The Thematic Workshop entitled “Round Table on Cyberlaw, Cybercrime & Cybersecurity” aims to examine the current developments in the area of Cyberlaw, Cybercrime & Cybersecurity as well as connected legal and policy issues during the Coronavirus times. With increasing cybercrimes and growing cyber security breaches, more and more countries are increasingly coming up with new cyber security legislations and policies which have a direct impact upon all stakeholders. The advent of Internet of Things, Artificial Intelligence and Blockchains and increasing cyber security breaches means that various legal, policy and regulatory concerning the Internet of Things, Artificial Intelligence and Blockchains need to be appropriately addressed.
The International Conference on Cyberlaw, Cybercrime & Cybersecurity as also Round Table on Cyberlaw, Cybercrime and Cybersecurity are based on unique interactive format wherein the cutting-edge developments concerning Cyberlaw, Cybercrime & Cybersecurity as also emerging technologies on Cyberspace are appropriately discussed and debated with the regional and national governments, officials, corporates, academia and other respective stakeholders.
The said Round Table would examine the cutting-edge issues concerning Cyberlaw, Cybercrime & Cybersecurity. The Round Table would inform the discussions at the International Conference on Cyberlaw, Cybercrime & Cybersecurity 2023 and also will give details about the Outcome Document of the Virtual International Conference on Cyberlaw, Cybercrime & Cybersecurity 2022 and further give details about the cutting-edge challenges that countries across the world are facing.
This Thematic Workshop will also look at the emerging global trends in the context of Cyberlaw, Cybercrime, Cyber Security and Cyber Security Law and what further needs to be done to strengthen the cyber ecosystem.
In this Thematic Workshop, the main objective would be to create more awareness amongst different stakeholders about the emerging developments that have taken place, ever since COVID-19 in the digital and electronic ecosystem.
Further, it has been noticed that Covid-19 has brought forward distinctive new challenges, which have tremendous impact on all human activities and endeavours.
Cyberspace has distinctly been impacted due to the advent of Coronavirus. Further, with organizations and companies increasingly being forced to adopt Work From Home as a default option, they are beginning to face legal problems and challenges.
With more than a billion people having been forced to be in homes during National Lockdowns, Coronavirus age has got diverse responses from different governments across the world.
Different legal provisions have been made in different parts of the world. These increasing new developments in Coronavirus age indicates the advent of a changing World Order.
The present Workshop would also discuss about the irreversible changes that are happening in the COVID-19 times in the context of Cyberlaw, Cybercrime & Cybersecurity.

v Contributions to Cyber Security Legal Jurisprudence
He has been underlining the need for India to have dedicated legislation on cyber security.[16] He has highlighted that “India requires a new legislation that is wholly dedicated to cyber security. It is not sufficient to merely put cyber security as a part of the IT Act.” In this regard, he has highlighted that “we will have to have a collaborative model on cyber-security. We need to create more awareness on cyber-security.” He has further argued that “we must start to inculcate cybersecurity as a way of life.”
Dr. Pavan Duggal has highlighted the significance of Government of India’s new directives on cyber security in terms of reporting of cyber security breaches. He has highlighted the game changing impact of the new directions issued by the Indian Computer Emergency Response Team (CERT-In) on mandatory cyber security reporting.
Pavan Duggal, an advocate and cyber law expert, said this is the first time the government issued directives on cyber law “of this magnitude and nature." He further added, “India presently does not have a dedicated cyber security law, and the IT Act, 2000, only dealt with some aspects of it. The new rules bring every company in India under scrutiny and require logs of ICT servers to be maintained for a rolling period of 180 days for transparency and accountability."
Regarding Indian cyber security legal approach, Dr. Pavan Duggal has highlighted that "there is still no clarity on the standard operating procedures both in the public and private sector. Till now various stakeholders were dealing in silos and cybersecurity was a divided turf”. He said that a dedicated cyber law is also a must for this holistic approach.

Dr. Pavan Duggal has been contributing to the evolving legal jurisprudence on Artificial Intelligence, through his books on Artificial Intelligence and also through his course on Artificial Intelligence legalities.

Pavan has opined that if Indians have invested over Rs 6 lakh crore in the crypto ecosystem and there is absence of legal clarity, it is very much possible that a large number of people could lose huge chunks of money. He has pointed out that RBI and government will need to come up with the appropriate mechanisms to disseminate more information about the national digital currency and make it safe from potential cyber-attacks and from potential cybercriminal activities.

Biography
Some of the expressions are spontaneous, natural. The chirping of the birds, the prattle of a kid, the expression of love…for time immemorial they have remained the same, followed the same pattern, the same nuances, made the same impact here, there, all over the world.
But in the world of need based communication, the days of drums and smoke signals are over, passed into history with Tarzan or Mongli. It all changed in 1792, a French engineer, Claude Chappe built the first visual telegraphy system between Paris and Lille, followed by a line from Strausbourg to Paris. A century later the conventional telephone came into being as an invention of Alexander Graham Bell. In India, telecommunication has crossed phenomenal 150 years , since.

