Economic Affairs Officer
Félix Guimard is an Economic Affairs Officer at the United Nations Economic Commission for Europe (UNECE), where he serves as Coordinator for Digital Transformation and Emerging Technologies. In this role, he supports the development and implementation of initiatives that harness digital technologies to advance sustainable economic development, strengthen innovation ecosystems, and promote international cooperation across and beyond the UNECE region.
Prior to assuming his current responsibilities, Félix worked extensively on economic, regulatory, and digital governance issues within the United Nations system, contributing to policy dialogue, standards development, and capacity-building activities in support of member States.
Before joining the United Nations, Félix spent five years in the banking and financial services sector, followed by five years in the digital tax management industry, where he worked on technology-driven business solutions and regulatory compliance processes. This combination of financial, technological, and policy experience informs his work on digital development and innovation.
Félix holds several professional certifications in cybersecurity and ICT project management, reflecting his interest in digital trust, resilience, governance, and emerging technologies.
