a vital role in the global management of the radio-frequency spectrum and satellite orbits. Among his various duties related to that position, he was responsible for the overall organization and running of the recently held World Radiocommunication Conference 2015 (WRC-15). Mr. Maniewicz has been with the ITU for almost 30 years, where he has held various positions of responsibility at ITU headquarters as well as in the Regional Offices in Peru, Chile and Brazil, leading activities towards fostering global telecommunications development.

During his tenure at ITU’s Telecommunication Development Bureau, as Chief of the Infrastructure, Enabling Environment and E-Applications Department, Mr. Maniewicz directed ITU’s efforts to assist developing countries in bridging the digital divide by promoting the use of ICT-based networks, services and applications, while ensuring the use of appropriate technologies to build or extend their information and communication infrastructure and adapt to the rapidly changing telecommunication/ICT environment. Previously, Mr. Maniewicz was Chief of Policies and Strategies at ITU’s Development Bureau, where he was responsible for the Union’s activities in the policy and regulatory domain, human capacity building, ICT statistical data collection and analysis, and other development domains, including Internet and IP networks development. Earlier, Mr. Maniewicz was Head of Human Capacity Building, where he was actively involved in promoting projects and activities in developing countries specifically related to Training, Human Resources Management and Development, Organizational Development and Managerial Development for Telecommunications.

Originally from Uruguay, Mr. Maniewicz is an Electronic Engineer specialized in Telecommunications. Before joining the ITU he held both technical and managerial positions in the main telecommunication operator in his home country. He also worked as assistant professor at the Faculty of Engineering of Uruguay’s main University.

Martin Adolph is a Study Group Advisor with the ITU, the United Nation’s specialized agency for information and communications technologies. Working in ITU’s standardization bureau, he is coordinating ITU-T activities in the field of performance, quality of service, and quality of experience, connected vehicles and automated driving; and distributed ledger technology. He holds diplomas in Computer Science from TU Dresden and in Engineering from École Centrale, Paris.

​Shiv K. Bakhshi, Ph.D., is Vice President, Industry Relations in Group Function Technology at Ericsson. He is charged with the responsibility of technology and spectrum strategies for Africa and the Middle East, and works closely with industry and policy leaders in those regions.
A recognized expert in mobile technology, policy and markets, Dr. Bakhshi is a strong believer in the role ICT and mobile broadband can play in economic development and in helping unleash the digital vitalities of the peoples in emerging economies.
Earlier, as an industry analyst and consultant, Dr. Bakhshi headed the worldwide mobile network and device practices for a leading research and advisory firm for several years. A frequent speaker at industry, academic and policy conferences, he has presented on a broad range of technology and policy topics on the structural transformation of the mobile industry and its changing impact on society.
At Ericsson, as member of the company’s CTO organization, he is focused on future spectrum issues that are subject of the World Radio Conference and on new and emerging technologies, including those pertaining to 5G and the IoT. The use of ICT and mobile broadband for economic development and for bridging the digital divide remain the defining interests of his work.
Dr. Bakhshi started his career as a journalist in India. Later, as an academic, he taught international telecom policy and strategy, and directed graduate and doctoral research, at the University of Kentucky.
A political economist by training, he has a bachelor’s in Economics from Calcutta University. He earned his master’s as well as his doctorate in Communication from The Ohio State University. He is based in USA.

​Donna Bethea-Murphy is Senior Vice President of Global Regulatory Policy and Development for Inmarsat, where she leads the company’s global regulatory policy activities. She also serves as an appointee to the National Telecommunications and Information Administration’s Commerce Spectrum Management Advisory Committee the National Telecommunications Security, Reliability and Interoperability Council.  Donna serves as a Vice Chair and founding member of the International Telecommunication Union’s (ITU) Smart Sustainable Development Board, and is a Focal Point on the ITU/UNESCO Broadband Commission for Sustainable Development, where she manages the Working Group on broadband technologies in space and the upper atmosphere.  Donna previously served as Chair of the Satellite Industry Association’s board, and serves on the board of the US ITU Industry Association.  Prior to joining Inmarsat, Bethea-Murphy was Vice President of Regulatory Affairs for Iridium, Senior Director of Spectrum Policy at the PanAmSat Corporation, Director of Technology and Regulatory Affairs for AirTouch Communications, and began her career with responsibility for international and domestic spectrum policy at the FCC.