In addition, Dr Abbasi is activity engaged as an Advisory Board member for several international organizations, focusing in the space of innovation, development, education and cyber resilience.
She is also a member of a series of UN and IEEE committees, contributing to the development of new policies, industry standards and guidelines in the broader context of online safety, internet addiction from social media, gaming and gambling and ethical AI for humanity and social good.
As Chairperson of the eWorldwide Group for 19 years, Dr. Abbasi is using her vast international experience and knowledge, along with her global network to leverage best practices to develop unique multi-sector, multi-stakeholder partnerships and engagements. She has successfully created strategies initiatives that integrate policies, stakeholders and promote innovations focusing on ‘win-win’ scenarios, thus laying the foundation for inclusive and sustainable knowledge economies, which in turn holistically drive the Sustainable Development Goals (SDGs).
Most recently, Dr Abbasi has developed a robust agriculture transformation initiative, powered by innovation and ICTs which is creating resilience, reducing avoidable deaths and addressing food security at the grassroots level across the rural farming communities. This has dramatically impacted the poorest of the poor, disrupting embedded power structures, while nurturing a new generation of agric. entrepreneurs, technopreneurs and SMART village clusters across the entire ecosystem, resulting in local economic growth.
She advocates ‘The only way to develop a truly resilient knowledge economy is to engage and equip local start-ups, entrepreneurs, SMEs, and MSMEs with holistic capabilities through ‘right skilling’, while promoting digitization, the green economy, social entrepreneurship and innovative financing, to create the foundation for sustainable and inclusive socio-economic development’.

Mrs. Kusum Duggal is the Vice Chancellor of Cyberlaw University, an internationally known Online University which is specifically dedicated to the study of Cyberlaw and related legal issues.
Mrs. Duggal is currently working hard to establish the University with a wider perspective. The honour of establishing University has been entrusted to her because of her passion to work endlessly and take the University to greater heights. She has compelling leadership qualities and has the knack of taking faculty alongwith her to put in their best. She has indeed an aura about herself that she touches hearts and inspires minds.
A distinguished academician and administrator, Mrs. Duggal started her career as a teacher in Delhi Public School of DPS Society, one of the prestigious societies in India in 1960. She has had a successful tenure of nearly five decades and since then, she has been regularly contributing to the evolving standards of excellence in education. Her strong willpower, calibre, conviction, dedication and leadership qualities contributed in modernizing the revitalizing the school education system to the extent that she was selected to represent India in the United States under the Government of India Exchange Programme for Teachers in 1976.
She also made her remarkable contribution in her visit to the United States of America and not only strengthened Indo-US relations on education but further introduced new strategies and methodologies of education and teaching during her stint at the United States of America.
Mrs. Duggal has always endeavoured to bring new educational approaches and methodologies to uplift the cause of school education and capacity building. She is of the view that in the present scenario, there is a need for the teachers to be regularly updated and trained and motivated. Mrs. Duggal believes that in today’s world, education has to be an ongoing phenomenon. She is a strong believer of the thought process that the existing traditional education is good and will continue. However, with the changing wings of today’s time and with transient new developments taking place, it is absolutely imperative for any person to keep on updating his knowledge and skills set up by constant education and professional developments. She has been contributing to the cause of uplifting the school education in India. Her thrust has been into generating responsible, confident and self-reliant students for a better world.
Mrs. Kusum Duggal is convent educated. She did her graduation from University of Delhi and Bachelors of Education (B.Ed) from Punjabi University topping in her college and was awarded “All Round Best Student Award” by the gracious hands of the then Governor of Punjab. She further completed her Masters in History from Punjab University. She did Diploma in “Skills for Effective Teaching” and also “Administration and Supervision of Schools” from Maryland University, USA.
She served Delhi Public Schools Society in various capacities. She was the President of the Thrift & Credit Society which gave loans to the various staff members. She was member of the Delhi Public School Managing Committee for a number of years. She was Incharge of the Activities in managing various functions viz. International Dance Extravaganza with all the Embassy students participating. She served as a Principal in five schools. She was the Founder Principal of various schools – Delhi Public School, Ranipur and Delhi Public School, Navi Mumbai and Indraprastha International School, Dwarka, Delhi. She has also been the Principal of MDH International School, Janak Puri, Delhi. She retired as the Director of JM International School, Dwarka, Delhi.
Mrs. Duggal is the celebrated author of books for children. She has written 18 books for school children on different subjects and she has her own publication house viz. Saakshar Publications.
As a speaker and with specialization in History, she has been invited by various educational institutions for lectures and discussions and talked about number of cutting-edge issues on education. She has participated in several international and national conferences, seminars and workshops on issues related to education. She has been associated with the Managing Committees of several schools in India. She was responsible for starting Student Exchange Programme with France and UK.
Her impeccable and proven track record as an able and visionary administrator has enabled her to excel in her leadership role. A fact acknowledged by many prestigious awards that she has been conferred with. Mrs. Duggal has been extensively decorated with various awards, honors and distinctions in her educational career spanning nearly five decades. She is the recipient of the awards, “All Round Best Student of the Year” in training college in 1959. She was awarded by the Maryland University for topping in two Diplomas entitled “Skills for Effective Teaching” in 1976 and also “Administration and Supervision of Schools” in 1977. She received the Government of India State Award in 1992. She was further awarded with Bharat Nirman Award in 1993. She received Rotarians of India Excellence in Education Award in 1994, besides eleven other prestigious awards.

An educationist who has distinguished reputation in starting new schools, Mrs. Duggal as an educationist, has relevant skill-sets to start new ventures. Saakshar has also participated in cyber security legal ramifications discussions at the Cyber Range organised by IBM at Bengaluru. In the said discussions, he highlighted how the legalities pertaining to cyber security compliances need to be adhered to by affected legal entities to avoid becoming victim of cyber incidents/cyber security breaches.
Saakshar Duggal addressed the members of the Malaysian judiciary at the session on ground position of cybercrimes in India at the special one-day training on Special Cyber Court held at Kuala Lumpur, Malaysia in July, 2016.
