Addressing global security concerns and building towards a more inclusive, safe, resilient and sustainable world
This panel session will bring together domain experts to discuss the challenges in addressing matters of global confidence and security in connected IT systems with consideration of the need for reliable and resilient solutions (in the context of WSIS Action Line C5). The audience will have opportunities to participate with the panel and to ask questions in order to benefit from this thought leadership and to take away actionable outcomes.

Professor Paul Haskell-Dowland is the Professor of Cyber Security Practice and Associate Dean for Computing and Security in the School of Science at Edith Cowan University, Perth, Australia. Paul has delivered keynotes, invited presentations, workshops, professional development/training and seminars across the world for audiences including RSA Security, ITU and IEEE. He has appeared on local, national and international media (newspaper, radio and tv) commenting on current cyber issues with a global audience reach of more than three billion people. His contributions through articles published in The Conversation have reached over three million readers. Paul has more than 25 years of experience in cyber security research and education leadership in both the UK and Australia.
Paul is the Chair and the ACS/Australian Country Member Representative to the International Federation for Information Processing (IFIP) Technical Committee 11 (TC11 - Security and Privacy Protection in Information Processing Systems); secretary to IFIP Working Group 11.1 (Information Security Management); a member of the ACS Cyber Security Committee; a Senior Member of the IEEE and the ACS (Certified Professional); and, a Fellow of the Higher Education Academy, BCS and the Australian Information Security Association. He is the author of over 100 papers in refereed international journals and conference proceedings and edited 33 books/proceedings. Paul is a member of the editorial board for the Elsevier journal Computers and Security.

Joyce is the President of the Computer Society of Zimbabwe, and the founder, Managing Consultant and CEO of X-Pert Solutions, which focuses on delivery of Business Strategies, Information and Communications Technology (ICT) Solutions, and Project Management. She is a Non-Executive Director who sits on Boards where she advises on ICT Strategic matters which include application of Artificial Intelligence (AI) and its relevance to specific Businesses. She is a current Board Member of IFIP, IP3.
Joyce is a renowned ICT Strategic Leader with focus on Digital Transformation incorporating Big Data Analytics in the AI context, ICT Governance encompassing ISO Standards, Business Continuity Planning, Disaster Recovery, ICT Audit and Cybersecurity.
She is a Professional Member of the Computer Society of Zimbabwe (PMCSZ). She holds an MBA from Nottingham Trent University (UK), a Diploma in Management Studies from Nottingham Trent University (DMS, UK), Financial Management Diploma (ACCA, UK) and a Certificate in E-Management from Wits University (SA). She also holds a Certificate in Business Project Management (Wits University, SA), and EDP (UZ) from the University of Zimbabwe.

Moira is a Professional Member and Fellow of IITPSA (Institute of IT Professionals South Africa), She received the IITPSA Distinguished Service in ICT Award in 2009. She is a Vice President of IFIP (International Federation of Information Processing), and Chair of IFIP IP3.
She is an accomplished speaker and has presented at conferences around the world. Notably, she has attended and presented at the WSIS Forum since 2012. Many of her presentations promote Trust and the Duty of Care.
Moira works as an independent consultant, providing learning design, development, and quality assurance services. Since the advent of Generative AI, she has taken a keen interest in how this technology can transform the way we work. Her commitment to governance and ethics ensures that she always considers emerging technology through this lens.

Margaret Havey is a Technical Advisor at Shared Services Canada, the Department responsible for the Government of Canada’s ICT infrastructures. She is a Professional Member and Fellow of CIPS and the Canada Country Member Representative to IFIP. Margaret is a member of the IFIP International Professional Practice Partnership (IP3) and was on the IFIP Task and Finish Group responsible for the IFIP ICT Code of Ethics.

Prior to co-founding Critical Infrastructure Information Sharing & Analysis Centre, Australia (CI-ISAC Australia) in 2022, Scott worked as the Global Intelligence Officer (APAC) for FS-ISAC between 2019-2022 where he was responsible for leading threat intelligence fusion for the global financial sector. Scott’s shift to the private sector followed over a decade in academia at the University of Melbourne and the University of Western Australia, where his research focused on international security issues, psychology, and his teaching areas were global criminology and field research methodology.
Scott’s journey to academia followed a stint (2006-08) at the Australian Security Intelligence Organisation (ASIO) where he was Lead Analyst responsible for banking and finance and oil and gas sectors in the critical infrastructure protection directorate (CIPD) responsible for national threat assessments and delivering assessments to key state government and private sector CI owners and operators. Regularly engaged as a subject matter expert by governments, international private sector MNEs, universities, and think tanks.
Scott holds a PhD from the Australian National University (ANU) and a master’s in strategic studies (ANU). He has published two books and over a dozen leading peer-reviewed academic journal articles in journals such as the Australian Journal of International Affairs, Defence and Foreign Affairs Strategic Policy, Journal of Pacific Affairs, and the Journal of Pacific History.

Dr Ben Sanders PhD, BSc (Hons), MSc, CEng, PgCert LTHE, CCNA, MBCS is Head of Department of Digital Futures. His specialist areas are Cyber Security and Computer Science at Winchester Business School. He has been lecturing in the fields of computer science, cyber security and networking for almost 10 years. He has led and authored a range of undergraduate and postgraduate computer science and cyber security degree programmes. He has delivered a range of professional training programmes including Cisco and Certified Information Systems Security Professional courses.
His academic interests are wide-ranging and he has published peer-reviewed research outputs in computer security, psychology, virtual worlds and management journals, book chapters and conference proceedings. He is a Visiting Research Fellow at Nanyang Technological University, Singapore and has presented his research at many international conferences including the USA, Europe, China and South Africa. Much of his research and teaching is focussed on cyber security, risk management, threat analysis and networks.