​Dr. Rawat is President and CEO of Expert Strategies International, LLC, a consulting firm, advising national and international entities on telecommunication policies and regulations. In 2014 she became an Officer of the Order of Canada for her “contributions to telecommunications engineering and for leadership in establishing the global regulatory framework for radio spectrum management”.

Between 2011-14, she worked as Vice President and Ambassador to ITU for BlackBerry. During 2004-11, she was President of Communications Research Centre of Canada. Before that, Dr. Rawat spent 28 years within the Canadian Government where she held executive positions in managing  radio frequency spectrum.  Dr Rawat has led Canadian delegations to the ITU and Citel and has chaired numerous Committees/Working Groups including being the first woman to chair ITU’s WRC-2003 and Study Group 4 dealing with satellite services.

Longlist of national and international awards include ITU’s (UN organization) gold medal by the Secretary General; Govt of Canada ‘s  highest Public Service Award of Excellence – 2011; Canada’s Most Powerful Women, Top 100, Canada’s Executive Women’s Network (2005);  and from Canadian Women in Communications’ Canadian Woman of the Year – 2004.

Randol M Dorsett is the Chairman of the Utilities Regulations and Competition Authority (URCA). He is a practicing Lawyer and a specialist in International and Commercial Law admitted to practice in both the New York and The Bahamas. Randol has developed a successful litigation and Dispute Resolution practice and is a former Partner at Graham Thompson, one the leading law firms in The Bahamas. At URCA, Randol has overseen activities to support the Government’s liberalization of the Cellular Mobile market and to establish URCA as the Regulator for the Electricity Sector. Randol is an adjunct Law Lecturer at the University of The Bahamas. He is married to Nicolette Dorsett and they are the parents and guardians of two children, their son Randol Jr., and nephew Ricardo.

Titulaire d’un diplôme d’Ingénieur d’Etat en Electronique Option Télécommunications de l’Institut d’Electronique de l’Université des Sciences et de la Technologie Houari Boumediene (USTHB) d’Alger en Algérie, Tontama détient aussi un Master en Administration des Entreprises de l’IAE Poitiers (Institut d’Administration des Entreprises) de l’Université de Poitiers en France, ce qui lui confère la double compétence d’ingénieur et de gestionnaire. Professionnel de l’industrie des télécommunications, il totalise plus de 15 années d’expérience dont 10 ans à des postes de hautes responsabilités en tant que Directeur Technique chez plusieurs opérateurs à l’international. Il a servi dans cinq (05) pays d’Afrique Centrale et Occidentale et capitalise ainsi une solide expérience et expertise dans la définition et formulation, de la stratégie à la réalisation d’étude d’ingénierie, planification, déploiement, gestion de la qualité, exploitation et maintenance des réseaux et services de télécommunications. Interface principal et privilégié avec les autorisés de régulation dans les différents pays où il a servi, il a pu acquérir et capitalise aussi une parfaite et grande connaissance des questions de régulation des réseaux et services de communications électroniques.

Tontama a en effet débuté sa carrière professionnelle au Burkina Faso en 1999 en tant qu’Ingénieur Offres et Chef de Projet Télécoms à la Société Africaine d’Électricité (SAEL) avant de rejoindre Telecel Faso un an plus tard en tant qu’Ingénieur Commutation. A Telecel Faso, il fera partie des tous premiers employés et participera ainsi activement à la mise en place du réseau et au lancement commercial des activités en décembre 2000. Forts de ses très bonnes performances, il sera aussitôt promu responsable du département Commutation, Roaming et Interconnexion. En avril 2004, il sera désigné par le comité de direction, meilleur employé de Telecel Faso.   En 2005, il est promu Directeur Technique de la nouvelle opération du Groupe Atlantique Télécom en République Centrafricaine où il confirmera ses talents et sera rappelé trois (03) ans plus tard au siège du groupe à Abidjan où il lui a sera confié la gestion d’un important projet dénommé “Big Bang” destiné au développement et à l’extension agressive des réseaux des six opérations du groupe.

