Hani Eskandar is the Digital Services Senior Coordinator at the Digital Society Division of the Telecommunication Development Bureau of ITU. Mr. Eskandar is currently involved in providing assistance to several developing countries by advising on digital applications and services strategies and policies, assisting in implementing technical co-operation projects in areas of digital health, agriculture, governance and education.
Mr. Eskandar has more than 25 years of extensive on-the-ground experience in the field of ICT for development where he, through working with the International Federation of Red Cross and Red Crescent in Switzerland and, UNDP, Ministry of ICT and other NGOs in Egypt, was involved in several development projects in the fields of Health, Education, Illiteracy Eradication, Community Development, SME development and Micro Credits.

Walaa has around 17 years of experience in multiple fields: Strategic Planning, Business Development, and Systems Development. Walaa has worked at multiple ministries and organizations in Saudi Arabia such as Ministry of Finance, Ministry of Housing and Ministry of Health. He currently works as General Manager of Financial Planning at Digital Government Authority, Saudi Arabia.
Walaa had a chance to work on multiple initiatives of Saudi 2030 vision and digital transformation and e-government Initiatives on national level.
Having bachelor’s and master’s degree in Information Systems, College of Computer and Information Sciences from King Saud University.

With over 17 years of experience, Wissem manages digital transformation and technological portfolio for Governments (GovTech), including the Tunisian Digital Strategy 2025 & GovTech programs, GovTech & Digital Strategies for several African countries including Togo, Bénin, Guinea, Congo, Sénégal and the Union of comoros. Wissem worked also extensively with international organizations in MENA region, including a 5G technical and regulatory study for the Arab countries for GSMA, and Fintechs panorama in the Arab world for CGAP.

Sadhvi Saran is a Policy Analyst in the Emerging Technologies Division at ITU – the UN’s specialized agency on ICTs – focusing on international cyber-related public policy matters. She is a key member of the ITU Secretariat for the Expert Group on the International Telecommunication Regulations and is the Secretary for the Council Working Group on international Internet-related public policy issues. Prior to joining ITU, Sadhvi has worked across the public and private sector, including with the UN Global Compact in New York. Sadhvi is a qualified lawyer from National Law University Jodhpur and holds an LLM in International Law from the Fletcher School of Law and Diplomacy.
