This session will provide an introduction to the workshop and its main objectives. It will also give an overview of digital policy priorities and challenges in Africa through the exchange of views among a diverse and multistakeholder group of speakers. 

The session will be held as an interactive panel debate with the audience identifying the main priorities and challenges in the region.

11:45 - 12:45Session 2: Introduction to Internet governance 

This session will provide an overview of Internet governance, covering its definition, the principles that guide its evolution, the key topics encompassed in the field, the main actors, the global nature of the Internet and any other information that provides a solid background to this workshop. It will also address the main issues under discussion in international bodies, including those of the UN.

13:45 - 14:45Session 3: Telecommunications infrastructure: traditional and emerging challenges

This session will discuss the key components of the ICT infrastructure and the landscape of connectivity in Africa region, as well as emerging challenges, such as over-the-top services (OTT) and the efforts to connect the 'Internet of everything'.

Session 4: Names, numbers and standards: technical and policy aspects 

This session will address basic principles and the governance models of Internet names, numbers and standards. It will also discuss the challenges associated with the growth of the Internet (e.g. transition to IPv6, new gTLD programme, preserving interoperability).

11:00 - 12:30Session 5: Building confidence and security in the use of ICTs

This session will provide an overview of areas of cybersecurity, such as cybercrime, security of the core infrastructure, cyberwarfare and cyberterrorism, Internet safety and economic espionage. Discussions will focus on policy challenges, actors, and initiatives being implemented by various stakeholders. Main cyber threats and frameworks of cooperation will also be discussed.​

This session aims to discuss the priorities in capacity development in the African region, including the thematic gaps that need to be filled and best ways to deliver training. The session will also present the ITU Centers of Excellence network and its implementation in the region.

Session 7: Legal aspects of Internet governance: privacy as an example 

This session will provide an overview of the different types of legal instruments and their role in Internet governance (e.g. international agreements, national laws, private contracts - terms of service). It will focus on legal issues concerning online privacy and data protection from a legal standpoint (e.g. how laws and contracts deal with aspects such as consent and data collection) and also from a practical perspective, covering some privacy enhancing technologies.  ​

11:00 - 12:30Session 8: Digital economy and regional development 

This session will focus on the ways to create an enabling environment for the development of the digital economy in the African region. It will discuss how legal frameworks are aiming to facilitate e-commerce and the development of related services, such as local online marketplaces and e-payment mechanisms, as well as digital financial services. The session will also highlight some challenges created by a data-centered economy.