En avril 2009, il est nommé Directeur Technique au Togo avec pour mission principale la modernisation du réseau et l’amélioration significative de la qualité afin de soutenir la croissance en vue de l’opération. Fort de la belle réussite au Togo, en septembre 2012, il est muté au Niger avec les même missions et objectifs ; ce qu’il réussira également avec brio et entière satisfaction.

En octobre 2016, le gouvernement burkinabé lui fait confiance et lui confie la présidence de l’autorité de régulation des communications électroniques et des postes.

Ingénieur d’Etat en Electronique Option Télécommunications de formation de base, Tontama Charles MILLOGO préside le Conseil de régulation de l’Autorité de régulation des communications électroniques et des postes (ARCEP) depuis le 16 novembre 2015, date de sa prestation de serment devant la Cour d’Appel de Ouagadougou. En effet, en octobre 2015, c’est sur lui que le gouvernement burkinabé a placé sa confiance et lui a confié la présidence de l’ARCEP en raison de ses qualités morales, de ses compétences technique et de son expérience avérée dans le domaine des communications électroniques comme l’exige l’article 7 du décret n° 2009-336/PRES/PM/MPTIC portant attributions, composition, organisation et fonctionnement de l’Autorité de régulation.

Professionnel de l’industrie des télécommunications, il totalise plus de quinze (15) années d’expérience dont dix (10) ans à des postes de très hautes responsabilités en tant que Directeur Technique chez plusieurs opérateurs à l’international. Il a servi dans cinq (05) pays d’Afrique Centrale et Occidentale et capitalise ainsi une solide expérience et expertise dans la définition et formulation, de la stratégie à la réalisation d’étude d’ingénierie, la planification, le déploiement, la gestion de la qualité, l’exploitation et la maintenance des réseaux et systèmes de télécommunications. Mr. El Gowini presently is Member of the Board of Directors of the National Telecom Regulatory Authority and adviser to the NTRA CEO for Telecom Policies.

Previously Mr. El Gowini was the NTRA Vice President for Regulatory and Economical Affairs. Supervising the drafting of market growth policies and the fundamental governing rules in addition to the mechanisms of strategic planning. Participated in the preparation of telecom service licenses, implementation of required measures to regulate the telecom sector from the technical and economic aspects, determining the appropriate technologies and services in this concern.

As the VP, Mr. El Gowini supervised the International Relations and communications, the issues related to the planning and management of Universal Service projects and the supervision of the frequency spectrum sector.

Presently as a Board Member and Advisor, Mr. El Gowini represents the NTRA regionally and internationally in various events related to the telecom industry, but more specifically to the ITU. With the objective to ascertain that Egypt in the field of Telecommunications is in line with its commitments to the various regional and international organizations.

Previously, Mr. El Gowini held senior management positions in multi-national telecom organizations, such as Sprint International, Global One and Teleglobe International.

As well as driving market share and revenue, Sue’s team also leads the creation and execution of payment solutions designed to offer financial inclusion to consumers who cannot get access to financial products such as bank accounts. Mastercard currently have over 750 such programs, across 80 markets. Bocar BA is a renowned advocacy specialist, business development expert, and a promoter of digital development throughout the Middle East and Africa regions. He globally chairs International Telecommunication Union (ITU)'s Chief Regulatory Officers Meeting, a platform devoted to representing the interests of telecoms and ICT private sector. He also serves on the m-Powering Development Initiative's Advisory Board, and is the chairman of the m-Powering Development Initiative's Working Group on Partnerships.

BA, as CEO, leads SAMENA Telecommunications Council, a premier association of telecom operators, active within the South Asia - Middle East - North Africa region on digital development advocacy and sector partnerships between the private and the government sectors. He has spearheaded major initiatives in the interest of the digital communications industry.

As a knowledge contributor on digital development through effective policymaking, and as a strong believer in the need for realizing industry-wide collaboration and achieving socio-economic progress through ICT and incentivized investment in digitization, Bocar BA has been a speaker at various global industry platforms. He has built new global alliances as well as a strong ICT advocacy network to help address critical technology-centric and policy-level issues, currently being encountered within the industry.

BA also serves as director and board member in the leadership teams of several companies, active in the areas of investment, technology, management, and consultancy services. He is actively involved in the privatization processes in the MEA region and drives various investment projects, aiming to link new development opportunities throughout the region.
