The role freelancing and SMEs in bridging digital divide

Self-Employed Persons, including freelancers and small business owners has been a considerable part of the workforce in developing countries. Due to rapid growth of the information and communication technologies (ICTs) in past decades, remote working has been possible in all part of the worlds. It has the potential to be the equalizer of economic opportunity. In this situation freelancers are independent contractors who work at their own, with a short term contractual commitments, with their clients rather than employers. Freelancing provides various advantages for the worker such as flexible schedule, place of choice to work and independence; while it causes some disadvantages for example have no retirement and medical coverage, disability may cause lose of income, and payment of self employment taxes.
On the other hand, SMEs have been recognized as the main sources of job creation in developed and developing countries. Due to their small size and simplicity in the organizational structure they are flexible, agile, creative and innovative. All these abilities make them a suitable approach in development, and they can help in bridging digital divide.
In this workshop the role of SMEs and freelancing in bridging the digital dived are discussed. 
After a short review on freelancing, the panelists from academia and governmental bodies will discuss about different aspects of matter including the required ecosystems for SME growth; best practices of the platforms that empower and freelancers and SMEs; and what are the mutual opportunities that SMEs and freelancers provide for each other.


Dr. HadiShahriar Shahhoseini
Dr. HadiShahriar Shahhoseini Associate Professor and Head of IUST Research Center for ICT Strategic and International Studies Iran University of Science and Technology (IUST) Moderator

Dr HadiShahriar Shahhoseini received BSc, MSc and PhD degree in electrical engineering on 1990, 1994 and 1999 respectively. He is an associate professor in School of Electrical Engineering of Iran University of Science and Technology (IUST). His areas of research include networking, supercomputing and network management. More than 180 papers have been published from his research works in scientific journals and conference proceedings. He is founder and director of IUST Research Center for ICT Strategic and International Studies (ICT-SIS). Dr Shahhoseini served as IUST Vice Chancellor for International Affairs from 2016 to 2023.  He was Director of International and Scientific Cooperation for IUST from 2014 to 2016. He served as Program Chair and member of Iran National Committee for WSIS and coordinator of Iran delegation in WSIS Forums, since 2012 to 2018.

Dr Shahhoseini received IEEE Computer Society Award in 2007 for outstanding and sustained services to the IEEE Computer Society's Technical Committee on Scalable Computing (TCSC) as regional coordinator for the Middle-East region. He served as an executive committee member of IEEE TCSC and IEEE TCSC as regional coordinator in Middle-East Countries since 2004, and from 1999 to 2004 was an executive committee member of IEEE TFCC and its regional coordinator in Middle-East Countries. He received the Best Professor Award of IUST e-Learning Center in 2008. He is winner of the Best Researcher Award in the 3rd National ICT Festival, ICT Ministry, 2013; and received the certificate of the Best Industrial Researcher of the Iran University of Science and Technology in 2014. Dr Shahhoseini was manager of two research projects carried out by IUST that succeed to be the Winner of WSIS-Prize-2012 in action line C-11 (International and Regional Cooperation) and Winner of WSIS-Prize-2015 in action line C-7 (e-Science).


Dr Jamal Sophieh
Dr Jamal Sophieh University Lecturer and Digital Economy and Digital Transformation Expert Ministry of Communication and Information Technology, Iran

Dr Sophieh received his BS, MSC and PhD in telecommunication engineering, information technology management and Entrepreneurship and new business creation from University of Tehran in 2000, 2008,2019 respectively. His areas of instruction and research as a lecturer and researcher are including digital transformation and digital economy, entrepreneurship, methodology, international ICT and digital indicators. He has also been involved in teaching soft-skills for engineers and entrepreneurs from 2018.

He works with ITU Academy as an instructor in emerging digital technologies such as IoT and Big Data. He has presented courses and lectures in several universities including University of Tehran, Shahid Beheshti University and Khaje-Nasir Toosi University (KNTU) since 2018. He has More than 20 years of experience in the ICT sector and in management and business field. He served as the manager of digital economy department in ICT ministry of Iran from 2018 to 2022


Udita Chaturvedi
Ms Udita Chaturvedi Ecosystem Expert & DIP Coordinator International Telecommunication Union (ITU)

Udita Chaturvedi is an Innovation Ecosystem Expert and a Consultant at the ITU, based in Mumbai, India. She is a former journalist and development communications professional with 10 years of experience. In her work with various non-profits in India and abroad, Ms. Udita has led advocacy and research projects around inclusive digital ecosystems, and has extensively documented the socio-economic and behavioural impact of digital inclusion and the effects of digital exclusion, especially among rural and marginalised communities. At ITU, Ms. Udita supports projects and initiatives that aim to holistically strengthen the digital innovation ecosystems for sustainable growth.


Dr Amirhossein Jafari Pozveh
Dr Amirhossein Jafari Pozveh Network and Service Solution Architect Mobile Telecommunication Company of Iran (MCI)

Dr AmirHossein Jafari Pozveh received BSc, MSc, and PhD degree in electrical engineering in 2005,2008, and 2015 respectively. He is a network and service solution architect in Mobile Telecommunication Company of Iran (MCI). His research areas include 5G networks, the Internet of Things (IoT), and cloud computing. More than 30 papers have been published from his research works in scientific journals and conference proceedings. He is also a research assistant of IUST Research Center for ICT Strategic and International Studies (ICT-SIS). Dr AmirHossein Jafari Pozveh served as Editor of ITU-T study group during recent years. He was the manager of 5G pilot project and different research projects and head of the Blockchain working group in MCI.


Mr Sarem Shiri
Mr Sarem Shiri Assistant of ICT Vice Minister for Technology and Innovation Ministry of Communication and Information Technology, Iran

Sarem Shiri received MA of executive management. He is currently assistant of ICT Vice Minister for Technology and Innovation. He served as deputy of technical and economical studies, head of IT planning office, and head of standard office in Ministry of Communication and Information Technology in past years. He was also head of Iran Technical Committee on ISO TC307.
